Minutes of an adjourned regular meeting of the Common Council _of th'e
City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in
said -City on April 24, 194.4._
President Lemmon called the meeting to order at 7:30 o'clock P. M., the
following members being present: Lemmon, Fryer, Kennedy, Kjerner, Mcgtillan,
Mrachek, and Yaeger. Absent None.
Upon motion by Mrachek,'second by Yaeger, the minutes of the meeting
held. April 10, 1944 were approved.
Mayor. Gr.assle introduced Mr. Walter H. Wheeler, Consulting Engineer, who
briefly stated hip experience..in bridge design ,and engineering.and asked to be
considered when .the City prepared plans -and specifications for the proposed bridge
project over the.Zumbro River connecting 2nd Street Southeast and 3rd Avenue
Southeast. Mr. Wheeler was requested to furnish a.letter stating his fees,
eferences and the services he would furnish in preparing plans, specifications,
etc. for the proposed bridge project.
The proposal of the R-ochester.Dairy Cooperative to enter into an a.greeme
it
ith the City of Rochester to assume and -pay whatever percentage of damages that a� id
mpar-tial commission may.determine to have been -caused from waste entering the II
City Sewage System from the new milk dehydration plant was read and upon motion by
Fryer, second by -Kennedy, the City Clerk was instructed to notify the President
and Manager of th-e Rochester Dairy Cooperative -and their attorneys, that the '
Council wished to meet with.them at the meeting* -to be held on May 1, 1944 at 2:00
clock P. M. , to discuss the question of the disposal of waste from the new
dehydration plant. and to arrive at some definite settlement, if possible..
A request from the Rochester Fire Department. Relief. Association that. the
Common Council approve.a loan for $2300.00 to Clifford E. Kupal was read and the
same was referred -to the Finance Committee for.a report at the meeting on.May,l,
1944.
The recommendation of the Police Civil Service -Commission that William
Toomey be employed temporarily as a patrolman without previous experience was
ead and upon motion by.Kjerner, second by Fryer, the same was approved.
The Mayor's appointment of Harold Vrieze and Ora Ackerman and the re
ppointment of H. C. Cooper, Scott Jenkins, John Leng, Carlton Griffin_, Joseph
arroll, Lewis Lebeck and Oscar Frogner as special policemen for duty at the

ame were approved.
The request of William B. Shinn for Leave .of absence from his_ duties an

An agreement between the Board of Education and the Board of Public 11
Health and. Welfare of the City' of Rochester that the Board of Education will pay II
'Mrs. Charlotte.Douglas,-'secretary in the nurses' office, a salary of $66o plus !
!cost of living allowance of $120, and the Board of Public Health and Welfare $600

August 1, 1944, was read and ordered placed on file. -
The assignment of collateral covering the deposit of -City funds in the
,First National Bank of Rochester was read and the same was ordered placed on file.
II The assignment of collateral covering the deposit of City funds in the
,Union National Bank of Rochester was read and the same was ordered placed on file.;
�j The recommendation -of the Police Committee that the following rates be j
charged for rental of the Community Room in the City Fall, $3.00 per meeting
without the use of the kitchen, and $4.00 per meeting when -the -kitchen is used,
also that the assistant custodians be paid $1.50 per meeting on -week days and
$2.00 per meeting on Sundays and holidays, was read and upon motion by Kennedy,
second by McQuillan, the same was approved and ordered placed on file.

The reports of the Clerk of the Municipal Court for the week ending
April 15, 1944, showing crimi'nal fines and costs collected $351.20, civil fees
received $2.70, and conciliation court fees, $3.00 and for the tn.eek ending
April 22, 1944 showing criminal fines and costs .collected $208:00 and conciliation
court fees, $1.00, were read and having been previously approved by the City
Attorney, President Lemmon ordered that same, be -placed on file.
The official bond of Harry N. Tompkins in the sum of'$1000.00 with the
Fidelity and- Casualty Company of New York as surety, Walter E. Zierath in the sum
of $500.00 with the Hartford Accident.and Indemnity Company as surety, and the
license bond.o.f Wm..Hagedorn in the sum of $1,000.00 with the Western Surety
Company as surety, were each read ,and upon motion by.Mrachek•, second by McQuillan,
the bonds - were approved, the surety thereon accepted- and it was,ordered that same
be placed .on file.
The applications for.license to sell soft drinks of Leo A. Hennum, L. N.
kstrand, Josephine L. Kaiserlik, .Paul. M. White, Keiter, Grocery, Emanual Kostakes,
eonard J. Broich, Kenneth L. Vail, Caryl C. Zeller, Clarence R. Hutchinson, Carl
. Fjerstad, F. H. Coors, were each read and upon motion by Kjerner; second by
ennedy, the licenses were granted.
The applications for license to sell cigarettes of F. H. - Coors, Carl P.
Fjerstad, Josephine L. Kaiserlik, C. R. Hutchinson(2), Caryl C. Zeller, Kenneth L.
Vail, Leonard J. Broich, Paul M. White, Gordon Reynolds, Weber & Judd Company(2),
' C. R. Brown and Brumm and White, were each read and upon motion by Fryer, second
by. Kennedy, the licenses vere granted.'

Upon motion by Kjerner, second by Mrachek, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Kennedy introduced a, resolution appropriating $71.20. from the
Gen.eral Fund, $2.00 from theSt. St. & Alley Fund and $2529.90 from the_ Lighting Fund
and ordering payment made to City of Rochester, U.tility Department for power,
water and. electric, which was read. -
Upon motion by Yaeger, second by.Mrachek, that the said resolution be
adopted as read, and all voting in favor- thereof,,President Lemmon declared the
said resolution duly passed and adopted.
Alderman Kjerner introduced a resolution appropriating $3149-.25 from the
St. & Alley Fund And ordering payment made to. General Fund for gasoline: furnished
St. & Alley Dept.., which was read.
Upon motion by Kennedy, -second by Yaeger, that, the said resolution be
adopted as read, and all voting in favor thereof, President. Lemmon declared the
said resolution duly passed and adopted.
Alderman Kjerner introduced a -.,resolution appropriating $1400.00 from the
Park Improvement Fund and ordering payment made.to;City of Rochester, Utility Dept
for steam.heat for auditorium, which was read.
Upon motion by.Fryer,.second by McQuillan,.that the said
resolution be
adopted as read, and all voting in favor thereof, President Lemmon
declared the

equested by OCD in.- the amount of- $5000.00 the same to be purchased from the Fire-
rotection Fund.
The City Attorney reported that all -ordinances were noii ready to be
ound in some type of a binder and the matter was left in the hands ,of the City
'attorney and City. Clerk to select the binder to. be used.
