HomeMy WebLinkAbout05-24-1979RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL; A141, CITY OF ROCHESTER, MINNESOTA Adjourned Meeting No. 41 - May 24, 1979 Agenda Item A-1 President'Postier called the meeting to order at 4:30 P.M. in the Council Chambers, the following members being present: President Postier, Aldermen Allen, Duffy, Larson, Powers, Solinger, and Strain Absent: None. Motion by Larson, second by Duffy, to set the salary of the City Administrator at $36,000.00 per year. Upon roll call vote Aldermen Duffy, Larson, Solinger, and Strain voted Aye (4), Aldermen Allen, Powers, and President Postier voted Nay (3), motion carried. Motion -by Solinger,•second,by Powers, to set the salary for the City Attorney at $37,104.00 retroactive to April 1, 1978. Ayes (6), Nays (1), Alderman Strain voting Nay. Motion carried. E-1 Motion by Strain, second by Allen to approve the recommendation that the City lease 128 acres from Donald Layton for sludge disposal at $100.00 per acre per year. Ayes (7), Nays (0), motion carried. F-1 An Ordinance relating to the business of limousine service; issuing a franchise to Alden Wildfeuer; amending Rochester Code of Ordinance! Sections 159.010 and 159.070, and adding Section 159.170, was given a first reading. Motion by Strain, second by Powers, to suspend . the rules and give the Ordinance a second reading. Upon roll call vote, Aldermen Allen, Duffy, Larson, Powers, Solinger, Strain, and President Postier voted Aye (7), Nays (0), motion carried, and the Ordinance was given a second reading. Motion by Larson, second by Duffy, to adopt the Ordinance as read. Ayes (7), Nays (0), motion carried. (Ordinance No. 2045). H-1 Mr. Marland Fierke of Marion Township, requested to be heard regard- ing pending assessments against his property. After a discussion, Mr. Fierke was advised there will be a public hearing prior to the assessments being levied, at which time the Council will consider the assessment. No decision can be made prior to the public hearing. G-1 Motion by Allen, second by Larson, to remove the awarding of bids on 7th Street Construction from the table. Ayes (7), Nays (0), motion carried. Motion by Allen, second by Larson, to adopt Resolution No. 344-79 accepting the bid of $452,352.00 by Rochester Sand and Gravel, Inc. for Project 6207-4-77 (J2104)`"Culverts on 7th Street N.W. over North Branch of Cascade Creek"; Project 6207-4-78 (J8650) "Construction of a 12" Watermain in 7th Street N.W. in Arends Industrial Park"; and Project 6207-4-77a (J2117) "Grading and Surfac- ing on 7th Street N.W.", and authorizing the Mayor and City Clerk to execute a contract. Ayes (7), Nays (0), motion carried. It is understood that $47,000.00 will have to come out of Future Construc- tion Funds. F-1 An Ordinance relating to parking, prohibiting parking on private property without consent of the owner; imposing penalties for violations; amending Rochester Code of Ordinances, Section 147.190, was given a first reading.
