President Lemmon called the meeting to order at 2:00 o'clock P.M., the following members being present: President Lemmon, Alderman Fryer, Kennedy, Kjerner, McQuillan, Narveson and Yaeger. Absent:. None. Upon motion by Yaeger, second by Fryer, the minutes of the meeting of March 26, 1545 were approved. In a short address to the Mayor and the Common Council, President Lemmon welcomed Alderman Narveson to the office of Alderman of the Third Ward and expressed his appreciation to all members of the Council for the cooperation he received from them during the past year. Lemmon President of the Common Coun^il President Lemmon then introduced Mayor Paul A. Grassle who in an I address to the Common Council and those present welcomed Alderman Narveson as a member of the Common Council and recommended that plans for the adoption of a new; E 1 1 • • • Record of Official Proceedings of the Common; Council of the City of Rochester, Minnesota, April 2 194 407 i Charter be continued; that proposed construction -plans for a new Sewage Dieposal Plant, a warehouse., a new bridge and a highway through the City be completed; that further study be made of traffic regulations including the installation of parking meters and that more adequate quarters for the police department be planned. Among other recommendations made was the appointment of a forester for the care of trees on the streets of'the city, the adoption of an ordinance providing for the removal of snow from certain walks and the drilling of wells • within the limits of the City. He then announced the appointment of the followin board members: to the Public Utility Board, Carl W. Oesterreich; to the Board of Park Commissioners, James M. O'Connor, Commissioner at Large and E. H. Klopp as I Commissioner from the second ward; to the Board of Public Health and welfare, t_ Mrs. N. W. Barker, Dr. J. S. Lundy and F. F. Palen; to the Zoning Board, Leo C. Anderson and Harold Whiting; to the Police Civil Service Commission, J. J. Adamson; and City Weed Inspector, Peter F. Donovan. Upon motion by Fryer, second by Kjerner, the Mayor's appointments to the above Boards were approved. Alderman Kennedy introduced the following resolution which was read: "WTHEREAS, It is deemed expedient and necessary that the Common Counci of the City of Rochester, Minnesota, adopt rules of order for the conduct of its business, and "WHEREAS, A cony of Robert's Rules of Order (revised) of the 1915 Copyright, is before this Common Council; SO THEREFORE, Be it resolved by the Common Council of the City of Rochester, Minnesota: That the said Robert's Rules of Order be adopted by this Common Council as rules of order for the conduct of its business.." Upon motion by Fryer, second by Yaeger, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Fryer introduced the following resolution which was read: "Be it resolved. by the Common Council of the City of F.ochester, • Minnesota: That the said Common Council of. the City of Rochester, Minnesota., hereby adopts the following rules and regulations for the order of business of said Common Council: 1. Roll Call. The Roll call of the Common Council shall be had and taken in its alphabetical order according to the names of the members, except that the name of the President -of the Common Council shall be called only at the first roll call 'of each meeting and then'af,ter that, at that meeting, only in case of a tie vote when his name shall be called and vote taken after the expression of each of the other members of said Common Council, or when a. 5/7 vote is required. 2. Reading and approval of the minutes of the preceding meeting. 3. At first meeting, the appointment of officers and committees. 4. Public hearings. 5. Reading of petitions a.,nd communications. 6. Reports of committees. All reports of committees shall hereafte be made in writing, unless ordered otherwise by said Common Council. 7. Unfinished business. S. Resolutions and ordinances. 9. Bills and clairr.s. 10. Adjournment." Upon motion by Yaeger, second by Kennedy, that the said resolution • be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. 1 408 Record of. Finch for reappointment to the office of City Clerk was read and upon motion by Kjerner, second by Narveson, F. R. Finch was appointed City Clerk for the ensuing official year. The application of Francis J. Magnuson for reappointment to the office of City Engineer was read and upon motion by Fryer, second by Kennedy, Francis J Magnuson was appointed City Engineer for the ensuing official year. The application of Desmond B. Hunt for reappointment as City Attorney was read, and upon motion by Fryer, second by Yaeger, Desmond B. Hunt was appointed City Attorney for the ensuing official year. The application of Garnet Spring for reappointment.to the office of Building and Plumbing Inspector was read, and upon motion by Narveson, second by Fryer, Garnet Spring was appointed Building and Plumbing Inspector for the ensuing official year. The application of Paul T. Plantz for rea.ppointrlent to the office of Electrical Inspector