October 25 19 1 1 Minutes of an adjourned -regular meeting of the -Common Council of -the City of=Roohester, Minnesota, held in the Gouncil Chambers ir_ the City Hall, in *said City, on October 25, 1,943: President'Lemmon called the meeting to order at•7:30:o'clock-P. M., the following -members being present: President Lemmon, Alderman Fryer, Kennedy,- Kjerner, Mrachek, Nass; and Yaeger. Absent: None. - Upon -motion by Fryer, second by -Yaeger, the minutes -of the 'meeting o-f October 19,v.-ere approved. _ President Lemmon- stated this as being the time and place set for a hearing on -special assessments levied for -the cost and expen-se of flushing, sprinkling, and/or oiling -of streets,- avenues and alleys in the City of Rochester, Mi"nnesota.- Miss- Charl-otfe Hanson and Mrs. Theo. Farak -appeared at the "meeting to pro -test the- oiling of the alley aside of their lots 'in -Block 4j* Head & M-cMahons Addition, The matter was referred -to the Sprinkling Committee,' th.e City Engineer, and the •City Clerk for ir_vestigat•ion,. -and the Clerk was -instructed. to notify then of'the decision made. - -The following budgets for 'th"e fiscal year. beginning April 1, 1944 and ending March 31, 1945 were read: Band Committee,-45,250.00;. Rochester Public Library, $21,0.00.00;- and- Rochester Public Scho.ols,: $4.36,5o4.00.• T;ie. report of the Clerk of the Municipal Cour-t for the week ending October• 23, 1943, showing criminal fines and costs collected, $-254.4o,• and conciliation" court fees, $1.50 an(i civil fees received, $4.00,' was read, and having previously been approved by the City Attorney, President Lemmon•ordered that, same be ?placed on- file. - - The application of Frances M: K-eit-er for -a license to sell cigarettes- was read and -upon motion by Nass, second by F-ryer, the license was granted. Th'e application of Arthur Kobi for a Driver's license was" read and upon motion -by -Nags., second by Yaeger; the license was granted. • The official bonds o-f Carlton E. Griffin, -Scott iQ. Jenkins, and John• G. Leng, each .in the- amount of $1, 000.00 with the Fidelity' and Casualty ComAany of New fork as surety,- were each read, and upon motion. by Mrachek, eecond- by Kennedy, the bonds were approved, the surety thereon accepted and it. was ordered that.. same be -olaced on file. The followingclaims were each read, and upon motion by Yaeger, second by Mrachek, the same were allowed and the Mayor and City Clerk were authori zed and directed to draw warrants on the City Treasurer and make payments accordingly From the General Fund: Barbes Cafe, $26.05; City of Rochester, P. Alderman Fryer introduced a resolution confirming sprinkling assessments. ;for the cost and expense of sprinkling, flushing, and/or oiling of streets and avenues and alleys in -the City of Rochester, Minnesota during the season of 1943, which was read. 1 E 1 . 40 Record of Official Proc'eedirigs of. the Common Council e� of. the City of, Rochester, Minnesota,... October 25 19 3 1' 1 Upon motion by Mrachek, second by Na-ss, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kjerner introduced a resolution appropriating $2,039.65 from the Park Improvement Fund and ordering payment made to Alvin E. Benike for repair: to the Mayo Civic Auditorium, which was read. Upon motion by Yaeger, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Yaeger introduced a resolution appropriating $2,039.65 from the General Fund and ordering payment made.t'o the.Park Improvement Fund to reimburse the said Park Improvement Fund for the expense of repairs at the Mayo Civic Auditorium, which was read. Upon motion by Mrachek, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. R Alderman Nass introduced a resolution appropriating $2,112.25 from the Street & Alley Fund and $3,234.51 from the Sewer Fund and ordering payment made to the State of Minnesota, Department of Highways for work performed by forces on 12.th St. S. E. , which was read. Upon motion by Nass, second by Kjerner, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Mrachek introduced a resolution granting a public dance permit to the Veterans of Foreigns Tars, which was read. Upon motion by Kjerner, second by Kennedy, that the said resolution be adopted as read, and all voting ,in favor thereof, President Lemmon declared the said resolution duly pass°ed_ and adopted. Alderman Kennedy introduced a resolution appropriating $2,267.00 from the Lighting Fund, $222.11, from the General Fund, and $2.00 from the St. &. Alley Fund and ordering payment made to th-e City of Rochester, Public Utilities for electricity and water, which was read. Upon motion by Kennedy, second by Yaeger, that the said resolution be dopted as read, and all voting in favor thereof, President Lemmon declared the aid resolution duly passed and adopted. The matter ^r.-s left i • II in the hands of the Mayor and the Custodian of the building. Alderman Nass stated that the Board of Park Corr:ni ssioaers wished to have appraisers appointed to set a price on the park land in North Rochester I! which the Kruse Lumber Company ic. now interested in purchasing. Upon motion by '_Vass, second by Kennedy, the following free holders mere i I f !i appointed as appraisers: I�!r. John Huyber, First Hard; PIr. Emil Clabe, Second II Ward; and Mr. Harold Whiting, Third Ward. • II The7 following members were previously appointed to serve on the City I� II and County Wide Planning Commission: Mayor Paul A. Grassle, Member at Large; I i Oscar J. Allerton and A. A. Urness, lst Ward; A. G. Nixa and '_Norman Schmidt, �! 2nd Ward; and L. A. Kepp and R. J. Postier, Third Ward.
