Minutes of a regular meeting of the Common Council of the City of
jiRochester, Minnesota, held in the Council Chambers, in the City Hall in said City

on June 7, 1943- i'
President Lemmon called the meeting to order at 2:00 o' clo•ck P. M. , the,,
following members being present: President Lemmon, Aldermen Fryer, Kennedy,
�, Kjerner, Mr.achek, Nass and Yaeger. Absent: None.
Upon motion by Mrachek,- second by Nass, the minutes of the meeting of
May 19, 1943 were approved.
. The appointment by President Lemmon of S. Smith Fryer, John A. Yaeger,
i',and Harold J. Mrachek to the Board of Equalization was read and placed on file.

A letter -from the State of Minnesota, transmitting a proposed agreement
relative to the continuation of sidewalks., curb and gutter work -on Twelfth Street

The appointment of Miss M. Harriet Beecher by the City Clerk as second
(stenographer and Clerk of Registration in the City Clerk.'s office was read and

A resolution passed by the Board of Park Commissioners informing the
;Common Council that it is the intention of the Park Board to remove the dam in
Slatterly Park was read and President Lemmon ordered that the same be placed on

file.
A resolution passed by the Board of Park Commissioners petitioning the
Common Council to assume the financial responsibility -for certain repairs at the

;,Mayo.Civic Auditorium was -read and President Lemmon ordered that the same be

placed on file.
A certificate of insurance certifying that Public Liability Policy
,OLT9329 covering the fireworks display to be given on July 4, 1943 has been

lissued and moon motion by Fryer, second by Kennedy, the same was-aburoved and
ordered placed on file.
jThe report of the Building and Plumbing Inspector for the month of
May, 1943, showing fees for building permits issued $14.00, and fees for plumbing'
permits issued $3.00, was read and President Lemmon referred the same to the
Finance Committee. -'
The report of the Electrical Inspector for the month of May, 1943
'showing fees for electrical permits issued $6.75, was read and President Lemmon

referred the same to the Finance Committee. I'

The reports of the Clerk of the Municipal Court for the ,reek ending
May 22, 1943, showing criminal fines and costs collected $121.20, civil fees
received $11.40, and conciliation court fees $3. 50; and for the week ending
May 29,. 1943, showing criminal fines and costs collected $209.25, civil fees
received $2.90, and conciliation court fees $1.50; and for the week ending June 6,
1943 showing criminal fines and costs collected $447.40, civil fees received
$2.00, and conciliation court fees $1.00;. were each read, and.having previously
(been approved by the City Attorney, President Lemmon ordered t'_Zat same be -placed
on file.
The official bonds of Arnold, G. Wilke and Frank S. Halloraneach in the
amount of $500.00 with the St. Paul Mercury Indemnity•Corppany. is surety, and the
bond of Richard L. Towey in the amount of $500.00 with the Fidelity and Casualty
Company of New York as surety, and the license bond of L. A. Kepp Company in the
.amount of $1,000.00 with the Fidelity and Casualty. Company Qf New York as surety,
and of Wm. Hagedorn in the amount of $1,000.00 with the.Western Surety Company
as surety, were each read, and upon motion by Mrachek, second by Kjerner, the
bonds were approved, the surety thereon accepted and it was ordered that same be
placed on file.
The applications for license to sell soft drinks of Gus Hargesheimer,,
Motor Sales & Service Co. , Ervan Precht, Strie.�f & Ranfranz, F. W. Woolworth Co. ,
Rochester Eat Shop, Charles M. Dorniden, Fraternal Order of Eagles, Don Arenz,
To-m Andrew, Emanuel Kostakes, ,Oscar Hargesheimer, J. C. Eppard, -and Jefferson
Transportation Company., were each read, and upon moti.on by Nass, second by Yaeger,
the licenses were granted.
The applications for license to sell cigarettes of Dunlap Bowling Lanes,
Osco Payless Drug Store, Strieff' & Ranfranz, and Don Are.nz, were each read, and
upon motion by Yaeger, second by Fryer, t1je licenses were granted.
The applications o,f John P. Huybdr and L. A. Kepp Contracting Company.
for Electrical Contractors License were each read, a•nd up_on.motion by Fryer,
second by Kennedy, the licenses were granted.. -
The application. of Mills Automatic Merchandising Corporation for a licen
to operate a vending machine, was read and upon motion by Kjerner, second by Mr -ache.
the license was granted.
The application of Dunlap Bowling Lanes for a Bowling Alley License was
read and upon motion by Kennedy, second by Mrachek,.the license was granted.
The application of ti+Tm. M. Hagedorn for a Plumber's License was read and
pon motion by Kennedy, second by Kjerner, the license.was granted.
The applications of Ray Benedict, Marvin L. Frank and George-M. Coson for

