President: President Postier, Aldermen Allen, Bluhm, Duffy, Powers Solinger and Strain. Absent: None. E-1 Allen moved, Bluhm second to instruct the City Administrator to correspond with the developers of the Riverside project and inform them that they must give the City 30 days written notice of any intent to sell all or part of their holdings. The City Administrator is to sign the 30 day notice waiver. Ayes (7), Nays (0).Motion carried. E-2 Bluhm moved, Solinger second to approve the request received from Elcor Enterprises, Inc. of Rochester, Minnesota for their application for a Cement & Asphalt license for constructing sidewalks, Curb and Gutters, and Driveways in the City of Rochester for the period ending December 31, 1985. This is pending Dept. approvals. (Colonial Lanes & Rec. Lane! Also approve the two consumption and display licenses/as filed in the City Clerk's Office. Ayes (7), Nays (0).Motion carried. G-1 Duffy moved, Allen second to remove the tabled Resolution as presentee by the Public Utility Board wishing Council approval to award a low bid submitted by Elcor Enterprises, Inc. in the amount of $181,894.30 for installation of Feeder 714 Underground Electric Duct. Ayes (7), Nays (0).Motion carried. Bluhm moved, Allen second to approve this low bid. After discussion, Bluhm removed his motion , Allen removed the second and a new motion was needed. After further Council discussion, Bluhm moved, Strain second to table this until the regular Council meeting. Meantime the City Attorney was instructed to bring information to the Council on the qualification of Elcor to bid for this project and any other information pertinent to this bid. Ayes (5), Nays (2). Alderman Allen and Solinger voting Nay. Motion carried. Dennis Peterson of 1652 Greenview Drive S. W. of. Rochester was preseni and represented the Labor Union. He was wondering why the City was awarding a low bid to some company that did not pay prevailing wage. He also questioned the requirement in the bidders qualificatior which they did not submit. He urged the Council not to award the low bid to Elcor. Alderman Bluhm questioned Mr. Suhler, City Attorney about the prevailing wage, and Mr. Suhler stated that the City did not have one and did not foresee that the City would be having one on file. Since Aldermen agreed that there were legal questions needed to be answered, that was the reason for the tabling motion above. H-1. The matter of the request for an On -Sale Intoxicating Liquor license for the Recreation Bowling Lane on Highway 63 North was brought befor( the Council. President Postier stated that he would like to see an actual floor plan and menu and needed more information before he woulc vote on this.
