Minutes of a special meeting of.the Common. Council of the City of
Rochester, Minnesota., held in the Council Chambers in,the City Hall, in said City
on February 12, 1943.
President Lemmon called the meeting to order at 5:00 o'clock P. M., the
following members being present: President Lemmon, Aldermen Hanson, Kennedy, Nass
and Yeager. Absent: Fryer and Mrachek. 4
The call for the special meeting was read, and President Lemmon ordered

that same be placed on file; said meeting having been called for the purpose of
considering the applications made by Everett Bumgarner for licenses to sell non -
intoxicating malt liquor, both "Off and On Sale", and to sell soft drinks, and any
��. other business the said Common Council may deem proper.

Upon motion by Yeager, second by Hansom license; No. 720 for Off Sale "3.;

y No. 418 for On Sale "3.211, and/No. 1407 for selling soft drinks held by Lucas
E Kuglitsch at 116 South Broadway were revoked.
The applications of Everett Bumgarner for license to sell non-intoxicati
a.lt,.liguors both "Off and On Sale" and license to sell soft drinks were each read
�anfl upon motion by Yeager, second by Nass, the licenses were granted.
The applications for Driver's Licenses of Phillip Sisson, L1oyd.E. Fi.schi
Ernest Riege, Lester Lawrence, Mifflin Proud and Floyd White were each read and

upon motion by Nass, second by Kennedy the licenses were granted.
The Board of Public Health and Welfare had requested that the City Clerk
loan a letter written by the late Dr. C.. H. Mayo, dated March 1, 1920, and upon
motion by Hanson, second by Kennedy the City Clerk was authorized to release the
temporarily
said record --to th_e Board o-f Public. Health and Welfare.
The matter of transferring Pool Table License No. 239 from Claude G.
4 Darst, to Everett Bumgarner was referred to the License Committee with power to
i act.
• A resolution previously introduced by Alderman Fryer appropriating
$311.65 from the General Fund and ordering payment made to M. Augustzn for Nu Wood
ceilings in 2 basement.rooms of City Hall was read.
Upon motion,by Nass, second by Yeager that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Hanson introduced a resolution granting two public dance permit
to Percy A. Klein, which was read.
Upon motion by Nass, second by Kennedy that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.

Alderman Hanson introduced a resolution granting six public dance permits
to Whitlock Sonnenberg Post #1215, which was read.
Upon motion by Yeager, second by Nass that the said•resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Hanson requested that either a used car or.a new car be pur-
chased for the use of the Fire Chief. Upon motion by Kennedy, second by Nass the
Fire Committee and the Chief of the Fire Department were requested to prepare
specifications and submit'an estimate of cost for a car to be used by the Chief of
the Fire Department.
Chief C. E. Ginthcr of the fire department stated that for the duration
,bells would have to be used on fire trucks instead of sirens and that one more
bell was needed and upon motion by Nass, second by Yeager the Fire Committee was
authorized to purchase an additional bell.
Chief Ginther also requested that the ordinance set ting up the fire
department for the City of Rochester be amended so as to provide for two additional
Captains in tyre department and upon motion by Kennedy, second by Hanson the City
'Attorney was instructed to prepare an amendment to the said ordinance providing
for two more Captains but not increasing the number of men now provided for on the
fire department.
Upon motion.by Hanson, second by Yeager the meeting was adjourned until
7:30 o'clock P. M., on February 24, 194.
