Absent: None. President Selby arrived at 8:15 P.M. President Pro-Tem Strain Presiyded until 8:15 P.M. B-1 B-2 1 Solinger moved, Bluhm second to approve the minutes of the June 4, 1990 meeting. Ayes (6), Nays (0).M6tion carried. A Hearing on the proposed.project No. 6255-4-90 J 9152 - Ext. of San. Sewer on the North side of 55th St. N.W. from 25th Ave. to 23rd Ave. N. W. and Watermain Ext. on the North side of 55th St. N. W. from 25th Ave. to the East line SW 1/4 SW 1/4 Sec. 10 Cascade Twp. Having no one present that wished to be heard, President Pro-Tem Strain closed the hearing. Bluhm moved, McConnell second to adopt Resolution No. 287-90 approving the project. Ayes (6), Nays (0). Motion carried. A Hearing on the Proposed project 6217-3-90 J 9153 - Street Construction, Con. Curb and Gutter, San. Sewer, Watermain and Service Connections in Tudor Court S. W. from 6th Avenue S. W. to the West Line of Lot 14, Toogood Sub. Wishing to be heard was Bob Suk, Attorney, representing the petitioner Alfred and Laura Anderson. He urged the Council to approve this as they want to -build a_: home on this land as well as petition for the local improvements. Wishing to be heard was Alfred Anderson, III. He resides at 712 17th Avenue S. W. He also urged the Council to approve this as he wants to build a home on the property and wanted a gravel turn -around as the Public Services Dept. recommended. Wishing to be heard was Ron Marshall of 1641 6th Avenue S. W. and lives on Lot 12 and objects to the City assessing his property for this improvement. Roger Plumb, Public Services Dir. stated that Lot 12 will be assessed only for the street, not the other improvemen Mr. Plumb stated that Lot 12 had never been assessed for a street. Mr. Marshall stated that for the record he still objected. Wishing to be heard was Linda Miller of 620 16th St. S. W. and owns Lots 6 and 7 but lives on Lot 4 - She is comfortable with the develop ment but stated that she preferred the gravel turn -around. Wishing to be heard was Mark Jereczek of 1621 6th Avenue S. W. and lives on Lot 8 - He does not want to pay for the assessment for curb and gutters. He also wanted to know the time table of this project if it should be improved. Mr. Plumb stated that it is the city policy to charge for the curb and gutter also asphalt streets are hard to maintain rather then concrete. After lengthy Council discussion, Hunziker moved, Solinger second to table this and refer this to the Committee of Whole for further discussion.Too- many unanswered questions were brought up at this meeting and needed to be discussed further. N° 3554 A Hearing on the Proposed Street Name Changes for allowance of the 5th Street Extension. Wishing to be heard was Jeff Coon of 731 Reichel Circle Stewartville He speaks on behalf of the businesses in the area of the proposed name changes - he presented a petition which contained 10 names in opposition. He stated that the businesses have business cards printed, signs made, advertising done that reflect the current address. This would cost money to change and he is not in favor of this project. Alderman Canfield stated that he is surprised that the businesses would object because it should bring them in more business in a long run if proper signs direct traffic by their establishments. Alderman Bluhm stated that Mr. Coon had a point, another type of sign directing traffic to the Civic Center should do it without changing an actual address. Alderman Strain agreed with Canfield. Mr. Roger Plumb, Public Services Dir. stated that Mn/DOT does not like to put up more than one sign directing traffic. He recommends changing the signs as proposed. Projected traffic is having the figure double by the year 2000 and this is needed to keep traffic flow running smoothly. Having no further persons that wished to be heard, President Selby closed the hearing. McConnell moved, Canfield second to instruct the City Attorney to prepare an Ordinance making the following street changes: Present Proposed Name 5th St. N. W. from 41h Ave.N.W. to TH 52 Civic Center Dr. 2nd Ave.N.E./S.E. from 2nd St.NE to 2nd St. SE Civic Center Dr. 2nd Ave. N.E. from 2nd St. N E. to 12th St. N.E. A Hearing on the Conditional Use Permit 90-6 by Omnia Family Services for a supervised living facility to be located in an R-1 ( Si-ngle Family Residential Dist) located at 1025 Mayowood Road S.W. Having no one present that wished to"be heard, President Selby closed the hearing. Bluhm moved, Strain second to adopt Resolution No. 288-90 approving the permit. Ayes (7), Nays (0). Motion carried. A Hearing on the Amendments to Chapter 61 of the Rochester Zoning Code to add provisions clarifying responsibilities for compliance with provisions of the Zoning Code. Having no one present that wished to be heard, President Selby closed the hearing. Hunziker moved, Canfield second to table the hearing until August 6, 1990. Ayes (7), Nays (0).Motion carried. Solinger moved, McConnell second to approve the appointment of Mike Podulke as County Board representative to the Rochester HRA Board. Ayes (7), Nays (0).Motion carried. This is also authorizing up to $3,500. from the Contingency Account to fund this agreement. Ayes (7),Nays (0).Motion carried. Solinger moved, Bluhm second to approve the following bids for the SEMCIL Handicapped Housing Project Site Work. Asphaltic Paving - Rochester Sand and Gravel $13,875.00 Cast in Place Concrete - Rochester Sand and Gravel 14,240.00 Landscaping - Sargent Landscape Nursery 14,744.91 Ayes (7), Nays (0).Motion carried. Res. 289-90 was adopted. Canfield moved, Solinger second to approve the Certification of additional public funding for NEA Local Arts Program. The funding will go to Rochester Civic Music; the Rochester Art Center and Rochester Civic Theatre. The fund is $4,750.00 to be appropriated from the Contingency Account. Ayes (6), Nays (1).Motion carried. Alderman McConnell voted nay. Hunziker moved, Solinger second to approve the acceptance of a donation of $100.00 to the Police Dept. from Associates in Psychiatry and Psychology. Ayes (7), Nays (0).Motion carried. Bluhm moved, Strain second to approve the Northwestern Bell Bldg. to be attached to the skyway system and be part of the skyway connection ageement for 195 South Broadway. Ayes (7), Nays (0). Motion carried. McConnell moved, Hunziker,second to approve the purchase of 106 1st Avenue N. E. in accordance with the stated items as listed in the Request for Council Action. This is needed for the Civic Square Project and the purchase price is $43,800.00. Ayes (7), Nays (0). Motion carried. Solinger moved, Strain second to approve the purchase of 428 and 432 South Broadway and authorizing staff to obtain demolition bids with the following conditions: 1. The purchase price of the building shall be $1.00 2. The parking lot shall be landscaped in accordance with attached plan; Construction easements for the flood control proj shall be provided at no cost to the city and; 3. Any permanent taking for the flood control project shall be at the City's appraised value. Ayes (7), Nays (0).Motion carried. Canfield moved, Bluhm second to approve the request for an addition $900.00 for the Benshoff parking study. This is for the downtown area. Ayes (6), Nays (]).Motion carried.
