Minutes of a regular meeting of the Common Council of the City of Roch-
ester, Minnesota., held in the Council Chambers in the City Hall in said City on
January 4, 1943.
President Lemmon called the meeting to order at 2:00 o'clock P.M., the
following members being present: President Lemmon, Aldermen Fryer, Hanson,
Kennedy, Mrachek, Nass and Yaeger. Absent: none.
Upon motion by Hanson, second by Mrachek the minutes of the meeting of
December 7th, 1942 were approved.
✓ The appointmen tB>by Burt Elliott,Eaton, Municipal Judge, of Dorothy Henke
as Clerk of Municipal Court to fill the vacancy caused by the resignation of Mae
rench Nelson, and of Harriet Mathen, Deputy Clerk of the Municipal Court was read
nd upon motion by Mrachek, second by Nass, they were approved.
The following.resolutions adopted by the Commi$sioners of the Sinking
Fund of the City of Rochester, Minnesota during the month of .December, 1942 were
read:
"That the sum of $3,975.00 be and the said sum is hereby
appropriated from the Sinking Fund, $3,750.00 from Code 7,
Interest on Light Bonds, and $225.00 from Code 26, Interest
on Water Bonds, and ordering payment made to the Interest
_Fund to make the said sum available for the January lst,
1943 maturity of interest on City of Rochester Light and
Waterworks bonds. "
"That the sum of $20,000.00 be and the same is hereby
appropriated from the Sinking Fund and ordered paid to the
First National Bank of Rochester, Minnesota, for the January
lst, 1943 maturity of City of Rochester, Minnesota 5% Electric
Light Bonds., numbers 501 to 515 inclusive, $15,000.00, and
for January lst, 1943 maturity of City of Rochester, Minnesota,
Water Work bonds, numbers 166 to 170 inclusive, $5,000.00."
"That the sum of $25,015.60 be and the said sum is hereby
appropriated from the Sinking Fund, $25,000.00 from Code 36
for the purchase of $25,000.00 1-3/4 Treasury Bonds of 1948,
and $15.60 from Code 37 for accrued interest through December
13th, 1942, and ordered paid to the Federal Reserve Bank of
Minneapolis, Minnesota; the same being purchased for the
Electric Department Extensions Reserve investments."
"That the sum of $7,070.91 be and the said sum is hereby
appropriated from the Sinking Fund, Code 23, and ordered paid to

the Sinking Fund, Code 13, for the purchase of 7,000 State
of Minnesota Highway Bonds for the Electric Light Depreciation
Reserve, the said bonds being sold to the Electric Light
Depreciation Reserve for the purpose of making funds available
for the retirement of Electric Bonds maturing on January 1,1943."
"That the sum of $7,'566.30 be and the said sum is hereby
appropriated from the Sinking Fund, Code 26, and the sum of
$1,-500.00 from Code 25 of the Sinking Fund, and ordered paid
to the Sinking Fund, Code 14, for the purchase of 9,000 City
of Benson, 5% Bonds, the said `bonds being sold to the Water
Depreciation Investments for the purpose of making funds
available for the retirement of 441% Water Works bonds maturing
on January 1, 1943 and July 1, 1943."
"That the sum of $35,000.00 be and the said sum is hereby
appropriated from the Sinking Fund as follows: $29,000.00,
Electric Light Depreciation Reserve; $5,000.00, Waterworks
Depreciation Reserve; $2,000.00, Employees Compensation Reserve;
and ordered paid to the Federal Reserve Bank of Minneapolis
Minnesota, for the purchase of $30,000.00 1-3/4% Treasury
Bonds of 1948, the same being purchased for investments in
the said reserve accounts."

