HomeMy WebLinkAbout10-02-1944Record of Official Proceedings of the Common Councils 329 of the City of Rochester, Minnesota, October 2.. 19 `44_ 1 1 1 1 11 Minutes of a regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said City, on October 2, 1944. President Lemmon called the meeting to order at 2:00 o'clock P. M., the following memebers being present: President Lemmon, Aldermen Fryer, Kennedy, Kjerner, McQuillan, Mrachek, and Yaeger. Absent: None. Upon motion by Yaeger, second by Kjerner, the minutes of the meeting of September 18, 1944 were approved. President Lemmon stated this as being the time and place set for a hearing on bituminous treatment on 8th Avenue Southeast from Fourth Street Southeast to 245 feet South. There was no one present wishing to be heard on the bituminous treatment of said street. President Lemmon stated this as being the time and place set for a hearing o.n the construction of a sanitary sewer and water main in Third Avenue Northwest from the present hydrant to approximately 700 feet North. Four residents interested in either a water main only or the constructioA of a sewer appeared at the meeting and after discussing the matter the Water Committee made a verbal report recommending that a water main be constructed as advertised in the said hearing. The matter of constructing a sanitary sewer was referred to the City Engineer to prepare an estimate of cost of a sewer connected to the present sewer system. President Lemmon stated this as being the time and place set for receiving and opening bids for Frequency Modulation Two -Way Radio Communication equipment for.the Police Department of the City of Rochester, Minnesota. The following bids were rece ved and read at this time: Galvin Manufacturing Corp., $2,665.00.; and General Electric, $3,270.00. The bids were referred to the Chief of Police for tabulation and recommendation. The resignation of William S. LaPlante as Special Municipal Judge for the City of Rochester was read and upon motion by Kennedy, second by Yaeger, the same was approved and ordered placed on file. ,.The City Engineer's estimates of cost of bituminous treatment on the following streets, avenues and alleys were each read: The North and South Alley in Block 39, Original Plat, $158.,4.0; Eighth Avenue Southeast from 4th Street Southeast to 245 feet South, $147.00; the North and South Alley in Block 35, . Original Plat, $158.40; Twelfth Avenue Southwest from 7th Street Southwest , south to the City limits, $85.20; and a watermain in 3rd Avenue Northwest from the present hydrant to approximately 700 feet north, $1,500.00. Grassle, in regard to a survey involving a study of Jlparking problems as well as traffic on local streets or 'proposed streets not Il!included in the trunk highway system, in which it was stated that the City of I ;,Rochester should pay one-fourth of the expense of same, and requested that the City furnish a copy of a resolution approving the City's share of financing the project, was read and the same was ordered placed on file. The license bond of George H. Popple in the amount of $1,000.00 with the National Surety Corporation as surety was read and upon motion by Mrachek, second by Kennedy, the bond was approved, the surety thereon accepted and it was ordered that the same be placed on file. The report3 of the Clerk of the Municipal Court for the week ending September 16, 1944 showing total criminal fines and costs collected $345.30, civil fees received $8.85, and conciliation court fees $1.75; for,the week ending September 23, 1944 showing total criminal fines and costs collected $297.65, civil fees received $1.60, and conciliation court fees $2.25; and for the' week ending September 30, 1944 showing total criminal fines and costs collected $409.47, civil fees received $2.4o, and conciliation court fees $1.50, were each read and having been previously approved by the City"Attorney, President Lemmon ordered that the same be placed on file. The Health Officer's Lockup Inspection Report of. September. 8, 1944 was read and the same was ordered placed on file. The report of the Building Inspector that the Fire Tower is in a deteriorated and unsafe condition was read. and the same was ordered placed on file The statement of receipts and disbursements in the Park Improvement Fund for the month of August., 194,4 was read and the same was ordered placed on file. Alderman Fryer introduced a resolution orderingthe first hearing for bituminous treatment on the North and South Alley in Block 35, Original Plat, of the City of Rochester, which was read. Upon motion by Kennedy,, second by Mrachek, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution ordering the first hearing for bituminous treatment on 12th Avenue Southwest from 7th. Street Southwest south to the City limits, which was read. Upon motion by McQuillan, second by Kjerner, that the said resolution be adopted as read, and all voting in favor thereof, 'resident Lemmon declared the said resolution duly passed and adopted. Alderman Kennedy introduced a resolution appropriating $503.79 from the !,General Fund and $424.10 from -the St. & Alley Fund and ordering payment made to The Barrett Division for 1 tank car of tar, which was read. Alderman Kennedy introduced a