A-1 President Selby called the meeting to order at 2:00 P.M., the follow-
ing members being present: President Selby, Aldermen Bluhm (2:12)
Canfield (2:02), Hunziker, McConnell, Solinger (2:20) and Strain.
Absent : None
McConnell moved, Strain second to approve the minutes of the March
20, 1989 meeting. Ayes (4), Nays (0).Motion carried.
D-1 Strain moved, Hunziker second to adopt Resolution No. 189-89
ordering a feasibility report from the Public Services Dept. on
the following request: Street Construction, San. Sewer, Storm Sewer
and Watermain and Service Connections installed into Cimarron Tenth
Sub. Ayes (4), Nays (0).Motion carried.
E-1 Strain moved, McConnell second to adopt Resolution No. 190-89 award-
ing the contract to Odland Construction for street furnishings
for the Broadway Reconstruction project - This is in the amount of
$74,582.00. Ayes (4), Nays (0). Motion carried.
E-2 Alderman Canfield arrived - 2:02 P.M.
McConnell moved, Strain second to adopt Resolution No. 191-89 &192-89
approving the following agreements as approved by the Rochester
Airport Commission:
1. Agreement to harvest alfalfa and rotation corn crops with Lloyd
Crumm.
2. Agreement for office and storage space with the Rochester Buildin(
and Maintenance DBE/WBE qualified company.
The Mayor and'City Clerk are hereby authorized to execute the
agreements on behalf of the City.
Ayes (5), Nays (0).Motion carried.
E-3 Strain moved, Canfield second to approve the payment of $3,658.20
to TSP Engineering for Plans and Specs on the Airport Steam Heating
Line Project J 6923. Ayes (5),Nays (0).Motion carried.
E-4 Strain moved, Hunziker second to approve the following Resolutions
as approved by the Public Utility Board:
Resolution No. 193-89 approving a purchase order agreement with
Border States Electric Supply Co. for Padmounted Switches in the
amount of $31,052.00.
Resolution No. 194-89 approving a purchase agreement with Burmeister
Electric Co. for streetlight luminaires in the amount of $46,305.00.
Resolution No. 195-89 approving the initiation of cancellation pro-
visions contained in a 1962 contract with NW Bell Telephone Co.
for telephone booths located in the City of Rochester. The contract
states that electricity shall be provided by the City which is in
conflict with the Board's policy on providing service. This service
is in the process now of being cancelled.

use by the public.

2. A Final Plat of the property should be submitted. All easements
should be dedicated and create the townhouse lots and common areas.
3. Architectural plans for the storm shelter portion of the building!
should be submitted with the final plan. This should be vertified
by a registered architect and meet FEMA requirements.
4. All permits from the DNR or Corp of Eng. for grading and shorelii
work should be acquired before the final plan is approved.
5. The Townhouse assoc. documents should carry the -restriction of
no recreational vehicle parking outside a garage for more than 72
hours.
6. A street name and addressing system should be provided. Approved
by Public Services.
7. Design of exterior lighting should be provided.
8. List of uses for the office/storage building should be provided.
Any exterior storage for the building should be known.
9. Final Plan should not be presented to the Council until the

open the bid. The City Clerk then opened the bid submitted by Nietz
Electric of Rochester and the total was in the amount of $68,750.

the engineering estimate was $98,500. This bid came in well under the
estimate. Alderman Canfield had reservations on the need for this
signal. He suggested that safety strips or some other type of device
be put in the area to warn motorists that a signal is ahead be instal'

Wishing to be heard was Vince Herring of 5500 Hwy 63 So. and is a
Trustee of Resurrection Catholic Church. He is opposed to this. He
stated that this would not benefit their church at all. He did
request the Council' -to grant them permission to park diagcnally along
during
the street that now does not have parking du ng any other time.
Alderman Canfield stated that they can park across the way. Mr.
Herring stated that they do, but this was not official. They would
rather have the requested parking. The Council did not act on the
request of Mr. Herring, but encouraged them to park in the school
lot. Having no one else present that wished to be heard, President
Selby closed the hearing. Bluhm moved, Strain second to adopt
Resolution No. 221-89 approving the project. Ayes (7), Nays (0).Motio

this should be denied because it is not fair for St. Mary's to use
the neighborhood for access to their parking lot.
Alderman Strain questioned the fact that maybe this road did not
need fixing. The traffic engineer stated that it did need to be
fixed as it was in bad shape. After lengthy discussion by the Counci
on the various methods of improving this street without increasing
traffic, losing trees, etc. it was -moved by Strain second by
Solinger to table this and urge the staff and neighbors to come up
with a compromise. It is also instrlictod by the Council to save
