President Lemmon called the meeting to order at 2:00 o'clock P. M., thel i lifollowing members being present: Lemmon, Fryer, Kennedy, Kjerner, McQuillan, l,Mrachek, and Yaeger. Absent: None. Upon motion by Mrachek, second by Kjerner, the minutes of the meeting of May 19, 1944 were approved. I Dr. Boyd S. Gardner appeared before the Council and urged that they consider moving the new disposal plant to a location further away from lands ccupied by the residents of the Northern part of the City of Rochester. He stated that the present plant was now a nuisance to the residents in the Northern part of Rochester and also to people using the Silver Lake Park, and hoped that if and when a new plant is constructed this nuisance can be eliminated. Two members of the Hawthorne Men's Club were present at the meeting and requested that a man be stationed from 9:00 A. M. until 12:00 noon, at the inter - !'section of 91 Street Southeast and South Broadway to direct traffic while I children from Southeast Rochester are crossing Broadway on their way to the IMunicipal swimming -pool. President Lemmon referred the matter to the Chief of i !Police, the Mayor, and the Police Committee with power to act. A communication from the Rochester Fire Department Relief Association requesting the approval of the following loans on real estate was read and ordered +Iplaced on file: Edgar L. Van DeWalker, $400.00 © 5% interest; Fred L. Lund, I,$3500.00 CAS 4% interest; John Ryan, $1500.00 (3 4% interest; and C. E. Ginther, I$5500.00 4% interest. Also a report of the Finance Committee recommending that the loan to 4r. Van DeWalker in the amount of $400.00 and also the loan to John Ryan for 51500.00, was read and upon motion by Mrachek, second by Fryer, the same were tppro v ed. A request by Mr. and Mrs. Ludwig Klingsporn to have a sidewalk ,onstructed on the west side of Lot 18, Block. 27, Northern Addition, wa.s read ind President Lemmon referred the same to the Street & Alley Committee and the Jity Engineer. The appointment of Austin A. Kennedy, Carl B. Kjerner, and John A. Yaeger, is members of the Board of Equalization by J. T. Lemmon, President of the Common council was read and the same was ordered placed on file. 1 1 • 1 1 0 Record- of Official -Proceedings of . the Common Council 26-9 of the City of Rochester, Minnesota, June 5 lg 44 A recommendation by the_Rochester and Olmsted County Public Safety Council that the City employ competent engineers to make a traffic survey in the City was read and also a letter from the National Safet-y Council addressed to Mr. H. N. Tompkins, -Chief of Police, which offered the services 'of Mr. Earl J. Reeder, chief traffic engineer of the said organization to .assist in determining just what should -be done in connection -with the proposed survey. Upon motion by Fryer, second 'by Kennedy, the offer of -Mr. Reeder was accepted and -the' Chief of Police..was authorized to notify Mr. Reeder of. the Council's action. A request by the Board -of Park Commissioners t1fat the Common Council approve -the fo-llo-wing rates- to be paid employees at the swimming pool was read ,:9 and upon motion by Mra'chek, second by Kennedy the- said rates were approved: 2 Life -Guard:s at $110.00 a month. each 2 Life Guards at $100.00 a month each 1 Men's Bath House Attendant at $100.00 a month 2 Ladies' Bath House Attendants at $100,00 a month each 1 Ladies Bath House Attendant at $9.5.00 a month 1 Cashier at $100.00 a month A'resolution adopted by the Board of Park Commissioners requesting the �ommon Council to take immediate steps to purchase the A. J. Mohlke property at 219 East'Center Street was read and the same was ordered placed on file. The request of the Park Board that the Common Council reimburse the Par Improvement Fund in the amount of approximately $925.00 for repairs on the Mayo Civic Auditorium, was read and upon motion by Mrachek, second by Kennedy, the same was approved. The report of Chief of Police, H. N. Tompkins, that L. S.' Anderson, roprietor of Anders,on.'s Bar and Cafe had been arrested and found guilty of selling to minors, was read and also his recommendation that Mr. Anderson's license be revoked. Upon motion by Kennedy, second by Kjerner, and u-pon roll.call nd .all voting in favor thereof, the report was accepted and the license was I. r der ed revoked. Upon motion by 1.11rachek, second by Fryer, the City Engineer was authorized to attend the traffic school to be held at No-rthwest.ern University, Chicago, Illinois, his expenses to be paid from City funds. The application of Donald Twentyman for license to ,sell non -intoxicating malt liquors "Off Sale" was read and upon motion by Kjerner, second by Kennedy, the license was granted. The applications of Donald Twentyman and Herbert Thienell for license to sell non -intoxicating malt liquors "On Sale" were each read and upon motion by Mcuillan, second by Mrachek, the licenses were granted. The applications for license to sell cigarettes of Don Arenz, Swarts Grocery, Snack Show, The Lunch Box Company, Hattie Nitey, Keiter Grocery and Hotel IIr thur 1*,' -' were -each read and upon motion by Kjerner,' second by Fryer, the licenses 270 Record , of Official.. Driver's License was read and President Lemmon referred the same to the Chief of Police and the License Committele with -power to act. The application of P;onte*W. Bingham for a Driver's License was read and upon motion by -Fryer, second by Kennedy', the license was granted. The application of Leo Nietz for a Journeyman's Electricians License as read and upon motion by Yaeger, second by McQuillan, the license was granted. The application of the U. S. Fireworks Company for a license to exhibit ae fireworks show was read and upon motion by Mrachek, second by Fryer, the 1cense was granted. The application of Kris Nielson for permission to move.a grain bin was ead and upon