A-1 President Postier called the meeting to order at 7:30 P.M., the
following members being present: President Postier, Aldermen Allen,
Bluhm, Canfield, Hunziker, Solinger and Strain. Absent: None.
Allen moved, Strain second to approve the minutes of the June 2,
1986 meeting. Ayes (7), Nays (0).Motion carried.
B-1 A Hearing on the Proposed Special Assessment project - 6300-S-84
J 8851 - Grading and Surfacing in the 800 Block of East Frontage
Road, TH 63 South. Wishing to be heard was Denny Weestrand of
501 20th Avenue S. W. He stated that he shared a drive with AMPI
He stded AMPI got paid $14,702.50 and he never received any money.
Now because of this assessment he is going to have to pay $8,000.
President Postier stated to the Council that all the assessments
were agreed to by Mr. Weestrand when the negotiation was taking place
Mr. Weestrand stated that this was true except the fact that he would
- have to be pYing the State of Minnesota $185.00 a month rent for
some of the use of the property. He stated that he found this out
after the fact. Alderman Canfield wondered when this driveway
was opened up. President Postier stated 7 or 8 years ago. Mr.
Weestrand stated that it was opened 7 or 8 years.ago and this was
to be shared equally. He stated that he did not Inquire about another
driveway because he already had this one. They improved this now
at this time and he gets a bill for the assessment and he objects.
Alderman Bluhm asked 4 AMPI has benefited why don't they have to
pay. President Postier stated that AMPI did not want the improvement
and Mr. Weestrand did:Havigg ru;further disassion by the Council,
President Postier closed the hearing. Strain moved, Canfield second
to adopt Resolution No. 357-86 accepting the assessment. Ayes (7),
Nays (0).Motion carried.
B-2 A Hearing on the No. 86-9 Final Plat of Baihly Woodland Fifth
Subdivision. Having no one present that wished to be heard, Presiden-
Postier closed the hearing. .Bluhm moved, Allen second to adopt
Resolution No. 358-86 approving the plat officialy changing the
to Woodland Drive S. W. Ayes (7), Nays (0).Motion carried.
B-3 A Hearing on the Proposed Project - Project No. 6304-3-86 J 8928
Replacement of Sanitary Sewer in 4th Avenue S. W. from West Center
Street to 1st St. S. W. Wishing to be heard was John Roemer of 1424
Windsor Chase Dr. S. W. He is representing St. John's Parish
He objects to the project because of the following reasons:
1. Adequate diligence has not been shown in the replacement
of the pipe: The ins p.ection of the pipe was done over three and
one-half years ago. 2. It is being done now only to accomodate a
future Mayo Clinic project and the replacement of storm sewer on
the same block. He would appreciate it if the Council would elimina-
St. John's Parish from the project.
Wishing to be heard was Bill Canfield of 920 11 1/4 St. S. W.
He stated that this work is necessary at this time because of the
Mayo Clinic projeCts. He staed that they ( St. John's Church )
does not need this and if the Mayo Clinic does, then they should pay
for the project. If the project is going to be approved, they would
