HomeMy WebLinkAbout04-18-1945Record.' of Official Proceedings: of , the Common Council 433 of the' -City of Rochester, Minnesota, April 18 lg • �1 • 1 Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City on April 19, 1945. President Lemmon called the meeting to order at 7:30 o'clock P.M., the following member!�::s being present: President Lemmon, Alderman Fryer, Kennedy, Kjerner, McQuillan, Narveson, and Yaeger. Absent: None. Upon motion by Yaeger, second by Kjerner, the minutes of the meeting of April 16, 1945 were approved. Mr. Arndt J. Duval, representing Toltz, King & Day, Inc., Architects and Engineers for the proposed Sewage Disposal Plant, appeared at the meeting and discussed the matter of a site for the plant, the possibilities of constructing an incinerator and also talked on the comments made by Dr. H. 0. Halvorson, Professor of Bacteriology at the University of Minnesota, regarding the proposed sewage treatment. After hearing Mr. Duval's discussion a motion was made by Fryer, secon by Kennedy, accepting the preliminary report of Toltz, King & Day, Inc. as submitted, subject to their written report on the comments and recommendations de by Dr. H. 0. Halvorson. Upon motion by Yaeger, second by Kjerner, the Public Grounds Committee was instructed to proceed to get prices of the real estate for each of the sites uggested for the new proposed Sewage Disposal Plant, the prices on lands to nclude right-of-way for road to the site. The copy of a resolution setting salaries for positions in the Public tility Department for the period beginning April 1, 1945 and ending April 1, 19 as again read. After hearing the employees who attended the meeting and discussion y members of the Common Council, action on the matter was deferred until a futur te. The communication from the Board of Park Commissioners dated April lg, 945 setting forth the salaries approved by them for positions in the Park Departme as read and ordered placed on file. The application .of Paul N. White for a license to sell cigarettes at etail was read and upon motion by Kjerner, second by Yaeger, the license was anted. The applications of the Salvation Army, Skelly Oil Company (2), Hueys igar Store, Sears Roebuck & Co. (2), Cargill Feeds, A. Madenberg, Firestone Service tores, East End Grocery, Parker Hotel, Hack & Goetting, Nelson Food Market, and aker Motors for a permit to place and maintain a sign were each read and upon otion by Yaeger, second by Narveson, the said permits were granted. The applications of Paul N. White, Norton Hotel and George C. I, The applications of Bruce E. Miller and Glen Rose for Drivers License! were each read and upon motion by Kjerner, second by Kennedy, the licenses were granted. The official bond of Paul Plantz in the amount of $1, 000. 00 with the Western Surety Company as surety was read and upon motion by Fryer, second by Yaeger, the bond was approved, the surety thereon accepted, and it was ordered that same be placed on file. Alderman Fryer introduced the following resolution which was read: "WHEREAS, The Board of Park Commissioners of the City of Rochester, Minnesota, have submitted the following quoted communication to the Common Council, viz: Honorable Mayor and Members of the Common Council City of Rochester, Minnesota Gentlemen: At a meeting of the Board of Park Commissioners held this afternoon, some revisions were made in salaries set for various jobs in the Park Department for the fiscal year 1944-45. Therefore, we wish to submit to you at this time a new schedule to replace the one sent to you on April ninth: Paid Approved for Position Last Year Ensuing Year Superintendent of Parks and Manager of Mayo Civic Auditorium $ 321.00 $ 350.00 mo. Be it further resolved: That -all -of the aforesaid salaries be paid semi-monthly on the 16th day and the last day of each month from the Mayo Trust Fund." . Upon motion by Fryer, second by Kjerner, that the said resolution be adopted as read, and upon roll call and all voting in favor -thereof, President Lemmon declared the said resolution duly.passed and adopted. Alderman Kjerner introduced a resolution, appropriating $15,302.67 from the Sewer Fund and ordering -payment made to Toltz, King & Day, Inc., Engineers ani Architects, said amount being 14% of estimated cost of new Sewage Disposal Plant, which was read. Upon motion by Yaeger, second by Fryer, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. The Chief of Police, H. N. Tompkins, stated that i't had become necessary to make changes in the parking regulations on three sides of the block directly west of the Mayo Clinic and upon motion by Fryer, second by Kennedy, the matter was left in the hands of the Police Committee and the Chief of Police to make the necessary changes. Upon motion by Kennedy, second by Yaeger, the meeting was adjourned unti 7: 30 o'clock P.M. April 23, 1945. City- Clerk. •
