President Lemmon called the meeting to order at 2:00 o'clock P. M., the •i following members being present: President Lemmon, Aldermen Fryer, Kennedy, (Kjerner;; Mrachek, Nass and Yaeger. Absent: None. Upbn motion by Fryer, second by Kennedy the minutes of the meeting of 'March 29, 1943 were approved. • President J. T. Lemmon addressed the Mayor and the Common Council and i iexpressed his appreciation of work done by the members of the Council who had served during the past year, and welcomed Mr. Carl B. Kjerner who was entering p upon his duties as an Alderman of the City of Rochester. Grassle who announced ,the reappointment of G. 0. Lohse as member of the Public Utility Board; James M. O'Connor as member at Large and Lester N. Fawcett as member from the Second Ward, of the Park Board; F. F. Palen, member of the Board of Public Health and Welfare; N. D. Smith and Star -ley C. Gerlicher, members of the Music and Band Committee; 'Lauren M. Upon motion by Mrachek, second by Kjerner., and all voting i.n favor thereof, the Mayor's appointments were approved. In addressing the Council and those present, Mayor Gra.ssle,state'd that while the various City departments had been confined almost entirely to maintenance of City property during the emergency, additional savings to the user and tax payer had been effected by the change in the discount on utility rates. He also announced changes in the systems in the Police and Fire departments and recommended that the Chief of Police attend the school to be conducted by the �a F. B. I. in Washington. He further recommended that a juvenile court bey established in the City of Rochester; that monthly meetings of the Counci'1�Boards rJ _ . and heads of departments be held; that a new Charter Commission be appointed and that the present Charter be revised; and that post war plans be made for ,developing faciiiLities the sewer system and disposal of sewage The School Board and Board of Park Commissioners were credited by him in developing the -recreation program. Upon motion by Fryer, second by Yaeger an application for the Chief of Police to attend the F.B.I. School in Washington was authorized. ' A complaint entered by Mrs. Robert Bluhm that changes in the channel 3 of Cascade Creek was causing damage to property in Noorthwest Rochester, was heard. President Lemmon referred the matter to the Street and Alley Committee, the City Engineer and the City Attorney for investigation, and report at the next meeting. f , Alderman Kennedy introduced the following resolution, which was,: read: "WHEREAS, It is deemed expedient and necessary that the Common Council of the City of Rochester, Minnesota, adopt rules of order for the conduct) of its business, and WHEREAS, A cop y of Robert's Rules of Order (revised) of the 19115 Copyrijht i is before this Common Council: SO THEREFORE, Be it resolved by the Common Council of the City of •t Rochester, Minnesota: �, That the said Robert's Rules of Order be adopted by this Common. Council as rules of order for the conduct of its business. i Upon motion by Mrachek, second by Nass that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Fryer introduced the following resolution, which was read: "Be it resolved by the Common Couficil of the City of Rochester,Minnesot : k That the said Common Council of the City of Rochester, Minnesota, hereby adopts the following rules and regulations for the order of business of said Common .Council: i . 1. Roll Call. The application of Mark Blanchard for reappointment as Painter for the ity of Rochester was read, and upon motion by Mrachek, second by Kjerner, Mark lanchard was appointed Painter for the ensuing official year. A communication from the Painters, Decorators and Paperhangers -of erica, Union No. 681, with a recommendation from the Fire Committee, that painti: ri.the Fire Hall building'and equipment, if the work to be done 'exceeds the sum of 15.00 figured at the City Scale of $1.00 per hour, should not be done by members f the Fire Department, was read and upon motion by Mrachek, second by Kennedy the ame was approved. The recommendation of the Police Civil Service Commission that U'he Poli-cl Department of the City of Rochester consist of one Chief of Police, one Assistant 1 hief of Police, one Assistant to. the Chief in charge of the Police Department Records, three Captains of Police, three Desk Sargeants, two Detectives, one juvenile Officer and Eighteen Patrolmen was read and upon motion by Fryer,, second y Kjerner the recommendation was approved and an Ordinance setting up same which as introduced by Alderman Fryer was given its first reading. Upon motion by Fryer, second by Yaeger, and all voting in favor thereof he rules were suspended and the said ordinance was given its second reading. The Annual Report of the City Engineer made in compliance with Section 115 of the Charter of the City of Rochester, covering the pEriod beginning April 1, 1942 and ending April 1, 1943 was read and upon motion by Fryer, second I' by Mrachek the same was accepted and ordered -placed on file. The Annual Report of the Rochester Bus Line, Inc. for the Calendar j year ended December 31, 1942 was read and upon motion by Mrachek, second by Fryer, the same was accepted and ordered placed on file. The reports of the Building and Plumbing Inspector for the month of March, 1943 showing fees for building permits issued $5.00, and fees for plumbing) permits issued $17.75, and of the Electrical Inspector for the month of March, .1943, showing fees for electrical permits issued $5.00, were read and President ' Lemmon referred same to the Finance Committee. The report of the City Weighmaster for the month of March, 1943, showing 396 private loads weighed and receipts of $39.60, was read and President Lemmon ;-referred same to the Finance Committee. The City Engineer's Trial Balance for the month of March, 1943 was read!! ; and President Lemmon ordered that same be placed on file. The report of expenditures from the City Engineer's payroll for the month of March, 1943 was read, and President Lemmon ordered that same be placed t on file. The report of the Clerk of the Municipal Court for the week ending March 3, 1943, showing criminal fines and costs collected $189. 20, civil -fees received $2.00, and conciliation court fees,- $3.00, was read, and having been 1previ.ously approved by the City Attorney, —President Lemmon ordered that same be l placed .on file. The statement of receipts and expenditures of the Park Improvement Fund for the month of March, 1943 was read and upon motion by Nass,..second by Kennedy the same was ordered -plac-ed on file. The appointments of Dorothy Henke as Clerk of the Municipal Court of the City of Rochester and of Harriet Mathen as Deputy Clerk of the Municipal Court of the City of Rochester for the ensuing year by Burt Elliott Eaton, Municipal Judge, .we-xe .read and upon motion. by Mrach�ek,•second by Fryer the appointments were approved. The applications of Orin-M.•Sizer for license to operate a popcorn and peanut wagon at the intersection' of Broadway and Second Street 6outheast'and of - Leonard V. Gilday for license to operate a- popcorn- vending wagon at the inter- section of Third -Street Southeast and Broadway, were each read, and upon motion by Nass, second by Fryer, the licenses were granted. The application of Bernard Lumelsky for a Junk Dealer's License was read and upon motion by Nass, second by Mrachek, the license was granted. The application of the Rochester Bus Line, Inc., to operate eleven buses on the public streets of Rochester, was read, and upon motion by Fryer, second by Kierner, the license was granted. I, The report of the Sewer Committee and the City Engineer that St. Ma.ry's �iospital had accepted figures as submitted by the Twin City Testing Laboratory ;for the treatment, of sewage in the amount of $2260.82, ($1200.00 of said amount has been xia.id during the past year) was read and upon motion by ,Fryer, second by � Kennedy the same was accepted and ordered placed on file. Alderman Mrachek stated that numerous complaints had been received in I i regard to dogs running at large. President Lemmon referred the matter to the I Public Grounds Committee and the City Attorney. Upon motion by Yaeger, second by Fryer, 17: 30 o I clock'P. M.
