Proceedings - of the Common = -Council of the City of Rochester,,{,Minnesota,: _ Dec_ember 19 ��a FLJ <C' Minutes of a regular meeting of the Common Council of the City of (Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City on December 7, 1942. President Lemmon called the meeting to order at 2:00 o'clock P.M., the following members being present:President Lemmon, Alderman Fryer, Hanson, Kennedy, Mrachek, Nass and Yaeger. Absent: none. ..Upon motion by Yaeger, second by Fryer, the minutes of the Meeting of (November 16, 1942 were approved. A notice issued by the League of Minnesota Municipalities of a Legislat: Confevence to be held December 17, 1942 in the St. Paul Hotel was read, and 'President Lemmon ordered that same be placed on file. Reports of the various funds of_ the Rochester Civilian Defense Council (covering all receipts and disbursements from the beginning of activities up to November 12, 1942, were read., and upon motion by Mrachek, second by Kennedy, it (was ordered that the said reports be accepted and placed on file. The Mayor's appointment of Martin Kulsrud as Special School Policeman f.or duty, a.t-. the Pub.lic:. Schools in the City., of Roches -ter, Minnesota, he to', serve without pay and to hold office until the second Monday in April, 1943, unless sooner removed, was read and upon motion by Yaeger, second by Kennedy, the appointment was approved. A notice from the State of Minnesota, Department of Administration that the new revision of..Minnesota Statues for 1941 are now ready for distribution at $10.35 per set, was read and the City Clerk was instructed to purchase same. The following copies of resolutions passed and adopted by the Commissioners of the Sinking Fund were read, and on motion by Fryer, second by IMrachek, the same were approved: "Be it resolved by the Commissioners of the Sinking Fund of the City of Rochester, Minnesota: That the sum of $20,000.00 be and the said sum is hereby appropriated from the Sinking Fund and ordered paid to the First National Bank of Rochester, Minnesota, for the December 1st, 1942, maturity of the following bonds of ,the City of Rochester: City of Rochester,-4-3/4 Sewage Disposal Plant Bonds Nos. 291 to 311„ inclusive, $20,000.00.11 "Be it resolved by the Commissioners of the Sinking*Fund of the City of Rochester, Minnesota: That the su'm of $25,OOO.00 be and the said sum is here by appropriated from the Sinking Fund, Code 39, and ordered paid to the Federal Reserve Bank of Minneapolis, Minnesota, for the purchase of $25,000.00 1-3/4 Treasury Bonds of 1948, the same being purchased for the Steam Heat Reserve investments." The Mayor's emergency order given to the City Clerk for the purchase of approximately 9,000 gallons of gasoline, was read and upon motion by Mrachiek, second by Hanson, the same was approved. lve 2 Record of Official Proceedings of the Common Council of the City of Rochester, Minnesota, De c e m b e r 7 J9 42 A statement of receipts and expenditures in the Park Improvement Fund during the month of November, 1942 was read, and same was ordered placed on file. The City Engineer's Trial Balance for the month of November, 1942, was read, and President Lemmon-ordered that same be placed on file-. The report of expenditures from the City Engineer's payroll for the (month of November, 1942, was read, and same was ordered placed on file. The reports of the Building and Plumbing Inspector and the Electrical (Inspector for th-e month of November, 1942, showing fees for building permits issued $75.'00, fees for plumbing permits issued $.75 and fees for electrical permits i-ssued•'$7.75, were each read and President Lemmon referred same to the Finance Committee. The reports of the Clerk of the Municipal Court for the week ending November 21, 1942, showing criminal fines --and costs collected $124.46, civil fees] received $10.00, and conciliation court fees •$5.00; and for the week ending November 29, 1942, showing criminal fines and costs collected $237.70, civil fees received $1.40, and conciliation court fees $5.25; and for the week ending December 5, 1942, showing criminal fines and costs collected $50.40, civil fees received $14.10, and conciliation court fees $3.00, were each read, and having lbe,en previously approved by the -City Attorney, President Lemmon ordered that same be placed on file. Alderman Hanson submitted a report stating that he was unable to find any record where the Electrical Inspector has been placed under the supervision of any Committee of the Common Council, which was read and President Lemmon ordered that same be -placed on file. Upon motion by Mracheck, seco-nd-by Fryer, the Building and Plumbing Inspector and the Electrical Inspector were placed under the supervision of the Public Grounds Committee. The application -of The Thrifty Cutrate Drug Store for a license to sell soft drinks was read, and upon motion by Mrachek, second by Hanson, the license was granted. The application of Fredric W.