Alderman Fryer introduced a resolution granting four dance permits to
Percy Klein, -which was read.
Upon motion by Fryer, second by Kennedy, that the said resolution be
adopted as read, and all voting in favor thereof, President Lem! -non declared the
said resolution duly passed and adopted.
Alderman,Fryer introduced a resolution accepting the -agreement regardi
S. P. 550R-02 on Trunk Highway No. 14, which was read.
Upon motion by Nass, second by Yaeger, that the said resolution be
adopted as read, and all voting in favor thereof, President-Lemmon declared the
said resolution duly passed and adopted.
Alderman Kennedy introduced a resolution fixing the salary of the City
Clerk's second steneographer, which was read.
Upon motion by Yaeger, second by Kennedy, that the said_ resolution be
adopted as r.ea.d, and all voting in favor thereof, President Lemmon declared the
aid resolution duly passed and adopted.
Alderman Kennedy introduced a- resolution_ appropriating $655-.36 from the
eneral Fund and ordering payment made to the Standard Oil Company for 2 transport
f gasoline, which was read.
Upon motion by Mrachek, second b-y Nass, that the said resolution be
dopted as read, and all voting in favor thereof, President Lemmon declared the
aid resolution duly passed and adopted.
Alderman Kjerner introduced a -resolution appropriating $272. s6 from the
seneral Fund and ordering payment made to the Chicago Great Western Railway Co.

Alderman Nass introduced a resolution appropriating $3098.63 from the

of Rochester, Public Utility Department for power, which was read.
Upon motion by Nass, second by Yaeger, that the said resolution -be.

Alderman Yaeger introduced a resolution appropriating $359•43 from the
F. E. Williams Estate Fund -and ordering payment made to Simon Stensrud, which was!
read.

Upon motion by Yaeger, second by Mrachek, that_the said resolution be
adopted -as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
An Ordinance amending an Ordinance entitled "An Ordinance to Provide foi
registration of dogs and for the destruction of dogs not. registered" same being
ordinance No. 5b3 was given its second reading.
A motion was made by Fryer, second by Kennedy,' that the rules.be sus-
pended and the --ordinance given its third and final reading. Upon roll call
Fryer,. Kennedy, Kjerner and Nass voted 'eyes" and Mrachek and Yaeger voted "no".
An ordinance granting a franchise to Peoples Natural -Gas Company for a
period of fifteen, years was_ given its first reading..
The matter of purchasing bicycle racks was again discussed and upon
motion by Fryer, -second by Kennedy, the committees to.whom it had been previously
referred were instructed to purchase 10 racks and the location of same to be
determined by the Fire Chief, Chief of Police, and the City Engineer..
Fire Chief, C. E. Ginther stated that the City was now. in need of a new
aerial and President Lemmon referred the same to the Fire Chief and the Fire
Committee and requested that a recommendation be submitted to the Common Council.
.Mayor Grassle, stated, that, during the, past:few weeks, a situation had
developed in the City due to the fact that a number of service men were coming .to
Rochester on each weekend from Camp McCoy, Wisconsin and that in some cases their
conduct and the girls with whom they associated had beeri criticized. He also
stated that it had been discovered that certain restaurants at late hours had been
locking their doors when they were crowded, which was considered a dangerous
practice, and he was in hopes that some plan could be devised to eliminate these
circumstances.
Upon motion by Mrachek, second by Fryer, the meeting was adjourned.
