Absent: Aldermen Powers. Allen moved, Duffy second to approve the minutes of the February 17, 1981 meeting. Ayes (6), Nays (0). Motion carried. The call of the special meeting was read by President Postier, the same being,cal.led for the purpose of considering the membership in Region 10 and any other business the Council may deem proper. E-1 Solinger moved Duffy second to adopt Resolution No. 98-81 approving the withdrawal from Region 10. Ayes (6), Nays (0). Motion carried. E-2 Allen moved, Larson second to adopt Resolution No. 99-81 approving the issuance of a Revocable Permit for Frankline Heating Station allowing them to encroach 12 ft. 4 inches into the City right-of- way of 3rd St. S. W: for constructing a basement in the remodeling of the Franklin Heating Station and that said':Franklin Heating Station assume all maintenance and liability for the structure (basement ) under 3rd St. S. W. Ayes (5 ), Nays (0). Motion carried. Alderman Duffy abstained. E-3 No action was taken on the Bus Purchase Agreement/Rochester City Lines. After discussion by the Council, Mr. Roger Plumb, Public Services Director stated that seven buses be kept as a separate item and consider the 4 buses as an item that would be bid. The City will have to pay for the 20% that is now is question. Wishing to speak was Mr. George Holter, Owner of the Rochester City Lines. Mr. Holter stated that it was not in his best interest to pay the 20% cost of these buses, and have the Federal government demand 80% when he retired the buses. Mr. Stevan Kvenvold, City Administrator, stated that he would take Mr. Plumb's suggestion under advisement. E-4 Strain moved, Allen second to adopt Resolution No. 100-81 Requesting the State Legislature to amend Minnesota State Statute 272.01 Sub. 2 to prevent concessions, i.e, restaurants and bar at the Rochester Municipal Airport from being taxed, and to prevent the land which is leased or used for agricultural purposes at the Rochester Municipal Airport from being taxed. Ayes (6), Nays (0). Motion carried. F=l Duffy moved, Strain second to adopt Resolution No. 101-81 enacting a limited moratorium on development of newly annexed lands lying within the flood fringe pending some changes in the land use regulations relating to flood plain management. Ayes (6), Nays (0). Motion carried. F-1 Duffy moved, Solinger second to adopt Resolution No. 102-81 regarding the budget of the Governor of the State of Minnesota. The resolution states that the City of Rochester desires that the State,Aid-a hould b 1521 treated equally among the City, County and School system. That the School District not be singled out. Resolution No. 103-81 opposing State House File No. 263, Public Employees Strike., -..This. -file allows non essential employees to refuse to cross the picket of a striking union. The City of Rochester is in opposition to this bill. Ayes (6), Nays (0). Motion carried. Duffy moved, Solinger second to adopt Resolution No. 104-81 approvir House File No. 54 Nonpublic meetings for public employment negotiati strategy. Ayes (6), Nays (0). Motion carried.
