A-1.. President Postier called the Special meeting to order at 1:30 P.M.,
the following members being present: President Postier, Aldermen
Allen, Duffy, Larson, Powers, Solinger and Strain. Absent: None.
The Call of the Special Meeting was read by President Postfer, the
meeting called for the purpose of adopting the 1979 budget and any
other business the said Council may deem proper.
D-1 Harley Flathers, 916 7th Avenue S. W. representing the March of Dimes
for Olmsted County was present and asked the Council's permission to
use the house that the Council purchased recently at 715 loth Avenue
S. E. ( Flood Damaged ) for a Haunted House. This is to be used on
week -ends prior to Halloween and including.October 30 and 31, 1978.
The.house will be open from 6:00 P.M. to 9:00 P.M. He stated they wil
furnish: the City of Rochester with a liability policy and a hold
harmless clause will be included. Larson moved, Powers second to
-approve this request subject to the acceptance of the insurance
papers and hold harmless clause to,be reviewed by the legal staff.
Ayes (7), Nays (0). Motion carried.
D-2 Mr. Thomas W. Moore of 107 26th Avenue S. E. wished to be heard and
wanted a waiver put on the time limit that the City requires to
purchase a heating Contractors License. He was told that he would
have to apply, pass a test. -;,..This test is approved by the Building
Board of Appeals, and processed thru the City Clerk"s:Office and
approved by the Council. He'was informed that Heating Contractors
in the City may be hiring extra help during the rush time, and maybe
he could contact some of them for employment. No other action was
taken at this time.
E-1 Allen moved, Larson second to adopt Resolution No. 654-78 awarding
the contract for Preparatory cleaning and Televising of Sewers,
Sewer System Evaluation Survey, Phase II - Rochester, Minnesota to
Novack Construction, Inc. Osseo, Minnesota subject to review and
approval of the Minnesota Pollution Control Agency and the United
States Environmental Protection Agency. Ayes (7), Nays (0). Motion
carried.
E-2 Duffy moved, Powers second to approve the application for a House Movi
License for Johnson House Movers, Inc. Marine -on -St. Croix. A bond
in the amount of $7,500.00 has been received'. Ayes (7), Nays (0).
Motion Carried-.
F-1 Allen moved, Duffy second to approve and adopt Resol-ution No. 655-78
Teyy1ng:-.the:taxable property for the current year collectible in
1979 for the City of Rochester, Minnesota. The City Clerk is instruct.
ed to forward a copy of this resolution to the County Auditor.
Ayes (7), Nays (0). Motion carried.
F-1 Powers moved,, Solinger second to approve and adopt Resolution No. 656-

78 approving the 1979 Annual Budget for the City of Rochester
Minnesota in the amount of $24,708,886.00. Ayes (7), Nays (0).
Motion carried.
Aldermen Strain and Solinger reported on the progress of the Flood
Control project. They reported on the process of this bill while
they represented the City of Rochester in Washington D.C. last
week. They are optomistic about Rochester being funded during the
current session.
Having no further business, Larson moved, Allen second to adjourn
the meeting. Ayes (7), Nays (0). Motion carried.
