HomeMy WebLinkAbout12-06-1943Record of Official Proceedings of the Common Council 169 of the City of Rochester, Minnesota, DA.-ember 1 Minutes of a regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall in said City on December 6, 1943. President Lemmon called the meeting to order at 2:00 o'clock P. M., the following members being present: Lemmon, Fryer, Kennedy, Kjerner, Mrachek, Nass, Yeager. Absent: None. Upon motion by Fryer, seconded by Yeager, the minutes of the meeting of November 15, 1943, were approved. the Home Oil Co. of James T. Spillane, attorney revresenting/the City of Rochester, Minnesota, discussed the matter of the removal of a bulk storage plant from the present location to one outside of the city limits. No action .was taken by the C`a Common Council on the matter at this time. Mr. Spillane who has been appointed President of the Charter. I.Commission spoke briefly on the work to be done by the said Charter Commission, and stated that the Commission would like to confer with the Council, the various boards, and department heads in regard to proposed changes in the present Charter. The City Clerk was instructed to notify each department to submit their suggestions by January 20; 1944. Mayor Paul A. Grassle read a communication from the F.B.I. in regard to the Chief of Police, H. N. Tompkins, attending a school to be conducted in. Washington, D. C., from January 10, 1944 to April 14, 1944. Upon motion by Fryer, seconded by Kennedy, the Chief was authorized to attend the said school at city expense. A protest by Frank Satoris against the removal of a tree to property other than his own when'the new sidewalk was constructed on Twelfth Street Southeast was read, and President Lemmon referred;the matter to the Street and Alley Committee and the City Engineer. • A copy of a communication from the Mayor to Mr. H. A. Whitaker, Director of the Division of Sanitation, Minnesota Department of Health, regard- ing a sewage disposal problem which would be created if the Rochester Dairy Co-operative Company constructs the proposed plant was read, and President Lemmon ordered that the same be placed on file. The Mayor's appointments of Orval G. Hart, Carlton Griffin, Scott, Jenkins-, and John Leng as special policemen for the Waters Conley Company Plant Protection Department was read, and upon motion by Mrachek, seconded by Fryer, the appointments were approved. L A resolution adopted by the -Board of Park Commissioners requesting the Common Council to approve the purchase of a parcel of land now owned by 70 Recgrd, of official Proceedings of. the Common , Council of the,City of Rochester, Minnesota,, December 6 1943 I� J. Mohlke was read, and the matter was left with members of the Common I� !Council to confer with the Park Board. I The recommendation of the Mayor, the Street and Alley Committee, and ,the City Engineer that Mr. Kenneth L. Hansen be appointed First Assistant City j !Engineer for the City of Rochester, Minnesota, his salary to be set at $200.00 II .per month plus $16.00 for living bonus was read, and upon motion by Nass, second ��by Kennedy, the same was approved. The City Engineer's trial balance for the month of November, 1943, iwas read, and President Lemmon ordered the same be placed on file. The report of expenditures from the City Engineer's payroll during the month of November, 1943, was read, and President Lemmon ordered the same be 'Placed on file. �! The report of the City Weighmaster for the month of November, 2943, ,'showing 291 private loads weighed and receipts of $29.10, was read, and i 'President Lemmon referred same to the Finance Committee. I 'j The reportsof the Building and Electrical and Plumbing Inspectors for I the month of November,-1943, showing fees for building permits issued, $20.00; land fees for electrical permits issued, $6.25; and fees for plumbing permits , issued, $3.25, were each readand President Lemmon referred same to the I. I. Finance Committee. jl The reports of the Clerk of the Municipal Court for the week ending November 20, 1943, showing criminal fines and costs collected $149.00, civil. I fees received $.95, and conciliation court fees $2.50; for the week ending I. November 27, 1943, showing criminal fines and costs collected $210.45, civil fees I. !received, $6.55, conciliation court fees, $4.50; for the week ending December 4, 1943, showing criminal fines and costs collected $317.00, civil fees received I$7.70., conciliation court fees $4.75, were each read, and having been previously 'approved by the City Attorney, President Lemmon ordered that same be placed on file. ; The following claims were read, and- upon motion by Yaeger, second by 'Kennedy, the same were allowed and- the Mayor and City Clerk were . authorized and directed to draw warrants upon the City Treasurer and make payments accordingly: From the General Fund: B. Alderman Fryer introduced a resolution appropriating $399.75 from .the Sewer Fund and ordering payment made to,the Street & Alley.Fund for use of