Council .. • of_the City _of Rochester,_ Minnesota, January 2 19 44 Minutes of a regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said City,. on January 2, 1945• President Lemmon called the.meeting to order at 2:.00 o'clock P.M., the following members being present: President Lemmon, Aldermen Fryer, Kennedy, Kjerner, McQuillan, Mrachek, and Yaeger. Absent: None. Upon motion by Kjerner, second by Fryer, the minutes of the meetings of December llth and December 29th, 1944, were approved. The City Engineer's request that $3,000.00* be appropriated from the Sewer Fund and $5,000.00 from the Street and Alley -Fund for use of the Street and Alley Committee, was read and the same was ordered placed on file. The following copies of resolutions adopted by the Sinking Fund Commission were each read and upon motion by Mrachek, second by Kennedy, the same were approved and ordered placed on file: "Be it resolved by the Commissioners of the Sinking Fund of the City of Rochester, Minnesota: That the sum of $15,000.00 be and the said sum is hereby appropriated from the Sinking Fund and ordered paid to the First National Bank of Rochester, Minnesota., for the January 2nd, 1945 maturity of City of Rochester, Light Bonds, Numbers 561 and 575, inclusive." li "Be it resolved by the Commissioners of the Sinking II . Fund of the City of Rochester, Minnesota: That.the sum of $860.45 be and the said sum is j hereby appropriated from the Sinking Fund and ordered paid to the Interest Fund to make same available j for the payment of January 2, 1945 Maturity of interest ij on City of Rochester, Minnesota 5% Light Bonds." The Mayor's emergency order for repairs to the wall, South and West of Silver Lake dam, and also the concrete mat at the base of the said dam, was read and upon motion by Kennedy, second by Kjerner, the same was approved.and ordered placed on file. The Mayor's emergency order given to the City Clerk for the purchase of approximately 9000 gallons of gasoline was read and upon motion by Mrachek, second by McQuillan, the same was approved and ordered placed on file. A communication from the Board of Park Commissioners expressing their appreciation of the cooperation of the Common Council during the past year was read and ordered placed on file. A communication from Mr. Francis J. Magnuson accepting the appointment as City Engineer for the City of Rochester, the same to be effective January 1, 1945 was read and ordered placed on file. ;', The recommendation of the Board of Zoning that the petition of Max Shapiro for a, permit to construct a duplex dwelling on Lot 5, Riege's Addition not granted was read and upon motion by Mrachek, second by Fryer, the same r 1 n U 1 • 1 1 was approved. 0 • Record of Official Proceedings of the Common Council of the City of Rochester, Minnesota, January 2 19L` ?i 371 1 1 u 1 • 1 1 A communication from the Public Health and Welfare Department requestin the approval of a transfer of nurses, so that the supervisor of nursing services will be on the payroll of the Board of Public Health and Welfare, and one of our nurses now on the Board of Public Health and Welfare payroll will be on the Board of Education payroll, was read and upon motion by Fryer, second by Kjerner, the transfer as requested was approved. The Mayor's appointment of E. Harold Vriese as special policeman to serve at the Waters Conley Company was read and upon motion by McQuillan, second by Fryer, the same, was approved. The report of expenditures from the .City Engineers payroll for the month of December, 1944 was read and the same was ordered placed on file. The City Engineers trial balance for the month of December, 1944 was read and the same was ordered placed on file. A -statement of receipts and disbursements from the Park Improvement Fund was read and the same was ordered placed on file. The reports of the Clerk of the Municippl Court for the week ended December 16, 1944 showing total criminal fines and costs collected $273.40, and civil fees received, $1.70; for the week ended December 23, 1944 showing total criminal fines and costs collected $392.95 and conciliation court fees, $1.00; and for the week ended December 30, 1944 showing total criminal fines and costs collected $161.55 and.conciliation court fees $.50, and having been previously approved by the City Attorney, President Lemmon ordered that the same be placed on file. The application of Donald L. Martig for license to sell cigarettes was read and upon motion by Yaeger, second by Kjerner, the license was granted. The applications of Arthur Gray, Mifflin Proud, and Philip C. Patrow for Driver's license were each read and upon motion by Kjerner, second by Fryer, the licenses were granted. The application of John E. Hines for Journeyman Electrician's License was read and upon motion by McQuillan, second by Kennedy, the licenses were granted. The application of Donald L. Martig for license to sell soft drinks was read and upon motion by Fryer, second by Mrachek, the license was granted: The official bond in the amount of $1,000.00 of E. Harold Vrieze with the Fidelity & Casualty Company of New York as surety was read and upon motion by Mra.chek, second by Yaeger, the bond was approved, the surety thereon accepted and it was ordered that the same be placed on file. Alderman Fryer introduced a resolution appropriating $3,000.00 from the is Sewer Fund and $5,000.00 from the Street & Alley Fund for use of the Street.& (Alley Committee, which was read.
