HomeMy WebLinkAbout08-19-1980RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL. 1421 CITY OF ROCHESTER, MINNESOTA Adjourned Meeting No. 10 - August 19, 1980 Agenda Item A-1 President Postier called the meeting to order at 7:30 P.M., the following members being present: President Postier, Aldermen Allen, Duffy, Larson, and Solinger. Members absent : Alderman Powers and Strain. The meeting was held at the Rochester Public Library. B-1 A Hearing on the Application by the City of Rochester for Federal Assistance from the Urban Mass Transportation Administration for the Purchase of 11 Transit Vehicles and 6 Bus Shelters. Mr. Tony Knauer of the Traffic Division of the Public Services Department presented the following on types of purchases that will be made by Mr. Holter of the Rochester City Lines: Group I, 3 GMC "New Look " currently on order $324,786.00; Group II 1 RTS IV " Accessible" Currently on order $138,580.00 and Group III - 7 Advance Design "Accessible" (bids to be solicited ) $980,000.00 (estimated ).for a Sub total of $1,443,366.00. Group IV 6 Bus Shelters ( bids to be solicited ) $30,000.00 to a total of $1,473,366.00 of which the -Federal Share 80% will be $1,178,692.80 and the Rochester City Lines (20% of buses) $288,673.20 and the City Share (20% of shelters ) $6,000.00.Mr. Holtei indicated that he wishes to provide the local share. Wishing to be heard was Sister Victorine Honnerma'n•2 St. Mary's Hospital, Rochester and member of the Hiawatha Chapter.of National Spinal Cord Injury Foundation and speaking on behalf of Peter Fedorko. Mr. Fedorko's attorney Loretta Frederick could not be present for this hearing. Sister Victorine stated that they could only support the grant proposal if they have assurance that the ZIPS would continue at an adequate level of services. Also, that the City provide fixed route•accessibility as interpreted tome - all buses purchased with federal money be accessible, and that this be done within the time period of three months. The only exception that they would consider, would be the three inaccessible buses Mr. Holter has ordered. The other stipulation would be that the RTS ordered by Mr. Holter be used for back up purposes. This does not reflect the planning of any consumer and only on this basis can we accept and support the grant proposal. Further comments will be forthcoming. President Postier requested that Sister Victorine present this in writing. Having no one else present that wished to be heard , President Postier closed the hearing. Alderman Allen questioned Mr. Holter on the capacity of the new buses. Mr. Holter stated that they will hold 53. Mayor Hazama commented that the 'ridership has increased a good percentage this past year and with the advent of the increased cost of gas, it is expected that the rate will increase within the next few years. Mr. Holter gave a brief rundown on the cost of a new bus, and the different -types, Having no further comments, Allen moved, Duffy second to adopt Resolution No. 478-80 authorizing the filing of the application and execution by the Mayor and,City Clerk of all related assurances and contracts with the Urban Mass Transporation Administ- ration. Ayes (5), Nays (0). Motion carried. Having no further business, Allen moved, Duffy second to adjourn the meeting. Ayes (5), Nays (0). Motion carried.
