Minutes of a regular meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said
I City on October 4, 1943.
President Lemmon called the meeting to order at 2:00 o'clock_P.,_M.,

the following members being present:
Kjerner, Mrachek, Hass, and -Yaeger.
President-Lemmon, Aldermen Fryer, Kennedy, ;'

Upon motion by Mrachek, second by Kjerner, the minutes of the meeting

! of September .7, 1943 were approved. _
A communication from Don Swenson, Manager of th.e Rochester Airport,
requesting permission to temporarily construct an operational base at the
Rochester Airport, the site of same to be located on the South side of Thirteenth.
Street Southeast between Sixth and Seventh Avenues Southeast, and also the

recommendation of the Board of Zoning to the.Common Council that the request be
granted, were each read, and upon motion by I4rachek, second by Fryer, the action
of the Board of Zoning was approved._
A copy of a resolution adopted by the Junior Chamber of Commerce

recommending that the Olmsted County Board of Commissioners and the Common Council
create a combined Rochester and Olmsted County P9anning Commission.and that this
Commission make a future development plan for the City and County, was read and

The Mayor's emergency order given to the City Clerk for the purchase

�!of approximately 8000 gallons of.gasoline was read and upon motion by Fryer,
second by Kennedy, the same was approved and ordered placed on file.
The request of Carl J. Briese for a leave of absence, effective

September 15, 1943, from his duties on the Rochester Police Department, while
serving in the Armed Forces of the United States, was read and upon motion by
Fryer, second by Hass, the same was granted.
A notice by the Rochester Police Civil Service Commission that Harry
S. Stai had been recommended for temporary employment on the Rochester Police
Force was read and upon motion by.Hass, second by Kennedy, the appointment was
approved.
The request of the City Engineer that $5,000.00 be appropriated from
the Street and Alley Fund and $2,000.00 from the Sewer Fund for use of the Streets,

and Alley Committee, was read and ordered placed on file. tl
A communication from the Minnesota State Highway Department regarding

Federal Aid in connection with surveys and plans for Post -War Highway Improvements

I' and also circular letters A 43-3, E 43-21, were each read and the same were
referred to the Street and Alley Committee and the City Engineer, to recommend I'

any preliminary surveys for highways within the City at.the meeting to be held
on October_ 19, 1943..
. A request_frgm the,Rochester Fire Department Relief Association that
the Common Couneil approve lgans by.their associatio.n in the amount of.$600.00
and.$2,000.00 to Mr. Bert -McHenry, and•the,report of the Finance Committee were
each read, and.upon.,motion by Mrachek, second by Kjerner, the said recommendation
was approved.
A petition for a sanitary sewer in 9th Avenue Southeast from Fifth
Street Southeast to Sixth Street Southeast, was read, and upon motion by Fryer,
second by Kjerner, the same was referred to the Sewer Committee and the City
Engineer to confer with the petitioners.and report at the next meeting.
A communication from the League-of.Minnes,ota Municipalities transmtttin
Public Administration.Service Bulletin No..86 was read and the same was ordered
placed on file.
A communication from the Cascade Creek Flood Control Association
requesting that further changes be made. in the channel of the -creek in ,North
Rochester, was read and upon motion by Nass,. second by Kjerner, the Street -and.
Alley Department and the City Engineer were authorized to straighten the channel
of Cascade Cre.ek from the North line of the Beme.l property to the point cohere
changes in the channel. have already been. made.
The following. -claims were each read, and, upon notion by Yaeger, second
by Fryer, the same were allowed and the Mayor and City -Clerk were authorized and
directed to, draw warrants on. the' City Treasurer and make payments accordingly:

Alderman Mrachek introduced a.resolution appropriating $255.32 from
the Park Improvement Fund and ordering payment made to Rochester Dairy_Co-operat'
for ice cream, cheerios,, etc., which was read.
Upon motion by Kjerner, second by Wass, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon-declared the
said resolution duly passed and adopted.
Alderman Mrachek introduced a resolution appropriating-$258.190,f rom the
Park Improvement Fund, $234.90 from the Lighting Find, and $15.46 from the F. E.
and ordering payment made to City of Rochester,.P.U.,
Williams Estate Fund, for water and electricity, which was read.
Upon motion by Kjerner, second by Kennedy, that the said resolution be
adopted as read; and all voting in favor thereof, President Lemmon-declared the
said resolution duly passed and adopted.
Alderman.Mrachek introduced a resolution appropriating $2.60 from the
Lighting Fund and $596.6.6 from the Sewer FFund and ordering payment made to the
City of Rochester, Public Utilities, for light and water, which was read.
Upon.motion by Yaeger, second by Nass, that the said resolution be
adopted as read, and all voting in favor thereof, President-Lemmon-declared the
said resolution .duly passed and adopted.
Alderman Mrachek introduced a resolution appropriating $292.95,f rom the
General Fund and ordering payment made. to ,the Olmsted Counter Road.. & Bridge Fund
for 4650 gallons road oil, which was read.
Upon motion by Nass, second by Mrachek, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon-declared the
said resolution duly passed and adopted.
Alderman .Nass introduced a resolution -appropriating $463.45 from the
General Fund and .ordering payment, made to A. R. Cooke & Son for labor and material
on City Dog Catcher Residence, which was read.
Upog motion by Yaeger, second by Kennedy, that the said resolution be
adopted asread, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Nass introduced a resolution appropriating $307.48 from the
General Fund and ordering payment made to Schmidt Printing Company,for office
supplies and supplies for resale, which was read.

adopted as read; and all voting in favor thereof, President Lemmon declared the

Secretary of the League of Minnesota Municioalities requesting that a regional
meeting of the League be held in'Rochester on. November 1, 1943. Th.e Mayor. was

instructed to notify Mr. Ludwig that the -meeting -could be held at the City Hall
from 2 to 5 o'clock P. M.- The Common Council to_ meet at 2 o'clock P. M. and
adjourn the regular meeting until 7:.30 01clock.P: M.
