Council- 3 6 D of the City of Rochester, Minnesota, December .11 1 0 1 • f u 1 r e ;ula.r Minutes of an adjourned./ineeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers,* in the City Hall, in said City, on December 11, 19'44. President Lemmon called the meeting to order at 7:30 o'clock P.M., the following members being present: President Lemmon, Alderman Fryer-, Kennedy, Kjerner, McL,uillan, Mrachek, and Yaeger. Absent: Hone. President Lemmon stated this as being the time and place set for a hearing on the levying of special assessments for the bituminous treatment of Twelfth Avenue Southwest from Seventh Street Southwest to the City limits; Eighth Avenue Southeast from Fourth Street Southeast, south to Bear Creek; the alley. running North and South in Block 39, Original Plat; and the alley running North and South in.Block 35, Original Plat. There was no one present wishing to be heard on the bituminous treatment of the said streets and :alleys. A notice from the League of Minnesota Municipalities of the Legislative Conference to be held at the I\Ticolett 'Hotel, Minneapolis, on December 15, 1914.4 was read and ordered -ola.ced on file. The application of George Pickett for assistant custodian of the City all was read and ordered placed on file. Tile Mayor's veto of a,n ordinance authorizing Rochester Bus Line, Inc., is successors and assigns, to establish, conduct, maintain, and operate bus ine or bus lines, through, over, upon and along the streets and avenues in the ity of Rochester, Olmsted County, Minnesota, wherein he disapproves of Section of the ordinance which grants a. franchise to the -Rochester Bus Line Inc. for a, eriod of ten years and also Section 10 which sets the license fee at $35.00 per us, was read and upon motion by McQuillan, second by Kjerner, that the Ordinance e enacted, and upon roll call and all voting in favor thereof, President Lemmon eclared the said ordinance enacted and. to have the same force and effect as if pproved by the "Mayor. The City Engineer's Trial balance for the month of November, 1944 was ead and ordered placed on file. The .-report of expenditures from the City Engineer's payroll for the onth of November, .1944, was read and order-ed. placed on file. The recommendation of the Street and Alley Committee that Mr. Francis J. agnuson be appointed to the office of City Engineer for the City of Rochester, innesota., for the balance of the fiscal .yea_. was read. Upon motion by Alderman McQuillan, second by Alderman Yae,;er, and all oting in favor thereof, Mr. Francis J. The recommendation of the Public Grounds Committee and the Chief of (police that 1Ir. Alfred Del-rar be appointed to the position of assistant custoC ian it of the City Hall building was read. J. 1.lrachek and John R. Kiefer for a. Journeyman Electrician's license *ere each read and upon motion b,r Yaeger, second by Fryer, the licenses were granted. The application of Sig Aa.l for license to sell cigarettes was read n nd upon motion by i?rachek, second by Kennedy, the license 1,ias granted. The application of Sig Aal for license to sell soft drinks ..,!as read a.nd upon motion by Fryer, second by Kennedy, the license was granted. The auplication of Sig Aal for transfer of 3.2 Beer "On Sale" license INN. 1L87 and 3.2 Beer "Off Sale" license No. 861 from Ed. H. Deitscliman at 323 I South Broadway, was read and upon motion by 1-1ra.chek., second by Kjerner, the transfer was granted. Alderman Fryer introduced a resolution levying special assessments for )ituminous treatment on Twelfth Avenue Southwest from Seventh Street South: -rest to � e City limits, which was read. Upon motion by Kjerner, second by Mra.che'r, tliat the said resolution be adopted as read, and all voting in favor thereof, president Lerimon declared the 9aie. resolution duly passed and adopted. Alderman Kennedy introduced.a. resolution levying special assessments 'or bituminous treatment on Eib_�tli Avenue Soutaeast from Fourth Street Sout'ieast >outh to Bear Cree1c, which was read. Alderman Kjerner introduced a resolution levyinj; s-pecial assessments for ,ituminous trea.trient on the alley running North and South in Bloc!: 39, Original 'lat, w'_zich was read. South .in Block 35, Origin Plat, which was read. Upon motion by Kjerner, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly -passed and adopted.. Alderman Yaeger introduced a resolution levying special• assessments for sidewalks constructed or. rebuilt during the year of .1944, which was read.- Upon motion by Mra.chek, second by Kennedy, that the said resolution be adopted as read, and all .voting in favor thereof, President Lemmon declared the said resolution duly passed and a.donted. Alderman irachek introduced a resolution appropriating �167.49 from the General Fund and $511-4.82 from the Street & Alley Fund a.nd ordering -payment. made to City of Rochester, General Find, for gasoline furnished depts., which was read.. Upon motion by Kjerner, second by Kennedy, that the said -resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. The following claims were read, and upon motion by Yaeger, second by Fryer, the same were allowed.and the Mayor and City Clerk were authorised and directed to draw warrants on the City Treasurer and -make payments accordingly: From the General Fund:.
