i' Minutes of the Annual Meeting of the Common Council of the City of
Minnesota, held in the Council Chambers, in the City Hall, in
;Rochester, said

President Lemmon called the meeting to order at 2:00 o'clock P. M., the !'
'following members being present: Lemmon, Fryer, Kennedy, Kjerner, McQuillan,

Mrachek, and Yaeger. Absent: None.
Upon motion by Fryer, second by Kennedy, the minutes of"the meeting of
,March 27, 191+4 were approved. I.

President Lemmon introduced Mayor Grassle, who in an address to the
i
members of the Common Council and -others present welcomed Alderman McQuillan to
i'
the Council and expressed to the other members his appreciation of the cooperation
�Ihe had had in the past and recommended that changes be made in the police depart-!
ment by setting up a separate detective department under the Chief of Police with!
I
salaries based on the fact that detectives are subject to call at any time. He
also recommended that an assistant to the -Juvenile Officer be employed. He
further
stated that Council members had recommended an increase in the cost of
!'living bonus of $5. 00 but no change in salaries.
Mayor Gra.ssle then announced the following appointments to the various

I. boards: T. H. Johansen as a member of the Public Utility Board; Dr. L. A.
',', Bruns tang as member from the First Ward, of the Park Board; Dr. A. E. Brown and �
'land Mrs. Percy Smith as members of the Board of Public Health &: Welfare; Carlton
iWagoner as member of the Zoning Board; Dr. Mark J. Anderson and Henry C.
ILaufenberger as members of the Music and Band Committee; and Arthur J. Osman as
,member of the Police Civil Service Commission; and P. F. Donovan as Weed Inspector.

President Lemmon then spoke and also welcomed Alderman McQuillan to the 11
,,Council and thanked the Aldermen and appointed.officials for their services in
the past. He complimented the Council members on the manner in which the businesi
:,had been handled by them in past meetings. President Lemmon then announced the

Alderman Fryer introduced the following resolution, which was read:
"WHEREAS, It is- deemed expedient and necessary that *the Common Council
of the City of Rochester, Minnesota, adopt rules of order for the conduct of its
business, and
WHEREAS, A copy of Robert's Rules of Order (revised) of the 191-5
Copyright, is before this Common Council:
SO- THEREFORE, Be it resolved .by the Common Council of the City of
Rochester, 'Minnesota:
That the said Robert's Rules of Order be adopted by this Common Council
as rules of order for the -conduct of its busin•ess.11
.Upon .motion by. Fryer, second by Kjerner, that the said resolution be'
adopted as read, and all voting in favor thereof; President Lemmon declared the
said resolution duly passed and adopted.
Alderman Kennedy introduced the following resolution, which was read:
"Be it•resolved .by the Common Council of -the City of Rochester, Minneso--
That the said Common Council of the City of Rochester, Minnesota, hereb3
ad6pts the following rules and regulations,for the order.of business of said
Common Council:
1. Roll Call. The Roll call of the Common Council shall be had and
taken in its alphabetical -order according to the names of the members, except thai
the name of the President of the Common Council shall be called only at the first
roll call of each meeting and then after that, at -that meeting, only in case of a
tie vote when his name shall be called and vote taken after the expression of
each of the other members of said Common Council, or when a 5/7 vote is- required.
2. Reading and approval of the minutes of the preceding meeting.
j: At first meeting, the appokntment of officers and committees.
4. Public hearings.
5. 'Reading of petitions and communications.
6. Reports of committees. All reports of committees shall hereafter
be made in writing, unless ordered otherwise by said Common Counci-1.
7. Unfinished business.

Upon .motion by•'Mrachek,• second by Kennedy, that the said resolution be
adopted as read, and all voting in favor thereof, President -Lemmon declared the
said resolution duly passed and adopted.
The application of F. R.-Finch for reappointment .to the office of City
Clerk was read, and upon motion by Fryer, second by Kjerner, F. R. Finch was
appointed City Clerk for the ensuing official year.
The application of Arleigh C. • Smith for Eeappoint•men-t to- the office of
City Engineer was read; and upon motion by Fryer, second by Kjerner, Arleigh C.
Smith was appointed City Engineer for the ensuing official year..

The recommendation of tine City Engineer that•lj men be employed to work
2172 hours per year, 10 days.sick leave per year to be allowed, which can be

The report of the Fire Committee to the Mayor and the Common Council,
dated July 20, 1942, which recommended that the Firemen do no painting on the
interior or exterior of the fire hall or upon_ apparatus, and that the work be done
by painters if the amount of same exceeds $15.00 and upon motion by Fryer, second
by Kennedy, the report was approved and ordered placed o.n file.
The following appointments to the Plumbing Board submitted by Garnet
Spring, Plumbing Inspector, were read and upon motion by Fryer, second by Kjerner,
the.same were approved: T. H. Johansen and Reidar Pederson.

and President Lemmon ordered that same be placid on file.
A statement of receipts and disbursements in the Park Improvement Fund
and the Annual Report of the Board of Park Commissioners were each read and unon
motion by Fryer, second by Kennedy, the same were accepted and ordered placed on
file.
The Annual Report of the City Engineer i7asread and upon mots -on by

of the Police Department of the City of Rochester, Minnesota,
hereinafter named be and the same are hereby fixed set and
allowed as follows during the ensuing official year:
Chief of Police $3000.00 per year
Ass't Chief of Police $2290.00 per year
Ass' t to the Chief in charge
of the Police Dept, records $2100.00 per year
Captains, each $2100.00 per year
Desk Sergeant, each $1920.00 per year
Detectives, each $1920.00 per year

Rochester, Minnesota, hereinafter named, be and the same is
hereby fixed, set and allowed as follows, during the ensuing

Department, each $2290.00 per year

Drivers of fire apparatus $1800.00 per year
Firemen with former experience,

An Ordinance regulating public .and private ambulances, operated in .the
City of_Rochester; providing for minimum equipment of such ambulances and first
aid service therein; prohibiting operation without a permit frcm.the,City .Health
Officer and providing penalties for violation thereof, was given its second

Upon motion by Fryer, second by Kjerner, Frank Harrington was appointed
to fill the unexpired term of Wm. C. Schacht on the Firemen's Civil Service
Commission.

The reports of the Building end Plumbing Inspector for the month of