RThat the sum of $36.96 be and the said sum is hereby
appropriated from the Sinking Fund as follows: $29.57
from Code 24, Interest on Investments Light Depr. Reserve,
$5.28 from Code 26, Interest on.Investments Waterworks
Depr. Reserve and $2.11 from Code 34, Interest on
Investments Empl. ,Compensation Reserve, and ordered paid
to the Federal Reserve Bank of Minneapolis, Minnesota, for
the accrued interest on $35,000.00 1-3/4Treasury Bonds
from December 1, 1942 to. December 23, 1942.11
"That the sum of $5,000.00 be and the said sum is hereby
appropriated from the Sinking Fund, Code 24, Interest on
Investments, Light Depreciation Reserve and ordered paid
to the Sinking Fund Code 23, Light Depreciation Reserve,
for the transfer of funds to make same available for
investment;
Be it further resolved: That the sum of $1,500 be
appropriated from the Sinking Fund, Code 34, Interest on
Investments, Employees*Compensation Reserve, and ordered
paid to the Sinking Fund, Code 33, Employees Compensation
Reserve, for the transfer of funds to make same available
for investment."
"That the sum of $9,950.92 be and the said sum is
hereby appropriated from the Sinking Fund, $9,915.35 from
Code 23 and $35.57 from Code 24', and ordered paid to the
Wells -Dickey Company of Minneapolis for the purchase of
$9,000.00 State of Minnesota Highway 2z% Bonds maturing
on May 1st, 1952, the same being purchased for the Electric
Light Dept. Depr. Reserve Investments."
Upon motion by Fryer, second by.Hanson, the action of the Sinking Fund
(Commissioners was approved.
A copy of a notice to C. E. Ginther, Fire Chief, that the eligible
registrant for Captain of the Fire Department as per the Civil Service Examinatioi
held on December 1, 1942 is Frank W. Everett, was read and a recommendation as to
the appointment was requested of-C. E. Ginther, Fire Chief.
The request of the City Engineer for an appropriation of $5,000.00 from
the Street & Alley Fund, and $2,000.00 from the Sewer Fund for use of the Street
& Alley Committee was read and the same was ordered placed on file.
A communication from the Treasury Department requesting that all
employees continue to purchase war bonds, was read and the same was ordered places
on file.
A copy of a resolution adopted by the Board of Park Commissioners
recommending to the Common Council that the purchase of real estate now under
consideration be not bought at the sum of $1,500.00 and that the Common Council
purchase from Mrs. William Fitzgerald all of Block 105 in Willson's Addition to
the City of Rochester, was read. Upon motion by Yaeger, second by Fryer, that a
proposal in the amount of $1,250.00 be submitted to Mrs. William Fitzgerald for
the purchase of Block 105 in Willson's Addition and if same is not accepted the
City Clerk be instructed to continue condemnation proceedings of the said des-
cribed property.
The Mayor's appointment of Harold E. Paschke as Park Commissioner from
the Third Ward to fill the vacancy caused by the resignation of Rev. William

Grabowski, was read and upon motion by Hanson, second by Fryer, the appointment
was approved.
The reports of the City Weigh master for the month of November, 1942,
showing 693 private loads weighed and receipts of $69.30 and for the month of
December, 1942, whowing 415 private loads weighed and receipts of $41.50, were
each read, and President Lemmon referred same to the Finance Committee.
The reports of the Building and Plumbing Inspector for the month of
December, 1942 showing fees for .building permits issued $4.00 and fees for
plumbing permits issued$3.00-, and of the Electrical Inspector showing fees for
electrical permits issued $6.50, were each read, and President Lemmon referred
same to the Finance Committee.
The reports of the Clerk of the Municipal Court for.the week ending
December 12, 1942, showing criminal fines and costs collected $72.00, civil fees
received $1.60, and conciliation court fees $8.75; for the week ending December
19, 1942, showing criminal fines and costs collected $108.40, civil fees received
$.35, and conciliation court fees $1.50; for the week ending December 26, 1942
showing criminal fines and costs collected $198.15, civil fees received $5.00,
conciliation court fees $4.25; and for the week ending January 2, 1943, showing
criminal fines and costs collected $25.00, civil fees received $1.95, conciliatio
court fees $3.50, were each read, and having been previously approved by ,the City
Attorney, President Lemmon ordered that same be -placed on file.
The report by the Police Committee and the Chief of Police that "Stop"
and, "Go" signals on Broadway be stepped up to twenty-five seconds and that no
"Stop" signs be removed for the present, was read and President.Lemmon ordered
that same be placed on file.
The report of the Public Grounds Committee, the Building Inspeator, andl
the Electrical Inspector that the roof of the City Warehouse had been repaired,
the exterior woodwork had been painted and that the electrical wiring was in
satisfactory condition, was read and upon motion by Mrachek, second by Fryer,
the same was accepted and ordered placed on file.
The City Engineer's trial balance sheet for the month of December, 1942,
was read and President Lemmon ordered same placed on file.
The report of expenditures for the City Engineer's. Payroll for the
'month of December, 1942, was read and President Lemmon ordered that same be placed
on file.
The applications of Coast to Coast Stores, H. C. Lewis, Family Loan Co.,
and Collins Produce and Food Store for permits to Place and Maintain a sign were
each read, and upon motion by Hanson, second by Nass, the permits were granted.
The application of H. C. Lewis for License to sell soft drinks was read

