President Lemmon called the meeting to order at 2:00 o'clock P. M., the ;following members being present: President Lemmon, Aldermen Fryer, Kennedy, I' I�Kjerner, Mrachek, Hass, and Yaeger. Absent: None. Upon motion by Nass,.second by Fryer,_ the minutes of the meeting of 1� ('March 1, 1944 were approved. • I� Mr. L. A.Julin representing the Parent Teachers Council of Rochester ji P. . A. stated that the question of juvenile delinquency had been discussed and the council i Thad recommended the, enforeement of the curfew ordinance. He also stated that it P T.A. w4s the.wish of the./council that a joint meeting of the various organizations in II I; 'the City of Rochester now studying juvenile delinquency meet jointly with the li 1.Common Council. Upon motion by Fryer, second by Kjerner, Mayor Grassle was I ;authorized to call a meeting_of the various organizations for the discussion of (,juvenile delinquency problems, the meeting to be held in the council chambers at � the City .Hall. i Dr. G. P. Sheridan presented a Red Cross citation in tribute to the .,outstanding record of -the citizens of Rochester and surrounding vicinity in the ! �recent blood plasma campaign which Mayor Paul A. Grassle accepted in behalf of the City of Rochester and the Common Council. it I' Erwin L. Briese, Secretary of the Chamber of Commerce, also presented I' ,ito Dr. J. S. Lundy, blood plasma and first aid chairman of the county, a citation by the Red Cross in recognition of the cooperation _of the county chapter in the I' j,recent blood, plasma campaign. Dr. Lundy announced that -on March 20th to 23rd thel r, ;mobile blood donor's unit will return to Rochester. IA request by the Union National Bank to substitute $30,000.00 U. The recommendation of the Police Civil Service Commission that Wm. B. A notice from the League of Minnesota Municipalities of.Municipal Short Courses to.be held at the University of Minnesota was read and ordered placed on file. A notice by Leona Rucker of injury from a fall in.f:ront of the building at 116 First St. N. W. and a claim` for damage in the sum of $15�OOQ.00 "and :also the claim of George Rucker in the amount of $6500, were each read and upon motion by Kennedy, second by Fryer,,the same were referred to the City Attorney.. The ,City Engineer's Trial Balance for the month of February, 1944 was read and the same was ordered placed on file. The report of expenditures .from the City Engineer's Payroll .for the r month of February, 1.944 was read and the same was ordered placed on file. The.statement of receipts and disbursements in the Park Improvement. ;r Fund during the month of February, 1944 was read and the same was ordered placed on file. The report. of the City Weighmaster for the month of February, .1944 showing 232 loads weighed and receipts of $23.20 was read and President Lemmon. referred -same to the Finance Committee. The reports of the Clerk of the Municipal Court for the week ending February 19, 1944, showing criminal fines and costs collected.$74.20, civil fees' received $.25, and conciliation court 'fees $1.25; for the week ending February 26-, 1944, showing criminal fines and costs collected $105.20, civil fees received . $.25; for the week ending March 4, 1944 showing criminal fines and costs collected $509. 39, civil fees received $1.70, and conciliation court fees, $1.00; and for the week ending February 12, 1944, showing criminal fines and costs collected $135.80, civil fees received, $2.05, and conciliation court fees, $4.25, were each •q. read, and having been previously approved by the City Attorney, President Lemmon ordered that same -be placed on file. The report of the S.treet and Alley Committee that the residents on Third Street Southwest between Seventh and Eighth Avenues did not wish to, have the street barricaded but that the said.str.eet be sanded during icy periods and that sand had been applied by the Engineer's Department, was -read and President Lemmon ordered that same be placed on file. The following claims were read, and upon motion by Yaeger, second by. Fryer, the same were allowed and the Mayor and City Clerk were.authorized and direct4d to.draw warrants on the City Treasurer and make payments accordingly: From the General Fund: N. W. Upon motion by Nass, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof., President Lemmon declared the said resolution duly passed and adopted. _ Alderman Mrachek introduced a resolution appropriating $217.60 from the General Fund and ordering payment made to City of Rochester, Public Utilities.for steam,heat for city hall, which was read. Upon motion by Kennedy, second by Kjerner, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Nass_introduced a resolution appropriating $16.00 from the General Fund, $2.00 from the Street & Alley Fund, and $3044.50 from the Lighting Fund, and ordering payment made .to the City of Rochester, Public Utilities for _ electricity, which was read.. Upon motion by Mrachek,, second by Yaeger, that the said resolution be 9.dopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted.. Alderman Na.ss introduced a resolution authorizing the City Treasurer to elease securities deposited as collateral and accenting replacements from the ]Union National Bank, which was read. I� Upon motion by Kennedy, second by Yaeger, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the II said resolution duly passed and adopted. An Ordinance entitled, "An Ordinance Providing for the Licensing of Plumbers, -the Supervision and Inspection of Plumbing and Sewers and the Enforcement of Minimum Standards of the Plumbing Code of the City of Rochester, "i was given its third and final reading. Upon motion by Mrachek, second by Nass, that the said Ordinance be adopted as read, and all voting in favor thereof, President Lemmon declared the I said ordinance duly passed and adopted. An Ordinance amending and Ordinance entitled "An Ordinance Providing for the Formation and Govennment of the Fire Department of the City of Rochester Minnesota," was given its first reading. Upon motion by Fryer, second by Kennedy, and upon roll call all voting in favor thereof, the rules were suspended and the said ordinance was given its second reading. II' Upon motion by Mrachek, second 16y Yaeger, and upon roll call all voting' in favor thereof, the rules were suspended and the said ordinance was given its third and final reading. Upon motion by Fryer, second by Kennedy, that the said ordinance be I' adopted as read, and all voting in favor thereof, President Lemmon declared the said ordinance duly -passed and adopted. An Ordinance entitled, "An Ordinance Regulating Public and Private I Ambulances, Operated in the City of Rochester; Providing for Minimum Equipment of Such Ambulances and First -Aid Service Therein; Prohibiting Operation Without a Permit From the City Health Officer, and Providing Penalties For Violation Thereof," was given its first reading. i Mr. Knute Olson, City Assessor, appeared at the Council meeting and asked permission that he and his two deputies attend the short course for I Assessor's to be held on March 23rd to 25th,.inclusive, in the Center for Continuation Study at the University of Minnesota, and upon motion by Yaeger, second by Kjerner, they were authorized to attend the said school at City expense. Upon motion by Yaeger, second by Mrachek, Garnet Spring, Building I. Inspector ,was authorized to attend a Plumbing school to be held at the Continuation I �I Center of the University of Minnesota on March 20, 1944. Desmond B. Hunt,-. City Atto-rney., gave a report on the meeting of .the state wide pension committee held in Minneapolis.on February 25, 1944. Upon motion by Fryer, second by.Mrachek, the meeting was adjourned until March 15, 1944 at 7t 30 o o clock P.- M. City Clerk I
