Minutes of a regular meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers, in the City mall in said
City on December 4, 1944.
President Lemmon called the meeting to order at 2:00 o'clock P. M., the
(following members being present: President Lemmon, Alderman Fryer, Kennedy,
IlKjerner, McQuillan, Mrachek, and Yaeger. Absent: None. '
Upon motion by Kjerner, second by McQuillan, the minutes of the meeting

of November 27, 1944 were approved.
The following resolutione adopted by the Public Utility Board were each
read and ordered placed on file:
"Be it and it is hereby resolved by the Public Utility
Board of the City of Rochester, Minnesota, that the Honorable
Common Council of the said City, be and is hereby requested
to authorize the said Public Utility Board to establish
three positions as Operator with Chief Engineer's License,,
at a. salary of $190.00 per month for the period of December 1,
1944 to April 1, 1945.
Be ii and*it is hereby further resolved 1y' the Public
Utility Board that the above -positions shall be entitled
to "The cost of living increase as established for'all
employees on April 12, 1944.11
"Be it and it is hereby resolved by the Public Utility
Board of the City of Rochester, Minnesota that the Hon.
Common Council of the said City be and is hereby requested
to authorize the'said Board to enter into a contract with
the John A. Cleric Electric. Company of Minneapolis, Minnesota
for the furnishing in accordance with specifications on
file, of-
2 - 100 KVA transformers as specified,
2 - 75 KVA transformers as specified,
3 - 50 KVA transformers as specified,
said transformers to be Allis-Chalmers Subway Type and
Prices to be $601.79 - $492.95 - $394.12 each res-��ectively
making a total lump sum contract price of THIRTY THREE
HUNDRED FORTY ONE DOLLARS AND EIGHTY TiVaCENTTS ( $331r1. 92) . "
The application of Charles E. Coggins for the position of assistant
custodian of the City Hall building was read and the same wasp referred to the
Public Grounds Committee and the Chief of Police.
A petition of Max Shapiro to grant him relief from the effects of the
Zoning Ordinance and to permit the building of a. dupleF on the property known as
�219 Fifteenth Avenue Southwest, in the City of Rochester, Minnesota, was read and
upon motion by Mrachek, second by Kjerner, the same was referred to the Board of
Zoning r!ith a request for a report as early as possible.
The applications of Emil J. Nietz for Electrical Contractor's and
Master Electricians' licenses were each read and upon motion by McQuillan, second,
by Kjerner, the same were granted.
The report of the Clerk of the Municipal Court for the week, ended
December 2, 1944 showing total criminal fines and costs collected $322.90, civil
fees received $2.35, and conciliation Court fees, $--, was read and having been
previously approved by the City Attorney, President Lemmon ordered that the same
be placed on file.

The statement of "receipts and disbursements in the Park Improvement
Fund for the month of October, 1944 was read and the same was ordered rolaced on
file.
.The report of the City Weighmaster for the month of November, 1944
showing 365 private loads weighed and total receipts $36.50, was read and
President Lemmon referred same to the Finance Committee.
alderman Fryer introduced a resolution granting 10 public dance permitE
to Whitlock Sonnenberg Post #1215, which was read.
Upon motion by Mrachek, second by McQuillan, that the said resolution 1
adopted as read, and all voting in favor therof, President Lemmon declared the
said resolution duly passed and. adopted.
Alderman Fryer introduced a resolution appropriating $599.30 from the
General Fund, $0,7.25 from the Sewer Fund and $662.05 from the Street & Alley Fund
and ordering payment made to the Street and Alley Fund for use of equipment durir
November, 1944, which was read.
Upon motion by Yaeger, second by Kjerner, that the said resolution be
adopted a.s rea.d, a.nd a.11 voting in, favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Mrachek introduced a. resolution appropriating $352.49 `from the
Street & Alley Fund and ordering payment made to Keuffel & Esser Company, �.:hich
was read.
Upon motion by Fryer, second by Yaeger, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said. resolution duly passed and adopted.
Alderman Kennedy introduced a resolution appropriating $374.00 from the
Street & Alley Fend and ordering payment made to Harry T. Earle for construction
of sidewalks, which was read.
Upon motion by Fryer, second by Kennedy, that the said. resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and. adopted.
Alderman K jerr_er introduced a resolution appropriating $344.21 from the

Upon motion bin McQuillan, second by Mra.che'., that the said resolution
be adolted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Kj?,rner introduced a. resolution appropriating $397.55 from the
Park Improvement Fund and ordering payment.made to the City of Rochester, Street
& Alley Fund, which was read.

Upon motion by Yaege-r�, second by Mrachek, that the said resolution be

adopted as read, and all voting in favor thereof, -resident Lemmon declared the
said resolution duly passed and adopted.
Alderman Yaeger introduced a resolution appropriating $324.24 from the

Park Improvement Fund and $69.20 from the Lighting Fund and ordering payment made'
to the City of Rochester Public Utilities, which was read. �

Upon motion by Kjerner; second by Fryer, that the said resolution be j
adopted as read, and all voting'in favor thereof, President Lemmon declared.the
said resolution duly passed and adopted.
Alderman Mrachek � introduced a resolution authorizing the Public Utiliity
Board to enter into contract with .John A.* Clark Electric Company for the purchase
of seven transformers, which eras read.
Upon motion by Yaeger, second by McQuillan, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman McQuillan introduced a resolution approving a resolution
adopted by the Public Utility Board to establish three positions as Operator with
Chief Engineers license, which was read.
Upon motion by Kennedy, second by Fryer, that the said, resolution be .

The following claims were read, and upon motion by Yaeger, second by

in the amount of $25.00, and the Mayor and City Clerk were authorized and directel

An Ordinance authorizing Rochester Bus Line, Inc., its successors and
assigns, to establish, conduct, maintain and operate bus line or bus lines, throw€
over, upon and along the streets and avenues in the City of Rochester, Olmsted
County, Minnesota., was given its third and final reading and upon motion by
Mrachek, second by Fryer, and all voting in favor thereof, President Lemmon declai
the .said Ordinance duly passed and adopted.
Mayor Grassle stated that the League of Minnesota Municipalities would
hold their bi-annual Legislative Conference at the Nicollet Hotel in Minneapolis,
on Friday, December 15, 1944 and recommended that as many members of the Council
as possible attend this conference.
Upon motion by Kennedy, second by Fryer, the City Attorney was instruct(
to draw a proposed enabling act for legislation which would permit the City to

issue revenue bonds for the purpose of constructing a sewage disposal plant.
The report of the Building and Plumbing Inspector for the month of

Yovember, 1944, showing building permits issued $51.00 and plumbing permits
issued :$3.7-5, and the report of the Electrical Inspector for the month of
November, 1944 showing electrical permits issued $46.75, •were each read and
President Lemmon referred same to the Finance Committee.
Upon motion by Fryer, second by Kennedy, the meeting was adjourned
until 7: 30 o I c-lock P. M. , December 11, 191L4.
