HomeMy WebLinkAbout07-29-1986[i Agenda Item A-1 E-1 E-2 RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL �� CITY OF ROCHESTER, MINNESOTA Adjourned Meeting No. 5 - July 29, 1986 President Postier called the meeting to order at 3:00 P.M. the following members being present: President Postier, Aldermen Allen Bluhm, Hunziker and Solinger. Absent: Aldermen Canfield and Strain. Request for Authorization to Execute the Phase II Agreement with OLM for the D/5 Project was presented to the Council. President Postier stated that he had received favorable recommendations regarding this project from the Public Finance Systems, the City's bond consultant, Paul Utesch, City Finance Director and the Chamber of Commerce. Alderman Solinger stated that he had a comment on the project and if the project finds excess dollars that the north connection to the Center Street parking ramp be considered to be included in the project. Alderman Hunziker also agreed with Alderman Solinger and stated that buildings in the new project should be designed to include a future skyway to the new civic center so that in future years if a skyway is constructed businesses would be award of this possibility. Gus Chafoulias of 930 8th St. S. W. developer of D/5 stated that they had to put the skyways in a top priority and even tho he would like to see the connection go to the West Center Street Ramp, he stated that Michaels Restaurant would and has been agreeing to allow the people to flow thru their rest- aurant entrance in order to allow the connection between the ramp and the new project. After brief discussion by the Council Solinger moved, Bluhm second to adopt Resolution No. 446-86 approving the execution of Phase II Development Agreement on or before August 1, 1986 with OLM and Resolution No. 447-86 approving the execution of an Assessment with the Developer and th e Olmsted Co. Assessor. Ayes (5), Nays (0).Motion carried. Mark Anderson of the Holiday Inn South - 968 22nd St. S. W. wished to express his concern about the including of a couple of hotels in the D5 project. He stated that studies should be made and a careful assessment of the quantity of hotels in the area should be looked at. Bluhm moved, Allen second to adopt Resolution No. 448-86 authorizing the City Clerk to advertise for bids on 11:00 A.M. Friday August 15, 1986 on the 2nd Street Ramp Waterproofing. Ayes (5), Nays (0).Motion carried. er
