President Lemmon called the meeting to order at 7:30 o'clock P.M., the (following members being present: President Lemmon, Alderman Fryer, Kennedy, Kjerner, McQuillan, Mrachek, and Yaeger. -Absent: None. Upon motion by Kjerner, second by Fryer, the minutes of the meeting of November 6, 1944 were approved: A resolution. adopted by the Public Utility Board making a transfer of interest received on Sinking Fund investments to the uninvested funds and appropriating $56,331.06-to uninvested funds in the Electric -Department Extension and $1L,,s32.54 to the uninvested funds in the Water Department Extensions to make same availabe for the purchase of $90,000.00 U. S. 7/9 % Treasury Certificates and $92,000.00 lt% Treasury Notes of Series 0-1947, was read and the same was ordered placed on file. The following copies of resolutions adopted by the Sinking Fund Commissrjon 'were read and upon motion by Fryer, second by Kjerner, the action of the Sinking !Fund Commission was approved: "Be it resolved by the Commissioners of the Sinking Fund of the City of Rochester, Minnesota: That the following transfers of accumulated interest on Sir_king Fund investments be made to make same available for investment: $1,259.67 from Interest Collected on Sinking Fund for Employee's Compensation Reserve to the Sinking Fund for Employee's Com_ensation Reserve - Uninvested, $6,466.43 From Interest Collected on Sinking Fund for Electric Depreciation Reserve to the Sinking Fund for Electric Depreciation Reserve - Uninvested. $1,797.10 From Interest Collected on Sinking Fund for Water Depreciation Reserve to the Sinking Fund for dater Depreciation Reserve - Uninvested. $ 677.16 From Interest Collected on Sinking Fund for Steam ! Depreciation Reserve to the Sinking Fund for -Steam Depreciation Reserve - Uninvested. $3,66s.94 From Interest Collected on Sinking Fund for Electric Department Extensions to the Sinking Fund for Electric Department Extensions - Uninvested. $ 167.46 From Interest Collected on Sinking Fund for Water Department Extensions to the Sinking Fund for Water j Department Extensions - Uninvested." "Be it resolved by the Commissioners of the Sir -king Fund of the City.of Rochester, Minnesota: That the Commissioners of the Sinking Fund purchase $90,000.00 United States 7/9% Treasury Certificates of Indebtedness, and $92,000.00 li% Treasury Notes of Series C, 1947. Be it further resolved that the said bonds be purchased through tjie Olmsted County Bank and Trust Company and the Union National Bank of Rochester, Pinnesota in the following amounts for the investment funds as listed: Olmsted County Bank and Trust Company - $40,000.00 lj% Treasury Notes of Series C, 1947 for the Electric Department Depreciation Reserve. A communication from the Hawthorne's Men's Club conveying their thanks or the cooperation of the Common Council in placing a patrolman at the inter- ectior_ of 9th Street Southeast and Broadway was read and the same was ordered laced on file. The following resolution adopted by the Park Board on November 16, 1944 ,-gas read and the same was ordered placed on file. ".WHEREAS, during the past twelve years, the Park Department was put to considerable expense in maintaining the old Mill Pond property recently taken over by the Utility Department, and WHEREAS, the Public Utility Board has transferred the sum of $9715.g9 to the General Fund of the City of Rochester to com- pensate for this expense, and WHEREAS, on October 2, 1944 the Board of Park Commissioners voted to ask the Council to earmark this money for use in the development of Mayo Field, and . WHEREAS, members of the Park Board and of the Common Council, and the Mayor have consulted and.are agreed that this field should be converted into a baseball park laid out in such a manner as to provide for skating and hockey during the winter months,. and including such features as a grandstand with team rooms, box office, concession stand, and warming room under the seats; night illimination; enclosure; and parking area. THEREFORE, BE IT RESOLVED, that the Board of Park Commissioners request the Council to make this $9715- 99 availa'de for the purchase of ,some additional ground which will be required and to permit the Park Board to start upon the work of developing 14ayo Field according to plan." A communication from the State of Minnesota, Department of Highways, transmitting maintenance agreement covering State Highways within the corporate imits of the City of Rochester, was read and ordered placed on file. The