Minutes of a regular meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers, in the City Hall,.in said
City on May 3, 1943•
President Lemmon called the meeting to order at 2:00 o'clock P. M., the
following members being -present: President Lemmon, Aldermen Fryer, Kennedy,
Mrachek, Nass acid Yaeger. Absent: Alderman Kjerner, due to illness.
Upon motion. by Yaeger, second -by Mrachek, the minutes of the meeting of
April 26, 1943 were approved.
President Lemmon announced this as being the time and place f:or receivir,
proposals for being designated as City Depositories. The following proposals were
each read: Union National Bank, $150,000.00, The First National Bank, $300,000.00
and the Olmsted County Bank and Trust Company, $50,000.00.
President Lemmon stated this as being the time and place set for a
hearing on the flushing, sprinkling and/or oiling of streets, avenues and alleys
in the City of Rochester, Minnesota.
A protest by Allee M. Lamprecht, against the.oiling of 6th Street
Southwest from 15th Avenue Southwest west to the Highway was read and referred to
the Street and Alley Committee and the City Engineer.
A communication from the Rochester and Olmsted County Safety Council
stating that at a meeting held on April-23, 1943, the matter of having the Nation
Youth Administration construct bicycle racks to be placed at various locations in
the business section of the City of,Rochester was read and upon motion by Nass,
second by Kennedy, it was recommended that.the bicycle racks be purchased and
installed and that the location and purchase of same be left in the hands of the
Fire Committee, the Fire Chief, the Police Committee and the Chief of Police with
power to act.
The request of the City Engineer that $2,000.00 be appropriated from the,
General Fund for the use of the Water and Sprinkling Committee, $2,000.00.from the
Sewer Fund and $5,000.00 from the Street and Alley Fund for the use of the Street
and.Alley Committee was read and ordered placed on file..
A quotation in the amount of $75.00 by B. Amundsen for painting the
exterior,of the Dog Kennels at the Dog Pond was read, also a quotation from E. A.
Danewic% in the same amount was read and ordered placed on file.
The report of the Public Grounds Committee stating that repair work
residence
which has been done at the Dog Catcher's was satisfactory and recommending that
further improvements be made on the house and kennels and that certain repairs
be made on the Sewage Disposal Plant and Garage, was read and upon motion by

The report of the Street and Alley Committee, the City Engineer and the

City Attorney that the old sand pit near Cascade Creek was a private matter and
that the City has no jurisdiction over same and that the condition of 12th Street)
Northwest and 2nd Avenue Northwest intersection could not be corrected until suchl

time as curb -and gutter is constructed was read and upon -motion by Yaeger, second
by Nass, the report was accepted and ordered placed on file.
The recommendation of the Street and Alley.Committee, the City Engineer; •
:and the City Attorney that the driveway on .the East side of the Zumbro River in
Mayo Park be taken over as a City street was read and upon motion by Nass, second),
by Yaeger the same was approved and the.City Attorney was instructed to prepare
Ithe necessary papers to -transfer the said land from the Park Improvement Fund to
,;the City of Rochester.

The reports of the Building and Plumbing Inspector for the month of
April, 1943, showing fees for building permits issued, $21.00 and fees for
jplumbing permits issued $1.00, and of the Electrical Inspector for the month of
April, 1943 showing fees for electrical ?permits issued $42.25, were each read, I

The report of expenditures from the City Engineer's Payroll for the

month of April, 1943 was read and the same was ordered placed on file.

The applications of the Standard Oil -Company for 4 sign permits were
each read, and upon mo-tio.n by Mrachek, second by Kennedy, the permits were granted.
The applications f.or licens.e to sell cigarettes of Pete Anton, Harold A
Roth and Tom Andrew, were .each read and upon motion by Fryer, second .by Kennedy.,

The ap-olication of Charles R.. Bartel for a Driver's. License was read a

The official bonds of Robert Felten in the sum of $1,000.00 and Octave
A. 3eliveau in the sum of $1,000.00 with the Fidelity and.Casualty Company as
surety, were read, and upon motion by Nass, second by Yaeger, the bonds were
approved, the surety thereon accepted and it was ordered that same be placed on
file.
The following claims were read, and upon motion by Yaeger, second by
Fryer, the same were allowed and the Mayor and City Clerk were authorized and
directed to draw warrants on the City Treasurer and make payments accordingly:

Alderman Fryer introduced a resolution designating the First National
1IBank, the Union National Bank and the Olmsted County Bank and Trust Co., all of

Upon motion by Kennedy, second.by Fryer, .that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the �.
said resolution duly passed and adopted.
Aldermam Fryer introduced a resolution appropriating $232.20 from the
Park Improvement Find and $143- 10 from -the Ligkiting Fund and ordering payment
.made to the City of Rochester, public Utility Department, which was read.

'adopted as read, .nd all voting in favor thereof, President Lemmon declared the
(said resolution duly passed and adopted.
Aldermani Kennedy introduced 'a resolution appropriating $669.•15 from the

adopted as read, -and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted..
Alderman Kennedy introduced a resolution appropriating $959.25 from the
General Fund and ordering payment made to .the Street & Alley Fund -for use of
.e,quipment, which was read.
Upon motion by Fryer, second by Nass, that .the said resolution be ,
',adopted as read, -and, all voting in ,favor thereof, President Lemmon declared the

Alderman Mrachek- introduced a. resolution appropriating $4.40 from -the.

Upon motion by Nass, second by Fryer, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Mrachek introduced a resolution appropriating $2,000.00 from
the General Fund for use of the Water & Sprinkling Committee, $2,000.00 from the
Sewer Fund and $5,000.00 from the Street & Alley Fund for use of the Street and
Alley Committee, which was read.
Upon motion by Fryer, second by Mrachek, that -the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Nass introduced a resolution appropriating $4.99 from the
General Fund, $11.3.06 from the Street & Alley Fund and $lo4.42 from the Fire
,Protection Fund and ordering payment made to the National.Bushing & Parts Co.,
which was read.
Upon motion by Yaeger, second by Fryer, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Yaeger. introduced a resolution_designating streets, avenues_and
alleys in the City of Rochester, Minnesota,._to be -flushed, sprinkled and/or oiled.
during -the 1943 season, which -was read.
Upon -motion by Mrachek, second by -Fryer, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution -duly passed and adopted._ _
Alderman_Yaeger introduced a resolution authorizing the City,Clerk to
advertise for bids for completing improvement on _Trunk Highway No. 14 S. P.
No.,5502-02, which was read.
Upon motion by Nass,. second by-Mrachek, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution -duly passed and adopted,
_Upon..motion by Fryer, second by Nass,, Enoch_Dison, Juvenile Officer,
was.authorized to attend the -Social Welfare Convention to be held in St. Paul on
May 5, 1943, at City expense.
An ordinance amending an ordinance entitled "an ordinance to provide for
registration of dogs and for the destruction of dogs not registered" same being
Ordinance -No- 563, was given its first reading.
Upon motion by Mrachek, second by Nass, the meeting was adjourned until
May 19, 194.3, at 7:30 o'clock P. M. _