resolution appropriating $2030.20 from the. Lighting Fiind- $-2.00 from the Street & Alley Fund, $32.64 from the Fire Protection Fund and $208.92 from the General Fund and ordering payment made to jCity of Rochester, Public Utilities, which was read. Alderman McQuillan introduced a resolution ordering plans, specification and estimate of cost for bituminous treatment on 8th Avenue Southeast from 4th Street Southeast to 245 feet South, which .was read. Upon motion by Fryer, second by McQuillan, that the said resolution be ladopted as read, and -all voting in favor thereof, President Lemmon declared the (said resolution duly passed and adopted. Alderman McQuillan introduced a resolution adopting plans, specifications, and estimate of cost and ordering advertisement for bids for bituminous treatment on Sth Avenue Southeast from 4th Street Southeast to 245 feet south, which was read. Upon motion by (Mrachek, second by Kennedy, that the said resolution be (adopted as read, and all voting in favor thereof, President Lemmon declared the Isaid resolution duly passed and adopted.. Alderman Mrachek,introduced a resolution ordering plans, specifications, land estimate of cost for bituminous treatment of the alley running North and Soutt Iin Block 39, Original Plat, which was read. Upon motion by Kjerner, second by Yaeger, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Mrachek introduced a resolution adopting plans, specifications, and estimate of cost for bituminous treatment on alley running North and South lin Block 39, Original Plat, which was read. Upon motion by Mrachek, second by Fryer, that the said resolution be (adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Mrachek introduced a resolution appropriating $313.20 from the IGeneral Fund and ordering payment made to Commissioner of Taxation for inspection Ifee and state gas tax on two transports of.gasoline, which was read. Upon motion by Yaeger, second by Fryer, that the said resolution be (adopted as read, and all voting in favor thereof, President Lemmon declared the !said resolution duly passed and adopted. Alderman Yaeger introduced a resolution accepting the bid and proposal !'of Galvin Manufacturing Corporation for furnishing Frequency Modulation Two-way �iRadio Equipment for the Rochester Police Department, which was read. Upon motion by Fryer, second by Yaeger, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. 1 Alderman Mrachek introduced a resolution authorizing the Mayor and City (Clerk to execute a. contract between the City of Rochester and Toltz, King & Day, Inc., which was read. f% Upon motion by Kennedy, second by Fryer, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the aaid resolution duly passed and adopted. Alderman Fryer introduced a resolution ordering plans, specifications, ).nd estimate of cost for construrtion of a water main in 3rd Avenue Northwest Prom the present hydrant to 700 feet North., which was read. Upon motion by Kjerner, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the Said resolution duly passed and adopted.. Alderman Fryer introduced a resolution adopting plans, specifications, and estimate of cost and ordering bids for a water main in 3rd Avenue Northwest rom the present hydrant to 700 feet North., which was read. Upon motion by Kennedy, second by Kjerner, that the said resolution be dopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution approving the payment of one fourth of the cost of post war surveys of streets and highways through the City f Rochester, which was read. Upon motion by Mrachek, second by Fryer, that the said resolution be dopted as read, and all voting in favor thereof, President Lemmon declared the aid resolution duly passed and adopted. An Ordinance amending an ordinance entitled, "An Ordinance for the regulation and government of public parks and parkways in the City' of Rochester, was given its third and final reading,,and upon motion by Mrachek, second by Kennedy, and all voting in favor thereof, President Lemmon declared the said ordinance duly passed and adopted. An Ordinance entitled, "An Ordinance authorizing Rochester Bus Line, Inc its successors and assigns, to establish, conduct, maintain and operate bus line or bus lines; through, over, upon and along the streets and avenues..in the City of Rochester, " was given its second reading. Upon motion by Fryer, second by Kennedy, the City Clerk was instructed to return the certified check of the unsuccessful bidder on the police radio equipment. The matter of Willard Finch returning to work at the Fire Department was discussed and upon motion by Fryer, second by Kennedy, the same was approved providing he signed a waiver releasing the City from any liability while he is still disabled from his present injury. Upon motion by Fryer, second by Kjerner, the City Attorney, the Police Committee, and the Mayor were instructed to prepare another ordinance covering the operation of buses on the streets of Rochester. The report of the Building and Plumbing Inspector showing building permits issued $117.00 and plumbing permits issued $56.00, and the report of the Electrical Inspector showing electrical permits issued $15.75, were each read and President Lemmon referred same to the Finance Committee.