application of Eugene G. Chapman for license to sell soft drinks was ead and upon motion by Kjerner, second by McQuillan, the license was granted. The applications of George D. Ferguson and Hubert L. Vroman for Driver's icense were each read and upon motion by McQuillan, second by Kennedy, the licens( ere granted. The application for a permit to place and maintain a sign of James mart was read and upon motion by Fryer, second by Kennedy, the permit was granted. The application of Eugene G. Chapman for license to sell cigarettes was ead and upon motion by Kjerner, second by Mrachek, the 11cense.was granted. The application of Kris Nielson for license to connect with sewers and rains was read and President Lemmon referred the same to the License Committee 'or a report at the next Council meeting. The reports of the Clerk of the Municipal Court for the week ended fovember 11, 1944 showing total criminal fines and costs collected $152.60, civil 1�1 354 Records Hof Official Pfoceedings- of the Common, Council f e it R chester Minnesota November 20 19 44 o , th C._ . y of . o _ Minnesota, fees received, $. 35, and conciliation court fees $. 50, and for the week ended November 19, 1944 showing criminal fi.nes and costs collected $460.10, civil fees received $5.05, and conciliation court fees $1.50, were each read and having been previously approved by the City Attorney, President Lemmon ordered that the same be placed on file. Alderman Fryer introduced a. resolution appropriating $650.00 from the Interest Fund and ordering payment made to the First National Bank for interest due December 1, 1944 on Sewage Disposal Plant Bonds, which was read. Upon motion by Mrachek, second by Yaeger, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman McQuillan introduced a resolution approving a resolution adopted by the Public Utility Board for transfer of funds for investment, which was read. Upon motion by Kjerner, second by Fryer, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kjerner introduced a resolution granting a public dance permit to Mike.Sternberg, which•ias read. Upon motion by Fryer, second by Yaeger, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Yaeger introduced a resolution granting a public dance permit II Ito Jerry Rypka, which was read. Upon motion by McQuillan., second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared Ithe said resolution duly passed and adopted. Alderman Kennedy introduced a resolution appropriating $664.74 from the (General Fund and ordering payment made to Cities Service Oil Company for two transports of gasoline, which was read. Upon motion by Kjerner, second by Kennedy, that the said resolution be ;',adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Mrachek introduced a resolution approving an agreement between the Minnesota State Highway Department and the City of Pochester for maintenance f State Highways within the corporate limits of the 'City of Rochester, which as read. Alderman. Fryer introduced a resolution appropriating.$9.715.88 from the General Fund and ordering payment made to the Park Improvement Fund,. which was - read. Upon motion by Mrachek, .s econd by Kjern.er, that the said resolution. be adopted as read, and all voting, in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Fryer introduced th.e-follo�,Ying r.esolution ,.rhich was- read: "WHEREAS, Henry. Clarence Lindberg, faithful and well -respected employee of the City•of Rochester over a long period of years unexpectedly passed away on the seventeenth day of November,1944. OW THEREFORE, Be it resolved by the Common Council of the City of Rochester that an expression of sympathy from the Common_ Council and every fellow employee of the City of Rochester to Mrs -Lindberg and Family -be inscribed upon the permanent records. BE IT.FURTHER RESOLVED , That a. cop? of this resolution be directed to Mrs. Lindberg and family." Upon motion by Fryer, second by Kjerner, that the said resolution be adopted as read, and all voting in favor t_.ereof, President Lemmon declared the said resolution duly passed and.adopted. Mayor Grassle stated that there had been some discussion in regard to ,having trees on the City boulevards cared for by a•forester and the City Clerk !was instructed to request the -Board of Park Commissioners and the City Attorney !to prepare an.ordinance setting up provisions for the employment of a forester I ,and his duties. ,Upon motion_ by Kjerner, second by Kennedy, the meeting was adjourned ,until 7: 30 o'clock P.
