HomeMy WebLinkAbout04-29-1985Agenda Item A-1 E-1 E-2 F-1 F-1 G-1 RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL CITY OF ROCHESTER, MINNESOTA Special Meetinq Nn_'31 - April 29, 1985 President Postier called the meeting to order at 4:00 P.M., the meeting being held in Room 4 of City Hall. Present: President Postier, Aldermen Allen, Bluhm, Duffy, Powers ,Solinger and Strain. Absent: None. The call of the meeting was read by President Postier, the same being called for the purpose of considering the request for a transfer of an Off -Sale Liquor License by Steven Barlow; considering the application for a Franchise for a Limousine requested by Dwayne Wilson and to consider the transfer of the Point -After Bar to a new owner and any other business the Common Council may deem proper. Allen moved, Powers second to approve the transfer of the On -Sale and Off -Sale Non -Intoxicating Malt Liquor (3.2) beer . licenses for the Point -After Bar from Ty Truax to Dennis Hayden. This is located at 2116 South Broadway. Ayes (7),Nays (0).Motion carried. Duffy moved, Powers second to approve the request for a Limousine Franchise & License for Duane Wilson , Wlhi.te Glove Limousine of Winona, Minnesota do do business in Rochester. The City Attorney is hereby instructed to prepare an Ordinance approving this. Mr. Wilson asked the Council to suspend the rules and give the Ordinance a second reading and adopt it at this meeting. Council informed him that they had other Limousine Franchise Ordinances before them recently and they did not suspend the rules for them, consequently this would not be given its second reading and would have that on the June 3, 1985 meeting. Vote was taken - Ayes (7), Nays (0).Motion carried. Al-len.-moved,Duffy second to suspend the rules and give the Ordinance Rezoning certain property in Grahams Second Addition and Amending Ordinance No. 1659 known as the Zoning Ordinance to B-4 General Bus- iness - North 130' of Lot 16, Grahams Second Addition a second reading. Upon roll call vote, Aldermen Allen, Bluhm, Duffy, Powers, Solinger and Strain and President Postier voted aye. Ayes (7), Nays (0).Motion carried and th Ordinance was read. Allen moved, Powers second to adopt the Ordinance as read. Ayes (7),Nays (0). Motion carried. An Ordinance Relating to Limousine Franchises; awarding a Non - Exclusive Franchise for the period through June 30, 1988, to Duane Wilson d/b/a White Glove Limousine Service: Amending the Rochester Code of Ordinances, Chapter 97 by adding a Section thereto.This was given its first reading. Solinger moved, Bluhm second to take the request for a Transfer of an Off -Sale Liquor license from Brown's Liquor Barn to Weber -Barlow Stores from the table. Upon Roll call vote, Aldermen Allen, Bluhm, Duffy, Powers, Solinger, Strain and President Postier voted aye. Ayes (7), Nays (0).Motion carried. Solinger moved, Bluhm second to approve the transfer. Alderman Powers r Z o RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL CITY OF ROCHESTER, MINNESOTA Special Meeting No. 31 - April 29, 1985 Agenda Item G-1 stated that he was not ready to vote for this at this meeting. He did not have answers to the questions that he had at the last Council meeting. Alderman Strain agreed.., He stated that the Council needed time and that is why they set May 6 Council. meeting to be ready to vote. President Postier agreed with Alderman Strain. Alderman Solinger stated that he signed the call slip for a Special meeting. He stated that he had asked the City.Attorney who actually owned the license at this time and he was informed Mr. Brown still had the license. Based on this, and the fact that this location had a license in the past, he feels that this request should be granted. Since the majority of the Council was not ready to vote on this issue, Bluhm withdrew his second and Solinger withdrew the motion. Duffy moved, Powers second to table this until the May 6, 1985 meeting. Ayes (5), Nays (2). Alderman Solinger and Bluhm voting nay. Motion carried. Having no further busines, Allen moved, Duffy second to adjourn the meeting. Ayes (7),Nays (0).Motion carried. 1-17 ty Cler 1