equipment during November 1943, which was read. Upon motion by Yaeger, second by Nass, that the said resolution be adopted as read, and all voting in favor thereof, President-Lemmon-declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating $756.21 from. the Street & Alley Fund and ordering payment made to the Street & Alley Fund for use of equipment during November,_ 1943, _which was read. Upon motion by Nass, second by Kjerner, that the said resolution be adopted as read, and all voting_ in favor thereof, President Lemmon declared the said resolution -duly passed and adopted.. Alderman.Fryer introduced a re -solution appropriating $1078,.63 from the General Fund and ordering payment made to the Public Health & Welfare Fund for garbage assessments collected with November 1943 tax settlement, which was read. Upon motion by Mrachek, second by Yaeger, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared. the said resolution duly passed and adopted. Alderman Kennedy introduced a resolution appropriating $3672.05 from the General. Fund and, ordering payment made to the Public Health_ & Welfare Fund for the transfer of November 1943 tax settlement from the General Fund to the Public Health & Welfare Fund, . which was read. Upon motion by Fryer, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted.. Alderman Kennedy introduced a resolution appropriating $1961.53 from the Police Relief Fund' and ordering payment made to Theo. H. Tollefson, Treas- urer, for the November 1943 tax settlement, which was read._ Upon motion by Kjerner, second by,Kennedy, that the said resolution be adopted as read., and all voting in -favor thereof, President Lemmon-declared the said resolution duly_passed and adopted. Alderman Kennedy introduced a resolution appropriating $471.12 from the Firemen's Relief Fund and ordering payment made to tam. Dugan, Treasurer, for the -November 1943 tax settlement, which was read. Upon motion by Fryer, second by Mrachek, that the said -resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kennedy introduced a resolution appropriating $465.00 from the Licenses.& Permits Fund and ordering payment made to the General Fund for transfer balance in Licenses &•Permits Fund to the General, Code 19, which was read. Upon motion by Yaeger, second by Fryer, that the said resolution be adopted as read; and -all voting in favor thereof, President Lemmon declared the said resolution duly pass-ed and adopted. I Alderman Kennedy introduced a resolution levying assessments for i sidewalks constructed during the year of 194'3; which was read. Upon motion by Mrachek, second - by Kjerner, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kennedy introduced a resolution regarding the preparation 11 11 of special plans, specifications, and estimates for post-war projects, which was read. h I; Upon motion by Fryer, second by Kennedy, that the said resolution Ili be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kjerner introduced a resolution appropriating $571.69 from the Sewer Fund and ordering payment made to City of Rochester, Public Utility Department for power and water. -which was read. Upon motion by Fryer, second by Kjerner,'that the said resolution be adopted' as read, and all voting in favor thereof, President Lemmon declared the said 'resolution duly passed and adopted. Alderman Mrachek introduced a'resolut'ion granting three public dance permits to Percy`Klein, which was read. Upon motion by Kennedy, second by Mrachek, that the said- resolution be adopted as read, and all voting in favor thereof, Pr-esident Lemmon declared the'said resolution duly passed and adopted. Alderman Hass introduced a resolution appropriating $263.80 from the Park Improvement Fund and ordering payment made to Mrs. Ralph Cassidy for purchase of equipment, which wa's read.. Upon motion by Mrachek, second by Fryer, that the said resolution be adopted as .read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Hass introduced a resolution appropriating $374.7-5 from the Park Improvement Fund and ordering payment made to the City'of Rochester for 1943 sprinkling and flushing costs, which was read. Upon motion by Mrachek, second by Yaeger, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kass introduced a re -solution appropriating $3.12 from the General Fund, $41.29 from the Street & Alley Fund, and $490.42 from the Fire Fund and ordering payment made to National Bushing & Parts Co. for miscellaneous supplies, which was read. Upon motion by Kennedy, second by Fryer, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Upon motion by Fryer, second -by Hass, the matter'of having the life net for the Fire Department repaired or -the purchase of a new net was left in the hands of the Fire Committee and the Chief of the Fire Department with power to act. Upon motion by Fryer, second by Kjerner, the amount of $199.00 was appropriated from the General Fund to the Mayor's Contingent Fund. Upon motion by Kennedy, second by Fryer, the meeting was adjourned. City Clerk