was read, and upon motion by McQuillan, second by Yaeger, it Paul T. Plantz was appointed Electrical Inspector.for the ensuing official year. The application of Miss Flora C. Anderson.for reappointment as I stenographer for the Chief of Police, Juvenile Officer and City Attorney was i read; and upon motion by Fryer, second by Kennedy, Miss Flora C. Anderson was i, appointed stenographer for the Chief of Police, Juvenile Officer and City Attorner for the ensuing official year. The application of C. A. Cottingham for reappointment as city weighmaster was read and upon motion by Kjerner, second by Narveson, C. A. Cottingham was appointed City Weigh.master for the ensuing official year. The application of Mark E. Blanchard for reappointment as City painter was read and upon motion by McQuillan, second by Kjerner, Mark E. Blanchard was appointed City painter for the ensuing official year. The application of Peter D. Claude for reappointment as First I Assistant Superintendent of the Dumping Grounds ea.s read and upon motion by ! Narveson, second by'Kjerner, Peter D. Claude was appointed First Assistant Superintendent of the Dumping Grounds for the ensuing official year. The application of C. E. Ginther for reappointment to the office of lFirewarden was read and upon motion by Kennedy, second by Fryer, C. E. Ginther was appointed as Firewarder. for the ensuing official year.. The applications of Harvey Loucks and Paul W. Sandberg for appointment las assistant -custodians of the City Hall building were read"and upon motion by Fryer, second by Kjerner, Harvey Loucks and Paul W. Sandberg were appointed assistant custodians of the City Fall building for the ensuing official year. Upon motion by Kennedy, second by Kjerner, one half of the rentals collected for the community room rentals are to be divided equally between the three assistant custodians. The recommendation of the City Engineer that 19 men be employed in the City Engi-jeer's Depa.rtm,ent and that these men each work 2172 hours per year (was read -and upon motion by Fryer, second by Narveson, the said recommendation wai j a.pproved. A petition that the zoning classification of the west 267 ft. of Lot 39, in Auditor's Plat "A" -of the City of Rochester be changed from residential zone to commercial, so as to permit the construction thereon of a commercial garage, size 48 ft. x 42 ft., the said petition being presented to the Common Council by more than fifty percent of the owners of frontage on 9.th Avenue S. E. between 9th and 3th.Streets_. Southeast, was read. The following is a. list of those who signed the petition which upon motion by Fryer, second by Kjerner, was referred -to the Board of Zoning: Harriet Guyse, Joseph Gruntner, S. 0. Enevold Jos. Groszbach, Mr. &P.irs. Joseph Lvnaugh, Mr. & Mrs. J. L. Willis, Mr. & Mrs. Perry Beach, Alvin A. Pudwell, Wm. & Pose Fitzer, Mrs. L. C. Horton, Mrs. Sarah Smith, Flora & Josephine Peters, Vernon C. Cole and Mr. & Mrs. S. B. Woodward. A communication from Walter H. Wheeler, Engineer stating that he had met leith the Minnesota. Department of Highways and a respresentative of the Public Roads Administration to go over the preliminary plans and outline specifications for the proposed Bridge over the Zumbro river and stating further that he now wished to present his preliminary plans to the Council on April 5th or 6th if convenient, was read. A -.-motion was made by Fryer, second by Kjerner, and all voting in favor thereof, that the Common Council meet with Mr. Wheeler at 7:30 o'clock P.M. on Friday, April 6, 1945. Bross, Associate Architects ;transmitting -plans and specifications for the proposed Fire Drill Tower was read and upon motion by Kennedy, second by Kjerner, the plans and specifications were ;accepted and ordered placed on file. The following communication from the Izaak Walton League was read and the same was ordered placed on file: "City Council City Hall Rochester, Minnesota Gentlemen: The Izaak Walton League have directed that i write you expressing the sincere thanks of the League for your kindness and consideration in the additional land transaction. The report of expenditures from the City Engineer's payroll for the month of March, 1945 was read and President Lemmon ordered that some be placed on f ile. The report of the of the Building and Plumbing Inspector for the month of March, 1945 showing building permits issued $78.00 and plumbing permits issued !$55.00 wa.s read and President Lemmon referred same to the Finance Committee. The report of the Electrical Inspector for the month of March, 1945 showing electrical permits issued $22.00 was read and President Lemmon referred same to the Finance Committee. The matter of extra pay to employees who do not take vacations was discussed, and a motion was made by Kennedy, second by Kjerner, and all voting in 'favor thereof, that the payment of extra. time to those employees who do not .take vacations be discontinued and that the Council go on record as being in favor of �iemployees taking their regular vacations during the fiscal year.
