HomeMy WebLinkAbout02-04-1982�7:12 RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL CITY OF ROCHESTER, MINNESOTA Agenda Item A-1 B-1 Adjourned Meeting No. 25 - February 4, 1982 President Postier called the meeting to order 'at 7:30 P.M.', the following members being present: President Postier, Aldermen Bluhm, Duffy, Powers, Solinger and Strain. Absent Alderman Allen. A Hearing on the request for Ihdustri:al Development Bond Financing in the amount of not to exceed $6,000,000.'for the Purchase of'Libby's from S.S. Pierce Company. Wishing to be heard was Jack Van-Straaten, 923 19th St. N. E., President of the Rochester Area Chamber of Commerc Mr. Van-Straaten stated that the Chamber of Commerce was ih favor of issuing the bonds. He stated that-employement generated by the Libby Plant was a necessity to the community. Wishing to be heard was Vincent Lamers of 1425 Camel Back Ct'. N.,E. Manager of Libby's. He was present for any questions the Council may have. Presi.dent Postier stated that he understood that the Pierce company purchased 8 or 9 plants in other cities. President Postier questioned whether our local Libby plant was profitable and if.it was not, would S.S. Pierce close it at a later date for that reason. Mr. Lamers referred that question to Art Wolcott, 311 East Road, New York. Mr. Wolcott stated that plants have not been profitable under the Libby management He stated that S.S. Pierce Company are canners and will make changes in the operation of the company such as management, distribution and plant overhead. He also stated that inventory will be moved and will save money in that respect. He stated that they will expect a profitable operation. President Postier questioned the fact that the S.S. Pierce were not buying two other plants. Mr. Wolcott stated that it was true, for instance, Salem,Oregon had a plant where they only canned Sa Ltrk"raut and Beans. He stated that this was not profitable and the company was not interested. He stated that the Rochester plant handles a larger volumn and more kinds of canning. Alderman Strain questioned how many commitments the company had in purchasing other plants. Mr. Wolcott stated that they had commitments for 5 plants and expects one at Janesville soon. Alderman Strain questioned whether the 6 million dollars would stay in Rochester. Mr. Wolcott stated that "Yes, local financing would stay in Rochester Minn. Having no one else present that wished to be heard,.President Postier closed the hearing. Duffy moved, Powers second to adopt Resolution No. 64-82 approving the Financing by Industrial Development Bonds in the amount of $6,000,000.00 for the purchase of Libby's in Rocheste Minnesota . Ayes (6), Nays (0). Motion carried. A_Hearing-.,on,the;Location/Design for.Vlest.Ri.ver Road - Project No. 6303-3-79 J 2114 S.P. 159-101-05. Having no one present that wished to be heard. President Postier closed the hearing. This was a continued hearing from January 4, 1982. The period required for receiving comments was up until January 15, 1982. The hearing had to remain open until that time. Powers moved, Bluhm second to adopt Resolution -No. 65-82 recommending Alternative No. 1 as described on page 23 of the Environmental Assessment for West River Road and recommending a finding of no significant impact. ROCHESTER, MINNESOTA Adjourned Meeting No_ 25 - February 4, 1982 Agenda Item E-1 Duffy moved, Strain second to approve the designation of Olympus, Ltd as developers of the Norton site located south of Second Street between the Zumbro River and the Rochester Development Company parkin ramp. The proposal has been received to construct 121 units of Section 8 elderly housing for. the Norton site by Olympus, Ltd. Ayes (6), Nays (0). Motion carried. H-1 Ron Manning, Downtown Development District Administrator stated that an extension of time is needed by the contractor Adolphson and Peterson for -the ;clos_i:ng.:-of-the street between..$roadway and 1st Avenue on West Center Street. The contractors, who are constructing the West Center Street Parking Ramp need the time in order to continue pouring the concrete. Bad weather delayed them. Council had previou! granted them a 30 day closing of the street. This date ran out the end of January, 1982. They would appreciate another two weeks: Alderman Powers stated that the businesses on the street are hurting because of the closing of the street. Mayor Hazama visited with Mr. Carl Bainter of the Carlton Hotel Restaurant and Mr. Bainter stated that the restaurant business was down to the point of where he might have to close. Powers moved, Solinger second to grant the contractor another two weeks of closing, but only during the hours of construction. The Contractor will be responsible for putting up the "closed" sign in the morning and removing it when they finish at night. This would allow the street to remain open in the evening and early morning. Ayes (6), Nays (0). Motion carried. H-2 Pete Bousalis, representing Olympus, Ltd. was present and wished the Council to give consideration for their request for the use of Public Assistance money for their project known as Fontaine Towers. This project would house 121 units of housing for the elderly on the site located south of Second Street between the Zumbro River and the Rochester Development Company parking ramp. The money would be allocated as follows:$115,000. for land write -down; $24,000 for Street and..si.te beautification; $40,000 for Gas or steam line to the site. This amounts to $179,000.00. They also requested $95,000.00 be considered toward the design and construction of the building. Council J,ndicated to Olympus, Ltd. that they approved the $179,000. which would be provided from tax increments.. The Council,also A nfor Mr. Bousalis that they would like to see the difference in structure with and without the $95,000.00. No formal action was taken. Having no further business, Powers moved, Strain second to adjourn the meeting until 7:30 P.M. on February 16, 1982. Ayes (6), Nays;(0). Motion carried. c City Clerk ly 17�3
