I. President Lemmon called the meeting to order at 7:30 o'clock P. M., thel (following members being present: President Lemmon, Aldermen Frrer, Kennedy, Kjerner, Mrachek, Nass, and Yaeger. Absent: None. Upon motion by Nass, second by Kjerner, the minutes of the meeting of March 6, 1944 were approved. �. • The recommendation of the Street and Alley Committee and the City Engineer that the City advertise for bids for the purchase of approximately 15 cars of Cutback Asphalt or Tarvia to be used on streets during 1944, the City ��Engineer'e estimate of cost and quantity being 150,000 gallons ® 610 per gallon, I!$9,750.00 was read and ordered placed on file. The application of Harvey Firkelson for a drivers license was read and I�upon motion by Mrachek, second by Yaeger, the license was granted. The following claims were read, and upon motion by Yaeger, second by ;.Fryer, the same were allowed and the Mayor and City Clerk were authorized and ,directed to draw warrants on the City Treasurer and make payments accordingly: li From the General Fund: W. Alderman Kennedy introduced .the:.:fo116eving resolution canvassing the returns of the Charter Election of March 14, 1944i "Be it resolved by the Common Council of the City of Rochester, Minneso That the following is a tabulated statement and list of the number of votes cast for each person at the Charter Election held March 14, 1944, in the City of Rochester, Minnesota, as determined by said Common Council, on the, '' canvass of the returns ofsaid election made the 15th day of March, 1944; the said statement is hereby declared to show the result of said election. Lemmon is hereby declared to be elected to the office of Alderman at Large -of said City, at the Charter Election held March 14th, 1944,.to hold office for two years and until his successor is elected and qualified; That Theo. H. Tollefson is hereby declared to be elected to the -office of City Treasurer of said City, at -the Charter Election held March 14th, 1944, to, hold office for one year and until his successor is elected and qualified; That Irving L. Eckholdt is hereby declared to be elected to the office of Municipal Judge of said City, at .the Charter Election held March 14th, 1944, tc hold office for four years and until his successor is elected and qualified; That S. Smith Fryer is hereby declared to be elected to the office of Alderman of the First Ward of said City, at the Charter Election held March 14th, 1944, to hold office for two years and until his successor is elected and qualifie That .Geo. Hentges is hereby declared to be elected to the office of Justice of Peace of the First Ward of said City, at the Charter Election held March 14th, 1944, to hold office for two years and until his successor is elected and qualified; That there is hereby declared to be a tie vote for Constable of the First Ward of said City; That Austin A. I14th, 1944, to hold office for two years and until his successor is elected and qualified; I, That Mrs. Malcom Hargraves is hereby declared to be elected to the office of School Commissioner of the Third Ward of said City, at the Charter Election held March 14th, 1944, to hold office for two years and until her successor is elected and qualified; Upon motion by Fryer, second by Kjerner, that the said resolution be Ii 'adopted as read, and all voting in favor thereof, President Lemmon declared the ;said resolution duly passed and adopted. 'I 1; Dr. George M. Higgins and Dr. William Mac Carty, members of the school �iboard of district No. 8, were present during the canvassing of ballots. I Alderman Nass introduced a resolution appropriating $202.50 from the General Fund and ordering payment made to the Rochester Post Bulletin for pub- lishing dog lists, proceedings and ordinances, which was read. Upon motion by Fryer, second by Kennedy, that the said resolution be �'adopted as read, and all voting in favor thereof, President Lemmon declared the Isaid resolution duly passed and adopted. ` Alderman Kjerner introduced a resolution appropriating $463.75 from the ;General Fund and ordering payment made to B. Amundsen for paint for traffic �isigns, which was read. i �I Upon motion by Kjerner, second by Nass, that the said resolution be 1 'adopted as read, and all voting in favor thereof, President Lemmon declared the lsaid resolution duly passed and adopted. j 1 CJ 1 • 1 J 0 as Record of Official Proceedings of the -Com' mori Council 2 1_ of the City of Rochester, Minnesota, March:: .15 19 44 1 I .Alderman Fryer introduced a resolution ordering bids for road oil for the 1944 season.which was read. Upon motion by Kennedy, second by Yaeger, that the said resolution be adopted as read,: and.all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Upon motion by Mrachek, second by Fryer, the sum of $6915.03 was ordered transferred from the Sewer Fund to the.General Fund in payment of amounts due the General Fund from the Sewer Fund. Upon mo.tion by Fryer, second by Kjerner, the amount of $12.94 was ordered transferred from -Code 3 of the Bridge Fund to Code 1 of the Bridge Fund., Upon motion by Fryer, second by Kennedy, ,the amount of $190.02 was ordered paid from •the General Fund, .Code -18 to' take up overdraft in Code 25 of the General Fund. Upon motion by Kjerner, second by Nass,- the amount of $.86 was orderer transferred from Code 1 of the Sinking Fund to Code 18 of the General Fund, also tb.e amounts of $3371.67, $625.47 •and $107.56 were ordered transferred from Code 1 of the Street and Alley Fund to take up overdrafts -in Codes 2, 4, and 5 of the said Street and Alley Fund. Upon motion by Fryer,• second by Kennedy, the mee-ting was adjourned until 7:30 o'clock P: M., March 27, 1944. City Clerk