motion by Kennedy,•second by McQuillan, permission was granted. The applications of Henry T. Maass-, Joe 1�,icGovern and Joseph Lynaugh for Durneyman Plumber's License were each read and upon motion by Kjerner, second by Kennedy, the licenses were granted. The application for a permit to place and maintain a sign of Wilber IFruit & Vegetable Exchange was read and upon motion by Fryer, second by Yaeger, the permit was granted. I: The .applications for license .to sell sof t drinks of Eunice Swa.rts, I IlDonald G. Twentyman(2), Hattie Nitey and Donald Arenz, were each read and' upon motion by Fryer, second by Kjerner, the licenses ,•sere granted. II The official bonds of lairs. Mabel Fountain in the sum of $500.00 and the bond of L. A. Kepp in the sum of $1000.00 with the Fidelity and Casualty Company )f New York as surety, were each read, and upon motion by Mrachek, second by Frye? ;he bonds were approved, the surety thereon accepted, and it was ordered that same )e placed on file. The reports of the Clerk of Municipal Court for the week ending May 20, .944 showing total criminal fines and costs collected $253.60, civil fees received )4.50 and conciliation court fees $2.25; for the week ending May 27, 1944 showing total criminal fines and costs collected $520.95, civil fees received $.35; and :onciliation court fees $2.50; and for the week ending June 3, 1944 showing total .riminal fines and costs collected $304.60, civil fees received $2.85,. and :onciliation court fees $2.00, were each read and having been breviously approved iby the City Attorney, President Lemmon ordered that same be placed on file. The report ob the Building and Plumbing•Inspector showing building, permits issued $11.00 and• plumbing.permits issued' $44.00, was read and President Lemmon referred same to the. Finance- Committee. The report of the Electrical Inspector showing electrical permits issues $29. 25 was read and President Lemmon referred same to the Finance- Committee. Alderman -Fryer introduced a resolution granting 4 public dance ,permits tQ the,Veterans of Foreign Velars, which was read. Upon motion by Yaeger, second by Kennedy, that the said resolution be adopted as, read, and all, voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution.granting a public dance permit to Percy ,Klein, which wa.s -read. Upon motion by Kjerner, second by Mrachek, that the said resolution be adopted as read, and. all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating.$1076.50 from the General Fund and. ordering payment made to. C. 0. Brown Agency for insurance, which 11 was read,. Upon motion by Yaeger, second by Kjerner, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed. and adopted. Alderman Kennedy introduced a resolution appropriating $242.73 from the General Fund and ordering payment. made to -Herbert G. Knopp for general insurance, which was read. Upon motion. by Fryer, second by Kjerner, that -the said resolution be adopted as read, and 'all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted.. Alderman Kennedy introduced a resolution appropriating $235.55 from the General Fund and ordering payment made to.Spencer 141. Knapp for general insurance, which was .read. Updn.motion- by. Mrachek, second. by Yaeger, that the said resolution be adopted as read, and all voting in favor -thereof, President Lemmon declared the ;said resolution,duly passed and. adopted. Upon motion by Pdrachek, second by Fryer, the City Clerk was instructed to notify the Pillsbury Engineer that their contract was terminated with the above payment. II I Alderman Kjerner introduced a resolution appropriating $190.76 from �i the General Fund,2.00 from the St. & Alley Fund, $5.60 from the Fire Protection. Fund and $2361.06 from the Lighting Fund and ordering payment made to City of I Rochester, Public Utility Department for power, electricity and water, which was read. Upon ',notion by 141rachek, second by McQuillan, that the said resolution be adopted as read, and all voting in favor. thereof, President Lemmon declared I the said resolution duly passed and adopted. Alderman McQuillan introduced a resolution appropriating $572.59 from the Street & Alley Fund and ordering payment made to Morse Brothers for C. P. Runl which was read. Upon motion by Fryer, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Mcquilla.n introduced a resolution appropriating $1623,99 from the Park Improvement Fund and ordering payment made to the General Fund for insurance, which was rea.d. Upon motion by RcQuillan, second by Kjerner, that the said resolution bi adopted as read, and all voting in favor thereof, eresident Lemmon declared the said resolution duly passed and adopted. Alderman Mrachek introduced a, resolution appropriating $1117.85 from the General Fund and $636.70 from the St. & Alley Fund and ordering payment made to the Street & Alley Fund for use of equipment, which was read. Upon motion by Yaeger, second by McQuillan, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kjerner introduced a resolution appropriating $6551.12 from the Park Improvement Fund and ordering payment made to A. J. Mohlke for purchase of property at 218 East Center Street, which was read. Upon motion by Fryer, second by -Kennedy, that the said resolution be ,� adopted as.read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Mayor Paul A. Grassle read a detailed report bn the inspections made by the -City officials of seder disposal plants at Waterloo and Cedar Rapids, Iowa. President Lemmon requested that the Mayor's report be made a part of the records �i a.nd placed on file in the City Clerk's office. II Alderman Mrachek stated that there were certain pie;es of old equipment in the Engineer's department which could be sold at this time and the matter was i I h left in the hands of the Street & Alley Committee and the City Engineer. Chief of Police, Harry N.