- Berg for a Drivers License was read, and upon motion by Hanson, second by Nass, the license was granted. The application of Henry C. H. Hill in the sum of $1,000.00 with the . National Sueety Company as,surety, and J. P. Huyber and-Vincent.Huyber each in th sum of $1,000.00 with -the Aetna Casualty and Surety Company.as surety, were read, and upon motion by Mrachek, second by Nass, the bonds were approved, the surety thereon accepted and. it ,was ordered that same be placed on file. Alderman Fryer introduced a resolution appropriating $6,590.45 from the eneral Fund and ordering payment made to the Public Health & Welfare Fund, which • {was read. Upon motion by Mrachek, second by Nass, that the said resolution be dopted as read, and all voting in favor. thereof , President Lemmon declared the aid resolution duly passed and adopted. Upon motion by Hanson, second by Yaeger, that -the -said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating $590.00 from the General Fund and $195.10 from the Sewer Fund and ordering payment made to the Street & Alley Fund, which was read. Upon motion by Nass, second by Hanson, that the said resolution'be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. •Alderman Hanson introduced a resolution appropriating $345.93 from the Street & Alley Fund -and ordering payment made to the Quarry Products Co. which. was read. Upon motion by Fryer, second by Yaeger, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Hanson introduced a resolution appropriating $99.04 from -the General Fund, $3.60 from the Street & Alley Fund, $6.30 from the Fire Protection Fund and $4,163.44 from the Lighting Fund and ordering payment made to thie City. of Rochester, Public Utility Department, which was read. -Upon motion by Yaeger, second by Fryer, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Hanson introduced a resolution appropriating $3.59.51_from the Park Improvement Fund and ordering payment made to Theo. H. Tollefson, City Treas.,, which was read. _ Upon motion by Fryer, second.by Mrachek, that the said resolution be adopted as read, and all voting in favor thereof,.President Lemmon declared the said resolution duly passed and adopted. „ Alderman Kennedy introduced a resolution appropriating $399.06 from the Park Improvement Fund, and $102.60 from the Lighting Fund and ordering payment made to the City of Rochester, Public Utility_Department, which was read. Alderman Kennedy introduced a resolution appropriating $964.29 from the Firemen's Relief Fund and ordering payment made to Edw. J. Costello, Secretary, which was read. Upon motion by Kennedy, second by Mrachek, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kennedy introduced a resolution appropriating $2,064.61 from the Policemen's Relief Fund and ordering payment made to Theo. H. Tollefson, Treas . which was read. Upon motion by Hanson, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Mrachek introduced a resolution appropriating $5,260.92 from the Licenses & Permits Fund and ordering payment made to the General Fund, which was read. Upon motion by Yaeger, second by Fryer, that the said resolution be dopted as read, and all voting in favor thereof, President Lemmon declared the aid resolution duly passed and adopted. Upon motion by Yaeger, second -by Fryer, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Nass introduced a resolution appropriating $5,200.00 from the Fire Protection Fund and ordering payment made to the City of Rochester, Public Utility Department, which was read. Upon motion by Nass, second by Mrachek, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared -the said resolution duly passed and adopted. •Alderman Fryer introduced a resolution appropriating $530.00 from the P.I.R. :Fund:•• and ordering payment made to the First National Bank, which was read. Upon motion by Mrachek, second by Nass, that the said resolution be in adopted as read, and all voting/favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating $12,000.00 from the P.I.R. Fund and ordering payment made to the First National Bank, which was read. D e c e m b e r? 19.4 2 Ei Alderman Fryer introduced a resolution appropriating $3,975.00 from the Interest Fund and ordering payment made to the First National Bank, which was read. Upon motion by Mrachek, second by Fryer, that the said resolution be ,adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. .Chief of Police, H. N. Tompkins, requested that -under the present emergency the one hour parking regula.tionis be temporarily suspended and upon motion by Mrachek, second by Kennedy, the said regulation was suspended until further notice. It was requested by the Chief of Police that a new engine be installed in one of the police patrol cars instead of over hauling the present motor. Upon motion by Fryer, second by Yaeger, the matter was left in the hands of the Police (Committee and the Chief of Police with power to act. Alderman Hanson stated that no further action had been.taken in regard Kathleen to the.settlement as requested by Mrs. Fitzgerald regarding the purchase of land in Wilson's Addition. Upon motion by Yaeger ,second by Hanson the natter was referred to the Board of Park Commissioners and the City Attorney, to confer with Mrs. Fitzgerald or her counsevfor the purpose of coming to some agreement before condemnation proceedings are started. The, matter of removing a part of the stop signs which are now installed' on various streets was brought to the attention of the Common Council. After dsicussing same, upon motion by Mrachek, second, by Kennedy, the matter was referre to the Police Committee and the Chief of Police to make a survey of the signs which are now in use and make their recommendation to the Common Council at the next meeting as to whether•or not any of these signs should be removed.
