President Postier called the meeting to order at 4:30 P.M., the
following members being present: President Postier, Aldermen Allen,
Duffy, Larson, Powers , Solinger and Strain. Absent: None.
The call of the special meeting was read by President Postier, the
same being called for the purpose of establishing a public hearing
to consider protests received on the Water Reclamation Plant Improve-
ment bids and any other business the Council may deem proper.
The City of Rochester has received protests from the various concernec
bidders on the construction of the Water Reclamation Plant in Rochest(
Prior to awarding the bid, the Council can hear the protests from
the various people. The City Attorney, Fred Suhler, Jr. advised the
Council that this would be the proper procedure and asked that the
hearing be set for May 5, 1980 at 3:00 P.M. and allow each side 1.5
minutes ..for' a- total: of 30 minutes each protest. Written protests
should berreceived in the City Clerk's Office up until 1:00 P.M
on May'S, 1980. Larson moved, Allen second to adopt Resolution No.
208-80 Setting the hearing on the protests to bids submitted on the
Water Reclamation Plant to 3:00 P.M. on May 5, 1980. Ayes (7), Nays
(0). Motion carried.
Duffy moved, Allen second to remove the 3.2 Beer application from
the table. This is for Happy Warrior - Don Jacobson - 323 First
Avenue S. W. Ayes (7), Nays (0). Motion carried. Allen moved, Larson
second to approve the issuing. -On -and Off-SAI.e 3.2 Beer License to
Don Jacobson dba Happy Warrior. Ayes (6), Nays (1). Alderman Strain
voting nay. Motion carried.
Powers moved, Allen second to deny the alley access at 1017 Fourth
Avenue N. W. Ayes (7), Nays (0). Motion carried.
Having no further business, Allen moved, Duffy second to adjourn the
meeting. Ayes (7), Nays (0). Motion carried.
