President Lemmon called the meeting to order at 2:00 o'clock P.M., the ',following members being present: President Lemmon, Aldermen Fryer, Hanson, I i, Kennedy, Mrachek, Nass, and Yaeger. Absent: None. Upon motion by Hanson, second by Mrachek, the minutes of the meeting of February 24, 1943 were approved. . � I President Lemmon announced this as being the time and place set for ;receiving and opening bids for the furnishing of cutback asphalt. The following I' bids were received and opened at this time, all prices being f.o.b. shipping (point: j i The Skelly Oil Company: 40,000•gal. MC 3 Cut -Back Asphalt At $.0416 :per gallon. The Standard Oil Company: 40,000 gal MC 3 Cut -Back Asphalt at $.0754 per gallon. r The Lake Asphalt & Petroleum Company: 40,000 gal MC 3 Cut -Back Asphalt' at $.0728 per gallon. Union Asphalts & Roadoils, Inc.: 40,000 gal. MC 3 Cut-Bakk Asphalt at $.0421 per gallon. President Lemmon referred the above bids to the Street & Alley Committee. • I land City Engineer for tabulation and recommendation. • I The Mayor's emergency order given to the City Clerk for the purchase of approximately 9,000 gallons of gasoline was read and upon motion by Mrachek, second by Nass, the same was approved and President Lemmon ordered same placed Ikon f ile. A report on the flow of sewage from St. Mary's Hospital taken during the ,month of November, 1942, submitted by the Twin City Testing and Engineering 'Laboratory, Inc., of St. Paul, Minnesota was read and President Lemmon ordered that same be placed on file for future reference. A copy of a resolution passed by the Public Utility Board was read and ('President Lemmon ordered that same be placed on file. A communication from C. E. Ginther, Chief of the Fire Department, stating I :,that John W. Lawler, R. E. Ginther and Arthur Weber had been appointed as temporary ■ firemen to replace the regular firemen who are now in the armed forces of the United States, was read and upon motion by Mrachek, second by Hanson the appointments of the above mentioned members were approved subject to the approval 'of the Fire Civil Service Commission. _ � I I • i Record of Official Proceedings of 'w the Common Council of the City of Rochester, Minnesota,' Mar ch i 19 3 1 1 C\i The application of the U. S. 0. Club for a permit to Place and Maintain a sign, was read and upon motion by Mrachek, second by Fryer, the permit was granted. The application of Leonard R. Giere for a Journeyman Electrician's License was read and upon motion by Hanson, second by Na.ss, the license was grante The report of the Clerk of the Municipal Court for the week ending February 27, 1943 showing criminal fines and costs collected $173.72, civil fees received $3.70, and conciliation court fees $1.35, was read and having been previously approved by the City Attorney, President Lemmon ordered that same be placed on file. The reports of the Building and Plumbing Inspector for the month of ebruary, 1943 showing fees fo,r building permits issued $9.00, and fees for lumbing permits issued $1.50, and of the Electrical Inspector for the month of ebruary, 1943 showing fees for electrical permits issued $14.25, were read and resident Lemmon referred same to the Finance Committee. Upon motion by Fryer, second by Hanson, the amount of $199.00 was ppropriated from the General Fund to the Mayor's Contingent Fund. The letter from Wm. H. Dearing, M. D. in regard,to Eugene Bronson's isabili.ty was again presented and upon motion by Fryer, second by Hanson the atter was referred to the Directors of the Policeman's Relief Association, to ake such action as they deem proper in regard to granting pension payments to r. Bronson. The following claims were read, and upon motion by Yaeger, second by ryer, the same were allowed and the Mayor and City Clerk were authorized"and irected to draw warrants on the City Treasurer and make payments accordingly: From the General Fund: Chester R. Fellows, $31.22; Peerless Chemical. o. , $6. 90; W. A. Hutchins, $g. 50; Clements Chevrolet Co., $23.60; City of ochester, Public Utilities, $288.90; Recreation Committee, $125.00; Joe Schuster, 13.50; Henry Lindberg, $13.50. From -the Street & Alley Fund: Morse Bros., $196.60; Wm. H. Ziegler & o., $1.77; Southern Minnesota Supply Co., $.98. From the Fire Protection Fund: Southern Minnesota Supply Co., $6.8g; S. Nott Co., $49.4o; Frank Adair, $13.75; C. W. Alexander, $20.00. the from Skelly Oil Co. Alderman Fryer introduced a resolution accepting/bid/for asphalt for 943, which was read. Upon motion by Fryer; second by Nass that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. 0 36 Record "'of- Official Pr._oceedings of, the Common Council; Y o : March. 1'. 19.43 of..the.Cit f Rochester,_.Minnesota, i Alderman Fryer introduced a resolution appropriating $288.90 from the !'General Fund and ordering payment made to the City of Rochester, Public Utilities; ;for steam heat for City Hall, which was read. Upon motion by Fryer, second by Kennedy that the said resolution be I'adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. j' Upon motion by Fryer, second by Nass the City Clerk was instructed to 'return the certified checks of the'unsuccessful bidders for cutback asphalt. Upon motion by Nass, second by Kennedy the Chief of Police was instructed to again enforce the one hour provision of the parking Ordinance after March 15, 1943. Alderman Hanson stated that certain repairs should be made on the scale house, and upon motion by Mrachek, second by Fryer the matter was referred to the Public Grounds Committee to see that all necessary repairs be made. Mayor Grassle stated that Mr. G. G. Schwab, O.P.A. Field Representative, had explained"to him, as he had previously done to the City Clerk, that it would i be more convenient for both the Rationing Board and all City Departments, if all gasoline used by City motor equipment 'and non -highway equipment was accounted for, ,by coupons issued in the Clerk's office as the gasoline is moved from the bulk ,station to the City Pumps, provisions to be made for City vehicles running out of I t arwn . U-pon motion by Fryer, second by Hanson, the City Clerk was instructed' ito prepare the necessary application and present same to the Rationing Board for rationing of City gasoline as recommended by the O.P.A.
