Minutes of an adjourned regular meeting of the Common Council of the
I�City of Rochester, Minnesota, held in the Council Chambers, in the City Hall in
II said City, on July 24, 1945- �

President Lemmon called the meeting to order at 7:30 o'clock P.M., the

following members being present: Lemmon, Fryer, Kennedy, Kjerner, McQuillan,
and Yaeger. Absent: Narveson.

of July 16, 1945 and July 19, 1945 were approved.

President Lemmon stated that the matter of constructing a. water main (I
on 3rd Avenue Northwest would again be taken up. Mr, and Mrs. Chas, Steck,
Mrs. B. M. Strickland and Mr. Wm. Rubow, also Mr. Frank Newhouse, attorney
representing Clarence Thompson, who stated that he thought the assessment should
be reduced on the Thompson property due to the fact that it would not be
benefited as much as the other property, were present at the meeting. Alderman

Kjerner, chairman of the Water Committee, made a verbal recommendation that the
line be now installed as the Public Utility Department had agreed to pay the
difference in cost between a 41, main and a 6" main. A motion was made by
McQuillan, second by Fryer, that the water main be constructed and that the cost
of same be assessed to the abutting property at an approximate cost of $2.34 per
front foot. All voted in favor of the motion.
A plat of Lot 19, Auditor's Plat "A" to be known as Homestead Addition,,
together with a petition -for the grading of certain streets, the construction of

a sanitary sewer, and the installation of water facilities in the said Homestead
i
Addition were presented by the Mayo Properties Association. Upon motion by Fryer,
second by Kjerner, the plat was approved and the City Clerk was authorized to
execute the certificate showing the action taken by the Common Council.
Upon motion by Kennedy, second by McQuillan, the City Engineer was
instructed to prepare plans and specifications for the installation of sanitary
sewer and water facilities and the grading of the streets in the said Homestead

I Addition.

A request by the Mayo Properties Association that the City Engineer
prepare plans and proceed with the construction of the grading, construction of
a curb and gutter and surfacing of Plummer Lane, and also a sanitary sewer in
Plummer Lane and extending east to the present sewer line was read and upon 11
motion by Fryer, second.by Kennedy, the City Engineer was instructed to prepare

the said plans and specifications.
A petition for the construction of a curb and gutter on 5th Avenue
Southeast from 12th Street Soitheast to 13th Street Southeast was read and the

The recommendation of the Board of Zoning that the petition of Mr. Carl
Person to construct an addition to his present store building located on 4th
Street Southeast between loth Avenue and llth Avenue Southeast be granted and also
the recommendation of the Board of Zoning that the petition of Mr. Ruel E. Gatewoc
to constru.ct an addition to his building, were each read. Unon.motion by Fryer,
second by Kjerner, action on the recommendations of the Board of Zoning was
deferred until the Common Council could make an investigation of the property
affected.
A statement of receipts and disbursements in the Park Improvement Fund
for the month of June, 1945 was read and the same was ordered placed on file.
The report of the Clerk of the Municipal Court f.or the week ended
July 21, 1945 showing total criminal fines and costs collected $292.00, civil
fees received, $.25, and conciliation court fees, $2..25, was read and having been
previously approved by the City Attorney, President Lemmon ordered that the same
be Alaced on file.
The application of Dorrance Bluhm fora Driver's License was read and
upon motion by Yaeger, second by Mcquillan, the license was granted.
The applications of Leo B. lJiet.z and Harold J. Beaver for Journeyman
Electrician's License were each read and upon motion by Yaeger, second by Fryer,
the licenses were granted.
The application of Earl J. Squires for an Electrical Contractor s
license was read and upon motion by Kennedy, second by Yaeger,. the license was
granted.
Alderman Fryer introduced a resolution appropriating $4,734.00 from
the Fire Protection Fund and ordering-a.yment made to the Public Utility Fund for
hydrant rental, which was read.
Upon motion by Yaeger, second by Kjerner, that the said resolution be
adopted as read, and all voting. in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Fryer introduced al, resolution appropriating $196.96 from the
General Fund, $2.00 from the Street`& Alley Fund, $11.60 from the Fire Protection
Fund and $1704.60 from the Lighting Fund and ordering payment made to the City
of Rochester, Public Utilities, which was

cutback asphalt, which was read.
Upon motion by Fryer, second by Yaeger, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the

Alderman McQuillan introduced a resolution appropriating $14,567.16
Ifrom the General Fund,and ordering payment made to Public Health & Welfare Fund
for real estate tax from March 1, 1945 to May 31, 1945, which was read.

Upon motion by McQuillan, second by Kennedy, that the said resolution be
I! adopted as read, and all- voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.

Alderman Yaeger introduced a resolution appropriating $1037.93 from thell
General Fund and ordering payment made to the Public Health & Welfare Fund for it
garbage collections received with June, 1945 tax settlement, which was read.

Upon motion by Kennedy, second by Kjerner, that the said resolution be

adopted as read, and all voting in favor thereof, President Lemmon declared the I,

Alderman Kennedy introduced a resolution appropriating. $623.59 from the'
Firemen's Relief Fund and ordering payment made to the Firemen's Relief. Association
a for real estate tax from March 1, 1945 to May 31, 1945, which was read.
Upon motion by Yaeger, second by Fryer, that the said resolution be

said resolution duly passed and adopted.
Alderman Kennedy introduced a resolution appropriating $2543.47 from
the Police Relief Fund and ordering payment made to the. Police Relief Association;!

Alderman Kennedy introduced a resolution appropriating $437.79 from

the General Fund and ordering payment made to Chicago & North Western Ry. Co.
for freight on cutback asphalt, which was read.
Upon motion by Fryer, second by Kennedy, that the said resolution be
adopted as read, and all voting in favor .thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Kennedy introduced a resolution awarding a contract to
Carlisle G. Fraser for the construction of a water main on Third Avenue Northwest,

which was read.
! Upon motion by Fryer, second by Kennedy, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.

Alderman Kjerner introduced a resolution ordering the 1st hearing on
the construction of a curb and gutter on 5th Avenue Southeast between 12th
Avenue Southeast and lath Avenue Southeast, which was read.

Upon motion by Fryer, second by Kjerner, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
The following claims were read and upon motion by Yaeger, second by
Fryer, the same were allowed and -the Mayor and City Clerk were authorized and
directed to draw warrants on the City Treasurer and make payments accordingly:
