Minutes of -an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council .Chambers, in the City Hall, in
said City on February 24, 1943.,
President Lemmon called the meeting to order at 7:30 o'clock P. M., the
following members being present: President Lemmon, Aldermen Fryer, Hanson,
Kennedy, Mrachek, Nass and Yaeger. Absent:. None.
Upon motion by Fryer, second by Nass the minutes of the meetings of
• February 1 and February 12, 194,3, were approved.
The request of Lee Elmer Graham for leave of absence from his duties on
the Police Department while serving in the armed forces of the United.States was
C-4 read and upon motion by Fryer, second by Yaeger the request was granted.

An invitation issued by the Minnesota Tax Conference to all interested-
a' persons to attend the,Twenty Sixth Annual Meeting to be held in the Lowry Hotel
at St. Paul on February 26, 1943, was read, -and President Lemmon ordered that
same be placed on file.
A communication from.the Public Examiner stating that an audit ,would be
made as soon as an examiner is available after the close of the fiscal year, was
read, and President Lemmon ordered that same be placed on file.
The resignation of R. W. Sanders.as City Justice dated February 4, 1943
was read and action on same was deferred until a later date.
A communication addressed to H. N.-Tompkins, Chief of Police, written by
Wm. H. Dearing, M. D. , at the request o`f Eugene. Bronson, stating that in his
opinion it would be some time before Mr. Bronson would be able to return 'to active
' duty as a policeman, was read and action was postponed until the meeting on
March 1, 1943.
The report of the City Weighmaster for the month of January, 1943,
showing, 249 private loads weighed and receipts of $24.90, was read, and President
Lemmon referred same to the Finance Committee. ;
The report of expenditures from the City Engineer)-s Payroll for the
month of January, 1943, was read and same was ordered placed on file.
The City Engineer's Trial Balance sheet for, the month of January, 1943,
-was, read and same, was. ordered placed on file.
The -statement of expenditures- and receipts, .in the Park Improvement Fund
for the month. o.f Febr.uary, .1943, was read and same was -ordered placed on fife,.
The reports .of the Clerk of the Municipal. .Court for the week ending
February 6, 1943, showing, criminal fines and .costs collected $163.20,. civil fees
received $4.05, and conciliation court fees $.3.00, and for the week ending
February 13, 1943, showing criminal fines. and costs collected $1143.80, civil fees
received $2.70, and conciliation court fees $5.50; and for the week ending

February 20,, 1943, showing criminal fines and costs collected $104.00, civil fees'
received $3:.35 and conciliation court fees $2.50, were each read, and having been;
ipreviously approved by the_City Attorney, President Lemmon ordered that same be I
placed on file. !`
The -application of Clarence Durbin for a Driver's License was read and I'
same was granted subject to the. approval of the. License. Committee and' the Chief

of Police.
The application of Joy Bros. Motor Car Co. for a permit to place and •
('maintain a sign was.read, and upon motion by Fryer, second by Nass, the permit
was granted.
.The application of Fredrick Hendricks for a license to sell soft drinks'
was read and upon motion by Nass, second by Mrachek,,the license was granted.
The applications of Fred Raetz, Wm. Hines, Edw. D. Holst and Harold
,Richards for Journeyman Electrician's Licenses were each read, and upon motion
Eby Nass, second by Hanson the licenses were granted.

The applications of Lyle M. Edgerton, Ed. M. Raetz, Arthur A. Brown,
Fred A. Roepke and Vincent Huyber for Master Electrician's Licenses were each
,read and upon motion by Fryer, second by Mrachek the licenses were granted.
The applications of Arthur A. Brown and $ochester Electric Company for
Electrical Contractors Licenses were each read and upon motion by Hanson, second
by Kennedy the licenses were granted..
The license bonds of Edwin M. Raetz in the sum of $1,000.00 with the
Great American Indemnity Co. of New York as surety, Arthur A. Brown in the sum of,
$1,000.00 with the Western Surety Company as surety, and Vincent H-gyber in the
sum of $1,000.00 with the Aetna Casualty and Surety Company as surety, were each
read, and upon motion by Hanson, second by Fryer, the said bonds were approved,
,the surety thereon accepted.and it was ordered that same be placed on file. •
The following claims were read, and upon motion by Yaeger, second by
Fryer, the same were allowed and the. Mayor
and City Clerk were

Alderman Fryer introduced a resolution granting a public dance pe•rmi•t to
Percy Klein, which was• read..

Upon motion by Mrachek, second by Hanson, that the said re•soluti•on be
adopted as -read, and all vo-ting in favor thereof, President L•emmon declared the
said resolution duly passed and adop-ted•.
Alderman Fryer introduced a. resolution appropriating $1,250.00 from the
Park -Improvement Fund and ordering payment made to Kathleen M.-Fitzg•erald for all
that part of Block 105- Willson's Addition to the City of Rochester lying West of

he Zumbro River, which was read.
Upon motion by Fryer, second by Hanson that -the said resolution -be

adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Hanson introduced a -resolution appropriating $673.80 from the

'ark Improvement Fund and $144.60 from the Lighting Fund and ordering payment made,
to -the City of Rochester, Public Utility for steam heat, electricity and water
i
used, which was read.
Upon motion by Fryer, second by Mrachek that the said resolution be

adopted as read, and all voting in favor thereof, •President Lemmon declared the-

Alderman -Kennedy introduced a. resolution appropriating $307.64 from the

Street & Alley Fund•and ordering payment made to the State of Minnesota, Department
of Highways for•the City's share of -cost- of•sidewalks, curbs & gutter on west side;

of•South Broadway North of Bridge, which was read. I

Alderman -Kennedy introduced a resolution appropriating $25.50 from the
General Fund, $3.60 from the Street & Alley Fund and $4,536.04 from the Lighting..
Fund and ordering payment made to the City of Rochester, Public Utility Departmen
for light and water used, which was read.
Upon motion by Hanson, second by Fryer that the said resolution be
adopted as read, and -all voting in favor thereof, President Lemmon declared the.
said resolution duly passed and adopted.
Alderman Kennedy introduced a resolution fixing the salary of a janitor
in the old -library building in Rochester, Minnesota now used by the Rationing
Board, which was -read. -
- Upon motion by Mrachek, second by Nass that the said resolution be -
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted. _
- Upon motion by Kennedy, second by Mrachek the janitor at the -old library
building was placed under the supervision of the custodian of the City -Hall.
Alderman Yaeger -introduced a resolution ordering bids for a car for the
Fire Department, said bids to be opened at 7:30 o'clock P. M. March 10, 1943, whit
was read. -
Upon motion by Hanson, -second by Fryer that the said resolution' be _
adopted as read, and all voting in favor thereof, President Lemmon declared the -
said resolution duly passed and adopted.
Upon motion by Fryer, second by' Mrachek the meeting was adjourned.