and upon motion by Mrachek, second by Kennedy, the license was granted.
The application of Chas. F. Wilke for License to sell cigarettes was
read, and upon motion by Nass, second by Fryer, the license was granted.
The applications for Driver's License of Donald Taylor, Frank E. Salley,
and Amie LaFrance were each read, and upon motion by Hanson, second by Kennedy,
the licenses were granted.
The application of M. J. Donahue for transfer of "On Sale" liquor
license No. 132 to Chas. M. Dorniden wa`s read, and upon motion by Nass, second by
Kennedy the transfer was granted.
The application of J. C. Adams for transfer of Buick license No. 221-407
to Buick, 7 passenger, license No. 548-287 was read, and upon motion by Nass,
second by Mrachek, the transfer was granted.
The license bond of Charles M. Dorniden in the sum of $3,000.00 with
the Western Surety Co. as surety, was read, and upon motion by Mrachek, second
by Hanson, the said bond was approved, the surety thereon accepted and it was
ordered that same be placed on file.
The following claims were read, and upon motion by Yaeger, second by
Fryer, the same were allowed and the Mayor and City Clerk were authorized and
directed to draw warrants upon the City Treasurer and make payments accordingly:

Alderman Hanson introduced a resolution granting Public Dance Permit
to George C. Ramme, which was read.
Upon motion by Nass, second by -Kennedy that the said resolution be
adopted as read, and all voting in.favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Fryer introduced a resolution granting 9.Public Dance Permits
to Whitlock Sonnenberg Post #1215, which -was read.
Upon motion.by Fryer, second by-Mrachek, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Fryer introduced.a resolution appropriating $660.72 from the
General Fund and ordering payment made to the Standard Oil Co., which was read.
Upon motion by Hanson, second by Nass that.the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared.the
said resolution duly.passed and adopted.
Alderman Hanson introduced a resolution appropriating $313.20 from th.e
General Fund and ordering payment made to the Commissioner of Taxation,_.State of
Minnesota, which was read.
Upon motion by Mrachek, second_by Kennedy, that the said resolution ,be
adopted as read, and all voting in favor th ereof , President Lemmon de.clar.ed the
said resolution duly passed and adopted.
Alderman Hanson introduced a resolution approp.ria.ting $276.30 from the
General Fund and ordering payment, made to .the City of Rochester, Public Utility
Department,_ which was read.
Upon motion by Fryer, second by- Yaeger, that. the said. resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared th'e
said resolution duly passed and adopted.
Alderman Mr.a.chek. introduced a resolution appropriating $67.24 from the
General FuAd, $2.70 from the S. & A. Fund, and $4,361.99 from the Lighting Fund
and ordering payment. made to the City of- Ro.chest.er, Public Utility Department .for
electrictiy and..water. used, which was read..
Upon motion by Kennedy, second by Mrachek that the said resolution be
(adopted as read, and all voting in favor thereof, President Lemmon, declared the

