Minutes of a regular meeting of the Common Council of the City of the p
City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in
,said City on August 2, 1943-
I' President Lemmon called the meeting to order at 2:00 o'clock P. M., the
following members being present: President Lemmon, Alderman Fryer, Kennedy,
Kjerner, Mrachek, Nass and Yaeger. Absent: None.
I Upon motion by Yaeger, second by Kjerner, the minutes of the meeting of
July 6, 1943 were approved. •
A request from the Rochester Fire Department Relief Association that
i
)the Common Council approve a loan to Gordon Tupper in the amount of $1600.00 was
(read and President Lemmon ordered that same be placed on file.
The request of A. K. Thompson for leave of absence while in the Armed
;Services effective as of September 1 1 , p 1943, was read and upon motion by Fryer,
I'
second by Nass, the request was granted.
The recommendation of Dr.' F. M. Feldman that Miss Phyllis Berning be
I
placed on the Public Health & Welfare payroll as of July 19, 1943 was read and �
,President Lemmon ordered that same be placed on file.

A communication from the National Youth Administration at Winona, Minn.

!stating that the bicycle racks ordered by the City could not be furnished was
i
jread and the matter was left in the hands of the Committee which was instructed
I
to purchase same.
A request by the Universal Motors for permission to repair the roof on
their warehouse located at Second Avenue Northwest on the Chicago N. W. Railway
was read and upon motion by Mrachek, second by Fryer, the Universal Motor Company
I�
lwas granted permission to repair the building and occupy same until six months I'
after the duration of the war.
A communication from Schacht & Schacht Attorneys calling the attention
of the Council to a condition at the:Seventh Street Bridge across Cascade Creek
;was read and President Lemmon ordered that same be placed on file.
Notice of the 50th Annual Conference of the International Association of
Chiefs of Police to be held in Detroit, Michigan, August 9, 10, and 11, 1943 was
read. Mayor Grassle stated that he thought it was important that the Chief of
Police attend this conference and upon motion.by Mrachek, second by Kjerner, Chief
H. N. Tompkins was authorized to attend at city expense.
The request of the City Assessor to attend the annual convention of the
National Association of Assessing Officers to be held in Chicago, September 29 and
'30, and October 1, 1943 was read and upon motion by Nass, second by Fryer, City

Assessor Knute Olson was authorized to attend at city expense.

The City Engineer's request that $3000.00 be appropriated .from the
General Fund for use of the Water and Sprinkling Committee and $3000.00 from the
treet & Alley Fund for.use of the Street & Alley Committee was read and President
Lemmon ordered that same be placed on file.
A copy of a resolution adopted by.the Board of Park Commissioners.
requesting the Common Council to authorize the Board of Park Commissioners to
Ico-.operate with the Mayo Memorial Shrine Committee in permitting said:committee
to enter in and upon Mayo Park properties for the purpose o.f erecting a shrine to
the memory of Doctor William J. Mayo_and Doctor Charles H. Mayo was read and
President.Lemmon ordered that same be placed on file.

A resolution adopted.by_ the Rochester and Olmsted County
Safety Council
recommending that 'the
Olmsted County Board and the City Council
create -a combined
Rochester and Olmsted County Planning Commission and that this commission create
future development plan for the city and county and act to obtain the necessary
Inabling authority, and carry out the plan when this authority is obtained, was
-read and upon motion by Mrachek, second by Fryer, the Aldermen from each ward were
authorized to appoint two men from their respective wards,and the Mayor and President
s of the Council were authorized to appoint one member at large to act upon the saidll
planning commission.

for freight on asphalt, which was read.

General Fund and ordering payment made to the Street & Alley Fund for use of

Alderman Kennedy introduced a resolution appropriating $635.4s from the

as read, and all voting in favor thereof, President Lemmon declared the said

' Sewer Fund and $2.60 from the Lighting Fund and ordering payment made to the City
;of Rochester, Public Utility Dept. for power, which was read.

adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted. -
Alderman Kennedy introduced a resolution appropriating $172.02 from the
Park Improvement Fund, $116.41 from the Lighting Fund and $11.34 from the F. E.

Alderman Kjerner introduced.a resolution appropriating $954.00 from the
General Fund and ordering payment made to the Public Health & Welfare Fund to make
funds available for payment of salary of clerk, which was read.
Upon motion by Fryer, second by Kennedy, that.the said resolution.be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Kjerner introduced a resolution appropriating $216.45 from the
General Fund and ordering payment made to the Park Improvement Fund for -making
same available for paying Amundsen's Paint Store, which was read.
Upon motion by Mrachek, second by Kjerner, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Kjerner introduced a resolution appropriating $2459.09 from the
Police Relief Fund and ordering payment made to Theo. H. Tollefson, Treasurer for
June, 1943 tax settlement, which was read.
Upon motion by Kennedy, second by Fryer, that the said resolution be
dopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Kjerner introduced a resolution appropriating $795.99 from the
Firemen's Relief Fund and ordering payment made..to Wm. J. Dugan, Treasurer for
June, 1943 tax settlement, which was read.
Upon motion by Nass, second by, Kennedy, that the said resolution be
dopted as read, and all voting in favor thereof., President Lemmon declared the
said resolution duly passed and adopted.
Alderman Kjerner introduced a resolution appropriating $1155.66 from the
eneral Fund and ordering payment made to the Public Health & Welfare ..Fund for
transfer of garbage assessments received with June, 1943 tax settlement, which was
ead.
Upon motion by Kennedy, second by Kjerner, that the said resolution be
dopted as read,. and all voting in favor thereof, President Lemmon declared the
aid resolution duly passed and adopted.
Alderman Kjerner introduced a resolution appropriating $4547.37 from the
eneral Fund and ordering payment made to .the Public Health & Welfare 'Fund for
ransfer of June, 1943 tax settlement, -which was read.
Upon motion by Fryer, second by Yaeger, that the said resolution be
dopted as read, and all voting in favor thereof, President Lemmon declared the

paint and labor at Mayo Civic Auditorium, fthich was read.

Alderman Kjerner introduced a resolution appropriating $299.49 from the',
General Fund, $3.60 from the Street & Alley Fund and $1700.30 from the Lighting
Fund and ordering payment made to the City of Rochester, Public Utilities for

Alderman Mrachek introduced a resolution authorizing the Public Utility;
Board'to enter into contract with Walter Bledsoe & Company and the Sahara Coal Co
for the purchase of coal screenings, which was read.

Alderman Mrachek introduced a resolution ordering a hearing on the

Alderman Nass introduced a resolution appropriating $453.61 from the
Fire Protection Fund and ordering payment made tothe Rochester Ice & Fuel Company'
for stoker coal for the fire department, which was read.

adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Yaeger introduced a resolution authorizing the Board of Park
Commissioners to co-op.erate with the Mayo Memorial Shrine Committee in permitting'
said committee to enter in and upon Mayo Park properties for the purpose of erect-
ing a shrine to the memory of Doctor William J. Mayo and Doctor Charles H. Mayo,
which was read.
Upon motion by Mrachek, second by Yaeger, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the

Alderman Yaeger introduced -a resolution appropriating $3000.00 from the
General Fund for use of the Water and Sprinkling Committee and $3000.00 from the
Street & Alley Fund for use of the Street & Alley Committee, which was read.

Alderman Fryer introduced the following resolution which was read:
"WHEREAS, on the 30th day of July, A. D: 1943 near
Frontenac on Lake Pepin, Glorianne Benson, after saving
the life of a younger Rochester girl, gave her life in
an attempt to save -the life of another companion, and,

Minnesota, and,

community be with her parents, Mr. and Mrs. Frank
