HomeMy WebLinkAbout09-27-1993RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL CITY OF ROCHESTER, MINNESOTA Adjourned Meeting No. 10 - September 27, 1993 4171 1 Agenda Item A-1 President Selby called the meeting to order at 5:00 P.M., the following members being present: President Selby, Councilmembers Canfield, Evans, Hunziker, McConnell, Myhrom and Senjem. Absent:None. E-1 Senjem moved, Evans second to approve the appointment of David Kapler of California to the position of Fire Chief of the City of Rochester, Minnesota. Discussion was held by the Council and Councilmember Senjem stated that the reason that he made the motion to approve David Kapler was that he is the No. 1 candidate on the Civil. Service list, he is academically strong and is a team builder. This is the sort of individual the Fire Dept. needs. Councilmember McConnell stated that he is against this motion because he believes that a person in the Fire Dept. could qualify and lead the fire dept. He believes that we can produce our own leaders. He stated that he could not approve of a "second choice". Councilmember Canfield stated that Gerry Loftus was No. 2 candidate on this list and when this was considered, Councilmember McConnell_ was not in favor of this person. If Councilmember McConnell was for a local candidate, then he could have voted for Mr. Loftus. Councilmember Myhrom stated that he understands Jean's comments. Councilmember Senjem stated that he also echos Jean's remarks but wants to go ahead. Having no further discussion, Roll Call vote was taken. Councilmember Evans, Hunziker, Myhrom and Senjem voted aye. Ayes (4), Councilmember Canfield, McConnell and President Selby voted nay. Nays (3), Motion carried. Councilmember Canfield moved, Huniziker second to support the new Fire Chief with unanimity. This man is an excellent candidate with good qualifications and even tho.Councilmember Canfield would have taken another candidate Chief Kapler should serve the dept. well. Councilmember Canfield stated that the entire Council should be behind Chief Kapler. Councilmember McConnell stated that he will not vote nay, but a, this point it is all cosmetic. -- President Selby stated that the City should let the new chief do his "thing" and give him a break from all the confusion that has led-. up to the current happenings. She stated that the new chief is capable, but in her estimation when two people are qualified she will continue to support the local Fire Chief. She also stated that she will not tolerate the St. Paul Fire Dept. Union run the City of Rochester's Fire Dept. She is sick and tired of this �h le thin nd wishes the new Fire Chief well. Vote was taken. Ayes 7g, Nays ?01.Motion carried. Having no further business, Canfield moved, Myhror�second to adjourn the meeting. Ayes (7), Nays (0),.Potion carried. `I -- City Clerk
