Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in
said City, on April 23, 1945• 11

President Lemmon called the meeting to order at 7:30 o'clock P.M., the 1�
following members being present: President Lemmon, Aldermen Fryer, Kennedy,
Kjerner, McQuillan, Narveson and Yaeger. Absent: None.
Upon motion by Fryer, second by Yaeger, the minutes of the meeting of
;April 19, 1945 were approved. i
President Lemmon stated this as being the time and place set for a I'
'hearing on the construction of a sanitary sewer and watermain in Fifth Street
I
;Northwest from Ninth Avenue Northwest to Eleventh Avenue Northwest. Three-
Ipersons residing on property abutting on the proposed improvement appeared at the,
',meeting and stated that they were in favor of having the sanitary sewer and
watermain constructed.
President Lemmon stated this as being the time and place for receiving
jproposals for being designated as City Depositories. The applications of the
!following named banks of Rochester, Minnesota to be cbsignated as a depository forj'
the funds of the City of Rochester, Minnesota were each read: First National Bank,
�$300,000.00; Union National Bank, $200,000.00; and Olmsted County and Bank Trust I'
(Company, $50,000.00.
President Lemmon stated this as being the time and place for receiving j
!proposals for doing the official printing and advertising for the City of
!',Rochester for the official year. The proposal of the Post Bulletin Company was
read.
The resolution adopted by the Public Utility Board setting salaries fort
the year beginning April 1, 1945 and ending April 1, 1946 was again presented 11

and a motion was made by Alderman McQuillan, second by Alderman.Narveson, that
the Council go on record as being in favor of the Public Utility Board increasingi •
the salaries of certain employees in the Public Utility Department. above the

amount as stated in the resolution. Upon roll call Aldermen Fryer, Kennedy,

A resolution adopted by the Board of Park Commissioners requesting the I�

the F. E. Williams Apartment Building at 506 Fifth Street Southwest was read, als<
a resolution adopted by the Board of Park Commissioners requesting the Common
Council to approve the bid of John P. Brotherson in the amount of $4,900.00 for
the F. E. Williams Estate property located at 119 Fourth Street Southwest were
each read and upon motion by McQuillan, second by Kjerner, the same were approved
and ordered placed on file.
A resolution adopted by the Board of Park Commissioners..on April 23, 194
requesting the Common Council to instruct the City Attorney to enter into
negotiations with representatives of the Simon Stensrud Estate in regard to
purchasing its 3/8 interest in the F. E. Williams Estate Business property was
read and upon motion by Fryer, second by Narveson, the same was ordered placed on
file.

resented by Mr. Leo Har and upon motion by Fryer, second by Kennedy, the said
lat was approved and the City Clerk was authorized to execute.the certificate
s to date of approval of the Common Council and to have said Plat placed on the
ecords in the office of the Register of Deeds.

We, the undersigned having been delegated to examine the
ownerships of the proposed Sewage Disposal Plant sites,
recommend that appraisers be appointed to'appraise the

(Block 3, Conley's Addition adjacent to Lots 11, 12, and 13 and 14 be vacated, was
;read and President Lemmon referred same to the Street & Alley Committee.
The report of the Clerk of the Municipal Court for the week ended

April 21, 1945, showing total criminal fines and costs collected $352.00 and
,conciliation court fees $1.00, was read and having been previously approved by
'the City Attorney, President Lemmon ordered that same be placed on file.
The application of Robert M. Roessler for a Journeyman Plumber's License

�Iwas read and upon motion by Kennedy, second by McQuillan, the license was granted:
The applications of J. C. Eppard and Floyd S. Arnold for license to
sell cigarettes at retail were each read and upon motion by Kjerner, second by

The applicatiow of Dodge Lumber & Fuel Company for 2 permits to place
!I& maintain a. sign were each read and upon motion by Fryer, second by Narveson,

The applications of J. C. Eppard and Floyd S. Arnold for license to sell
!;soft drinks were each read and upon motion by Kjerner, second by Kennedy, the

j The official bonds of Darrell E. Sanford in the sum of $500.00 with the,
;'Fidelity and Deposit Company as surety and Walter Zierath in the sum of $500.00
with the Hartford Accident and Indemnity Company as surety and the contract bonds)
Hof Union Asphalts & Roadoils, Inc. in the sum of $567.00 with the Aetna Casualty

bland Surety -Company as surety and the Post Bulletin Company in the sum of $1,000.00.

