Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council Chambers, in -the City Hall, in
said City, on April 12, 1943.
President Lemmon called the meeting to order at 7:-30 o'clock P.M., the
following members being present: President Lemmon, Aldermen Fryer, Kennedy,
Kjerner, Mrachek, Nass, and Yaeger. Absent: None.
Upon motion by Yaeger, second by Mrachek, the minutes of the meeting of
(April 6, 1943 were approved.
President Lemmon stated this as being the time and place set for re-
celving and opening bids for -the construction of a new roof on -the Fire Hall
building. The bids of Woodhouse Brothers in the sum of $789.45, and Alfred
Pekka.la in the sum of $913.50 were received and opened. President Lemmon referred
the same to the Building Inspector, the Fire Chief and the Public Grounds Committee.
An anonymous complaint that the -City Dumping grounds were not kept open
evenings and Sundays was read and the sam6 was ordered placed on file.
A petition to the Board of Zoning of the City of Rochester, Minnesota,
to -cause commercial activities to cease at the location of 116-16th-Avenue North
West, was read and the same was referred to the Building Inspector and the City
Attorney.
The appointment by the City Clerk of Miss Elfreda Reiter as first
stenographer and -Clerk of Registration in the City Clerk's office was read and
upon motion by Fryer, second -by Yaeger the appointment was approved.
The City Engineer's -appointment of Soren Olsen as Foreman, George Eayres
as Sub -Foreman, Anna M. Drews as Bookkeeper, and Herman P. Free as Mechanic; also
John J. Cook as Chief Operator at the Sewage Disposal Plant and Edward Ranfranz
and H. M. Persons as Assistant Opetators at the Sewage Disposal Plant, was read
and upon motion by Fryer, second by Kennedy, the appointments were approved.
The following recommendation of the Public Health and Welfare Depart-
ment was read: and ordered placed on file:

At a meeting of the Board of Public Health and Welfare
the following appointments were made for the year beginning
April 12, 1943. The Board recommends that the Council approve

Be it and it is hereby further resolved by the Public Utility Board that
all employees herein stipulated be given a 'Cost of Living' increase based upon
U. S. Bureau of Labor Statistics Monthly Report, not to exceed 16% of the first
$100.00 of monthly salary or fractign thereof and any future change below such
percentage of living cost increase as herein stipulated shall be reflected in
salaries herein mentioned by subsequent action of the Public Utility Boa.rd.11

received $3.30, and conciliationcourt fees $3.50, was read, and having been I

The Automoblile Insurance policy No. DD-1936 issued to J. C. Adams, DBA:i
Town Taxi Company, by the Casualty !Reciprocal Exchange of Kansas City, Missouri,
(with the following coverages was read: $5000.00 bodily injury liability for any
,one person, $10,000.00 for each accident, and $5000.00 property damage liability
for each accident. President Lemmon ordered that same be placed on file.

The proposal of the Rochester Post Bulletin for doing; the official
printing and advertising for the City of Rochester, Minnesota was read and upon
motion by Fryer, 'second by Kjerner, the Rochester Post Bulletin was designated to'l
',be the official newspaper for the ensuing official year. j

The application of. Zac Dunlap for a 'permi:t•Jto place and maintain a
sign was read and upon motion by Fryer, second by Kennedy the permit was granted.
The applications of Roy.Emerson and Jerry R. Jerabek for a license to
loperate a pool hall were each read and upon motion by Yaeger, second by Fryer
Ithe licenses were granted.
The application of Robert L. Kaufman for a Driver's License was read and

Alderman Fryer introduced the following resolution which was read:
"Be it and it is hereby resolved by the Common Council that the
following resolution passed and adopted by the Public Utility Board
be approved by the Common Council and that the request contained in
said resolution be and is hereby granted:
WHEREAS, the Rochester Airport has requested additional
fire protection necessitated by enlarged facilities at the said
Airport due to the present emergency, and
WHEREAS, it is necessary for the City Water Department
to provide for the furnishing and installation of 359 feet of
6" main in order to extend our present main to the City Limits
adjoining said Airport,
THEREFORE, be it and it is hereby .resolved by the Public,
Utility Board that the Hon. Common Council of the said City be
and is hereby requested to authorize the -said Board to make such
extension and to supply said Airport with water at prevailing rates."
Upon motion by Mrachek, second by Kass, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
The following claims were read, and upon ;notion by Yaeger, second by
Fryer, the same were allowed and the Mayor and City Clerk were authorized and
directed to draw warrants upon the City Treasurer and make payments accordingly:
From the General Fund: Rochester Electric Co., $11.64; Earl Holloway,
$13.60; Ole's Linoleum & Drapery Shop, $2.45; M. C. Lawler, $3.50; E. T. Watkins
Electric Motor Service, $2.50; Barbes Cafe, $25.25; Miller Davis Company, $6.59;
Municipal Instrument Company, $19.50; Rochester Post Bulletin, $197.35.
From the Street & Alley Fund: Mrs. Linda Randall, $43.20.
From the Fire Protection Fund: C. W. Alexander, $20.00.
From th-e Sewer Fund: Big Four Oil Company, $7.00 and Peoples Natural
Gas Company, $7.37•
From the Permanent Improvement Fund: Martin Paulson, $6Q.77.
Upon motion by Mrachek, second by Fryer, the meeting was adjourned until
7: 30 O'clock P.M. April 26, 1943.