Alderman Nass introduced a resolution appropriating $502.71 from the
Sewer Fund and 83.55 from the Lighting Fund and ordering payment made to the City
of Rochester, Public Utility Department, for electricity and water used, which wa
read.
Upon motion by Fryer, second by Hanson,•that the said -resolution be
adopted as read, and all voting in favor thereof, President' Lemmon declared the
said resolution duly passed and adopted.
Alderman Nass introduced a resolution appropriating $475.00 from the
Park -Improvement Fund and ordering payment made to D. F. Garland Co. for 1
Worthington Model B Sickle Bar Tractor-, which was read. :
Upon motion by Mrachek, second by Nass, that the said -resolution be
adopted as read, and all voting in favor, thereof, President Lemmon declared -the
said resolution duly passed and adopted. _
Alderman Mrachek introduced a resolution appropriating $277.39 from the
Park Improvement Fund and $122.95 from the Lighting Fund -and ordering payment
made to the City of Rochester, Public Utility Department for light and water used,
which was read.
Upon motion by Nass, second by Hanson, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted. -
Alderman Kennedy introduced a resolution appropriating $9,149.95 from
the•Street and Alley Fund, Code 1-13 and -ordering payment made-t-o the Street &
Alley Fund, Code 2 for transfer of funds to pay overdraft of Code 2 and cancel
same, which was read.
Upon motion by Fryer, second by-Mrachek., that the said. resolution be
adopted as read, and all voting in favor thereof., President Lemmon declared the
said resolution duly passed and adopted.
Alderman -Kennedy introduced -a resolution appropriating $9,489.19-from
the Street & Alley Fund, Code 1-13 and ordering payment made to the Street &-Alley
Fund Code 10 for transfer of -funds to pay overdraft in Code-10 and cancel said
code, which was read. -
Upon motion by Fryer, second by Hanson, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said,resolution duly passed -and adopted. -

Alderman Kennedy introduced a resolution appropriating $1,500.00 from
Ithe Sewer Fund, Code 4 and ordering payment made to the Sewer Fund, Code 5 to pay
(overdraft of $1,265.45 in Code 5 and the balance to be used for construction of
Surf ace Drainage Sewers, which was read.
Upon motion by Mrachek, second by Yaeger, that the said resolution be
jadopted as read, and all voting in favor thereof-, President Lemmon declared the
(said resolution duly passed and adopted. .
Alderman Kennedy introduced a resolution appropriating $1,326.09 from
Ithe Sewer Fund, Code 4 and ordering payment made to Sewer Fund, Code 24 to pay
Iup overdraft of Code 24, which was read.
Upon motion by Yaeger, second by Hanson, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution d�tly passed and adopted.
Alderman Kennedy introduced a resolution appropriating $7.09 from the
(Sewer Fund and ordering payment made to Sewer Fund, Code 4 to cancel balances in
said codes, which was read.
Upon motion by Nass, second by Kennedy that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Yaeger introduced a resolution appropriating $5,000.00 from
Ithe.Street and Alley Fund and $2,000.06 from the Sewer Fund, for use of the
Street & Alley Committee, which was read.
Upon motion by Fryer, second by Hanson that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Mayor Grassle stated that the old library building was now being vacated
by the Civic Center and that the Mayo Properties Association are willing to donate
the building for the use of the rationing board. He also stated that it would
still be necessary for the City to- contribute a portion- of t'he expense for the
operation of the building instead of paying rent and telephone expenses for the
present quarters of the rationing board. Upon motion by Fryer, second by Mrachek,
the use of the building.by the rationing board was approved and that the Common
Council pay its.proportional share of the expense of maintaining the building.
Alderman Hanson stated that it was still indefinite as to whose super-
vision the Bog Catcher operates under and who had charge of the dumping grounds.
Upon motion by Kennedy, second by Mrachek, the matter was referred to
Record of Official Proceedings of the Common Council .7

the City Attorney for a report at the next meeting of the Common Council.
Upon motion by Fryer, second by Yaeger, the meeting adjourned.
