Minnesota,, .-March 5 19 n45 , Minutes of a regular meeting of the Common Council of the City of (Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said (City on March 5,.1945. President Lemmon called the meeting to order at 2:00 o'clock P.M., the 'following members being present: President Lemmon, Alderman Fryer, Kennedy, j;Kjerner, McQuillan, Mrachek, and Yaeger. Absent: None. Upon motion by Yaeger, second by Kjerner, the minutes of the meeting Hof February 28, 1945 were approved. The following estimate by the City Engineer of the cost of cutback ;asphalt and tar which will be required to maintain the streets and alleys during (the next fiscal year was read: 100,000 Gal. MC 3 Cutback Asphalt ® .05 per gal. $5,000.00 35,000 Gal. TO 3 Tarvia ® .09 3,150.00 Total 9,150.00 The recommendation of the Street and Alley Committee that the City I 'Engineer prepare an estimate of cost and specifications for the purchase of One IIDiesel-Power-Patrol Grader, to be used by the Street and Alley Department, was read and upon motion by Yaeger, second by McQuillan, the same was accepted and ordered placed on file. The City Engineer's specifications of a Power Patrol Grader and estimate I, of cost in the amount of $7,000.00 were each read and upon motion by Fryer, second by Kennedy, the same were accepted and ordered placed on file. I The resignation of Joseph J. Schuster as assistant custodian of the City Hall, effective March-15, 1945 was read and upon motion by Kjerner, second by Mrachek, the same was accepted. i The following claims were read, and upon motion by Yaeger, second by Mrachek, the same were allowed and the Mayor and City Clerk were authorized and directed to draw warrants on the City Treasurer and make payments accordingly: From the General Fund: The Community Oil Company, $168.96; Theo. The applications of Joe Rink and Hubert Vroman for Drivers License were each read and upon motion by Kjerner, second by Fryer, the licenses were granted. The report of the City Weighmaster for the month of February, 19145 showing 167 private loads weighed and total receipts $16.70, was read and President Lemmon referred same to the Finance Committee. The report of expenditures from the City Engineer's payroll for the month of February, 194+5 was read and the same was ordered placed on file. The City Engineer's trial balance for the month of February, 194+5 was read and the same was ordered placed on file. The report of the Clerk of the Municipal Court f.or the week ended March 3, 194+5 showing total criminal fines and costs collected $94.00, civil fees received $.35, and conciliation court fees, $1.00 was read and having been previously approved by the City Attorney, President Lemmon ordered that the same be placed on file. Alderman Fryer introduced a resolution appropriating $1061.64+ from the St. & Alley Fund and $11.25 from the Sewer fund and ordering payment made to the Street & Alley Fund for use of equipment and stock used during February, 1945, which was read. Alderman Fryer introduced a resolution granting eight public dance i ' I permits to the Whitlock Sonnenberg Post #1215, which.was read. Upon motion by McQuillan, second by Mrachek, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and.adopted. Alderman Kennedy introduced a.resolution granting one public dance i • I I permit to the Cooperative Oil Credit Union, which was read. Upon motion by Fryer, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, (resident Lemmon declared the � sa-id resolution duly passed and adopted. Alderman Yaeger introduced a. resolution granting one public dance permit to Mike Sternberg, which was read. Alderman Mcquillan.introduced a resolution ordering bids for road oil I ifor the maintenance of streets and alleys during the 1945 season, which was read.i Upon motion by Fryer, second by Mrachek, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the I, j said resolution duly passed and adopted. Alderman Kjerner introduced a resolution ordering bids for one Diesel Poorer Patrol Grader for the Street and Alley Department, which was read. Upon motion by Yaeger, second by Kennedy, that the said resolution be adopted.as read, and all voting in favor thereof, President Lemmon declared the i said resolution duly passed and adopted. • Alderman Yaeger introduced a resolution appropriating $9.25 from the i I General Fund and $469.29 from the Fire Protection Fund, which was read. Upon motion by Mrachek, second by Kennedy, that the said resolution be. I adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. I, I ' Alderman Mrachek introduced a resolution appropriating $200.05 from the Sewer Fund and ordering payment made to Hayes, Lucas Lumber Company for i.coal for Sewage Disposal Plant, which was read. Upon motion by Fryer, second by Yaeger, that the said resolution be i adopted as read, and all voting in favor thereof, 'resident Lemmon declared. the �I said resolution duly passed and adopted. I it • I i Record of official Proceedings of the Common Council of the City of Rochester, Minnesota, March 5 19 45 1 1 u 1 0 1 1 Upon motion by Fryer, second by Kennedy, the matter of procuring m;tor driven snow plows was left with the Street and Alley Committee and the City Engineer for investigation. . Uron motion by Kennedy, second by Kjerner, the City Attorney and the City Engineer.were instructed to prepare an ordinance which would prohibit the admission into'the City of any addition of lands which had not been platted with the approval of the Engineering Department. Alderman Kjerner stated that the Police Committee.and the.Chief of Police had made a study and also had a drawing prepared showing the dangerous traffic condition in front of St. Mary's Hospital.. After hearing the report by the Chief of Police the motion was made by Fryer, second by Kennedy, that the matter be referred to the Mayor, the Police Committee, the Chief of Police and the Lighting Committee to confer with Sister Domitella of St. Mary's Hospital in regard to traffic contraol on Second Street Southwest in front of St. Mary's Hospital. City Attorney Hunt recommended to the Common Council that the claim of George Woods for bodily injury be denied and upon motion by 11rachek, second by Fryer, the matter was referred to -the City Attorney with power to act. The report of the Building and Plumbing Inspector for the month of February, 1945 showing building permits issued $18.00 and plumbing permits issued $39.00 and the report of the Electrical Inspector showing electrical permits issued during February, 1945 $19.50, were each read and President Lemmon referred same to the Finance Committee. A communication from Mr. Knute Olson, City Assessor requesting per- mission to attend the Assessors school of Instruction at the University Center on March 19, 20, 21 was read and upon motion by Mrachek, second by Kennedy, the City Assessor and his three deputies were given permission to attend the school. Upon motion by Yaeger, second by Mrachek, the meeting was adjourned until 7:30 o'clock P.M. on March 14, 1945. City Clerk