Alderman Fryer introduced a resolution appropriating $1,750.00 from the)

)Bridge Fund and ordering payment made to Walter H. Wheeler for preliminary work on
��proposed bridge, which was read.

Upon motion by Kjerner, second by Kennedy, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the

Alderman Fryer introduced a resolution appropriating $235.30 from the
F. E. Williams Estate Fund and ordering payment made to the Park Improvement Fund!:

Upon motion by Fryer, second by Narveson, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Fryer introduced a resolution appropriating $1,219.73 from the
F. E. Williams Estate Fund and ordering payment made to the Park Improvement. Fund
to cover free swims for children under fifteen years .of age at Soldiers Field
• Swimming Pool, which was read.
Upon motion by Kennedy, second by Fryer, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
v� said resolution duly passed and adopted.
Alderman McQuillan introduced a resolution appropriating.$86.49 from the
General Fund, $2.00 from the S & A Fund, $4.00 from the Fire Protection Fund and
$2, 224. 20 from the Lighting Fund and ordering payment made to the City of Roche:stel
Public Utility Fund for eledtricity, power and water, which was read.
IIUpon motion by Kennedy, second by McQuillan, that the said resolution be
dopted as read,- and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Kennedy introduced a resolution appropriating $633.44 from the
ark Improvement Fund, $49.20 from the Lighting Fund and $10.98 from the F. E.
illiams Estate Fund and ordering payment made to City of Rochester, Public Utilit;
d for steam heat, water, electricity and power for Auditorium and water for
.E. Williams buildings, which was read.
Upon motion by Yaeger, second by Narveson, that'the said resolution be
dopted as read, and all voting in favor thereof, President Lemmon declared the
aid resolution duly passed and adopted.
IIAlderman Kennedy introduced a resolution designating the First National
. an the Union National Bank and the Olmsted County Bank & Trust Company as
City Depositories for the City of Rochester, which was read.
'Upon motion by Yaeger, second by Narveson, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the

Alderman Kjerner introduced a resolution designating the Rochester Post
lulletin as the official newspaper for the ensuing official year, which was read.
Upon motion by Fryer, second by Kennedy, -that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
11said resolution duly passed and adopted.
Alderman Kjerner introduced a resolution accepting the collateral and
assignment in lieu of a depository bond of the`Union National Bank, which was read.

Alderman McQuillan introduced a resolution accepting the collateral
land assignment of the Olmsted County Bank & Trust Company in lieu of a depository
bond, which was read.
Upon motion by Fryer, second by Kennedy, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Narveson introduced a resolution accepting the collateral and

lassignment of the First National Bank of Rochester, in lieu of a. depository bond
which was read.

Alderman Narveson introduced a resolution authorizing the Board of Park

Alderman Yaeger introduced a resolution ordering plans, specifications

and estimate of cost for the construction of a sanitary sewer and watermain in

Upon motion by Kennedy, second by Kjerner, that the said resolution be
,adopted as read, and all voting in favor thereof, President Lemmon declared the

Alderman Fryer introduced the following resolution which was read:
"Be it resolved by the Common Council of the City of Rochester,
� Minnesota:
That the Public Utility Board of the City of Rochester, Minnesota, be
land the said Board is hereby authorized, effective April 1st, 1945, to pay the
;!following sums as yearly salaries and compensations to its employees; the said
salaries to be payable in equal monthly installments, one half of the said

Alderman McQuillan introduced a resolution appropriating $200.00 from
the Fire Protection Fund and ordering payment made to Wm. T. McCoy Post, No. 92
for a davenport and two chairs, which was read.
Upon motion by Kennedy, second by Narveson, that the said resolution bell •
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.

Alderman Kennedy introduced a resolution authorizing the City Attorney
to negotiate with -representatives of the Simon Stensrud Estate to purchase its
318 share in the F. Z. Williams Estate property, which -was read.
Upon motion by Fryer, second by Kennedy, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
