Council • of the City of Rochester, Minnesota; -January .3 ;191�F Minutes'of a regular meeting of the Common Council of the City of ;Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said City on January 3, 1944. President Lemmon called the meeting to order at 2:00 o'clock P. M., following members being present: President Lemmon, Alderman Fryer, Kennedy, Kjerner, Mrachek, Nass and Yaeger. Absent: None. the I Upon Motion by Nas's, second by Kennedy, the minutes of the meeting of December 27, 1943 were approved. President Lemmon stated this as being the time and place set for a !hearing on the vacation of the public alley in Block 30, Original Plat of the it I I4City of Rochester, Minnesota. There was no one present wishing to be heard on lithe vacation of the said alley. i Mr. James O'Connor, President of the Board of Park Commissioners, j:introduced Mr. Hugh Feehan, landscape architect, who presented a plan of the proposed changes of the landscaping in Mayo Park. r I A communication from Irving L. Eckholdt stating that he had accepted lithe appointment to the office of Judge of Municipal Court of the City of Rocheste it Minnesota, Minnesota and had duly qualified, was read and President Lemmon ordered' that same be placed on file. The following claims were read, and upon motion by Fryer, second by I' �I ,Yaeger, the same were allowed and the Mayor and City Clerk were authorized and i directed to draw warrants on the City Treasurer and make payments accordingly: r From the General Fund: Postier & Eggers Co., $3.00; Leo Cronin, $12.90; R. C. Drips Grocer Co., $9.50; Pure Paint Company, $1.57; Universal Motors, $63.72; Yhiting Press Inc., $6.65; C. C. Gray & Sons, $5.00; Municipal Court, $3.20; Henry C. Lindberg, $19.00; Joe Schuster, $19.00; Wm. S. LaPlante, $50.00; 0. J. I. (,Anderson, $120.00; Allied Radio, $5.11; Blakiston Company, $4.00; Peoples Natural Gas Company, $4.66; Peoples Natural Gas Company, $45.84; N. W. Bell Telephone Co., ��$99.00; Community Oil Company, $15.96. From the Street & Alley Fund: N. W. Bell Telephone Company, $17.05; �Hentges Glass Company, $1.00; Alexander Auto Electric Company, $17.91; Morse Brothers, $14- 59; Nelson Tire Store, $. 50; R. C. Ellson for a Driver's License was read and upon motion by Kjerner, second by Mrachek, the license was granted. 1 1 is 1 • . 1 1 LJ Record -of Official Proceedings of the Common Council of. the City of Rochester, Minnesota, January 3 19 44 183 A 1 • 1 1 Th.e reports of the Building, Plumbing and Electrical Inspectors for the month of December, 1943, showing fees for building permits issued, $19.00; fees for plumbing permits issued, $27.00; and fees for electrical permits issued,) $7.50,..were each read, and President Lemmon refferred same to the Finance Committee. The report of the Clerk of the 11unicipal Court for the week ending January 1, 1944, showing criminal fines and costs collected $53.25, civil fees received, $3.05, and conciliation court fees, $2.25.,- was read, and having been previously approved by the City Attorney, President Lemmon ordered that same.be placed on file. ..Alderman Fryer introduced a resolution vacating the alley in Block 30, Original Plat of, the City of Rochester, Minnesota, which was read. - Upon motion by Mrachek, second by Kjerner; that the said resolution be adopted as read, and all voting in favor thereof, P.res.ident.Lemmon declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating $400.00 from the General Fund and ordering payment made to Samuel P. Allen, Attorney representing David Bemel for purchase of Bemel property, which was read. Upon motion by Nass, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kjerner introduced the following resolution which was read-: "WHEREAS, The Honorable Burt Elliott Eaton, Judge of the Municipal Court of the City of Rochester, Minnesota, suddenly passed away on the evening of December 15th, 1943, NOW THEREFORE, BE IT RESOLVED, by the Common Council of.the City of Rochester, in behalf of the people of the city and his fellow servants, that we, in this feeble effort, do hereby recognize his long and faithful service to the community, his unwavering convictions in the adminis- tration of justice, and his willingness to aid in the building of a better city. This city deeply mourns its loss. To his family we extend our sincere sympathy. BE IT FURTHER RESOLVED, That this resolution be spread upon the records of the City of Rochester and upon the records of the Municipal Court and that a copy of this resolution be taken from the minutes of this meeting and presented to Mrs. Burt Elli.ott Eaton and family." Upon motion by Kennedy, second by Kjerner, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Nass introduced a resolution granting four public dance permit to Whitlock Sonnenberg Post, Veterans of Foreign Wars, which was read. Upon motion by Fryer, second by Mrachek, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the • 11 said resolution duly passed and adopted. 184 Record of Official =Proceedings :.of the Com' mori. Alderman Yaeger introduced a resolution appropriating $7,250.00 from thei ii 'Street & Alley Fund and ordering payment made to Thorman W. Rosholt Company for a �,Snogo, which was read. Upon motion by Fryer, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. li i An Ordinance Providing for the Licensing of Plumbers, the Supervision hand Inspection of Plumbing and Sewers and the Enforcement of Minimum Standards ofllI Ilthe Plumbing Code of the City of Rochester, . was given its first reading.
