Proceedings of the .Common Council of theCity of Rochester, Minnesota; 0cto.ber 15.:.19 _o4, W I I I• 1 .0 I 1 Minutes of an adjourned regular meeting of the Common Council of the City of Pochester, Minnesota, held in the Council Chambers, in the City Hall in said City, on October 15, 1945. wPresid.ent Lemmon called the meeting to order at 7; 30 o'clock P.1114. , the fgllowing members being present: Lemmon, Fryer, Kennedy, Kjerner, McQuillan, Varveson, and Yaeger. Absent: None. Upon motion by Fryer, second by McQuillan, the minutes of the meeting of October 1, 1945 were approved. President 'Lemmon stated this as being the time and place set for a hearing on the construction of a. sanitary sewer and wa.termain in Sth Avenue Northwest from l.lth Street Northwest to 1Z'-th Street Northwest. There was no one present wishing to be heard. President Lemmon stated this as being the time and place set for receiving and opening bids for the construction of a, sanitary. sewer and watermainl in 4th Avenue Southeast between 13th Street Southeast and 14th Street Southeast. .The bid of Carlisle G. Fraser in the amount of $403.50 was opened and President Lemmon referred same to the Sewer Committee and the City Engineer for report. A recommendation was submitted by the Sewer Committee and the City Engineer that the contract be awarded to Carlisle G. Fraser and upon motion by Fryer, second by Narveson, the same was approved. Alderman McQuillan, Chairman of the Fire Committee, made a verbal repori on the inspection of the various aerial equip_lent which was demonstrated to the Committee in Chicago, Illinois. and Gary, Indiana.. He also recommender' that no action be taken .at this meeting on the purchase of a new aerial and that the matter - be deferred until the meeting of November 5, 191.5 when representatives from each comrany that had bid on the aerial could be heard. Upon motion by McQuillan, second by Kjerner, action was deferred until November 5, 1945. President Lemmon stated this as being the time and place set for receiving and opening bids for furnishing all labor and material reouired to erect the Christmas Street Lighting Decorations. No bids were received and President Lemmon referred the matter to the Lighting Committee to confer with the Chamber of Commerce to ascertain what further plans could be made. Upon motion by Fryer, second by Kennedy, the City Clerk was instructed to request the various Boards and Departiaents to submit their budgets for the next fiscal year. Schedules of additional trips on present runs to be made by the Rochester Bus Line, Inc. were presented to the Common Council and also notice by the Bus Company of an additional run to be made on East Center Street from Eleventh Avenue East to 15th Avenue East, South on 15th Avenue Southeast to 2nd Street Southeast J4 Record -of Official -Proceedings- Hof the Common.. Plans and specifications for the following projects in Homestea.c Add: were I' submitted by the City Engineer together with his recommendation that bids be li 'called for covering the grading, graveling, and installation of wa' termains, I. Ilsa.nitary sewers anE storm sewers in 15th Avenue Southeast, from 4th Street South-�' I east to Durand Court S.E. ; and in Berkman Court S. E.; Damon Court S. E. and Durand Court S. E., were each read and upon motion by McQuillan, second by Kennedy, the 1'City Clerk was instructed to advertise for bids to be opened on November 5, 1945 i ,at 2:00 o'clock P. M. I' I The recommendation of the Street & Alley Committee that the City purchase Lot 1, Block 15 of Manley's Sub -Division as a possible extension of 6th Avenue Northwest across Cascade Creek and that a miscellaneous tract of land 91 ft. by i 28 2 ft. which lies between 13th Street and loth Street Northwest and Brest of Cascade Creek also be purchased, was read and the same was ordered placed on. file. The recommendation of the Street & Alley Committee that a. plat recently!, submitted by Kris Nielson to be known as MSubDivision of Outlot 1, of Nielson's Subdivision' be accepted when. Eleventh Street Northwest between 4th Street and has been graded .and Cascade Creek % and they further recommended that any dedication of Cp scade I!Creek be omitted, was read and upon motion by McQuillan, second. by Kennedy, the recommendation was a-oproved and the City Clerk was instructed to send BIr. Nielson !'a. copy of the said recommendation. I' Alderman Yaeger stated that he had conferred with Mr. A. V. Crowson in I. ;i ;regard to obtaining '_and to construct a. sidewalk across on the west side of J�Ir. I' Crowson's property on -12th Avenue Southeast. Mr. Crowson was present at the i ;meeting and stated that he :!as willing to deed the necessary land for a sidewalk nr6viding the City construct the sidewalk at no cost to him. Upon motion by i �idarveson, second by Fryer, his proposal to the City was approved and the City I - �Attorney was instructed to prepare a deed covering the said strip of land. li A communication from the Board of Park Commissioners requesting the I I, ��approval of the .Common Council of an exchange of certain park real estate for a Ii parcel of land owned by P.ir. 111. Upon motion by Fryer, second by Narveson, the exchange of real estate was approved and the City Attorney was dnstruct'ed to draw up the necessary papers. The following copies of resolutions adopted by the Public Utility Board were each read and President Lernmon ordered that the same be placed on file; "Be it and it is hereby resolved by the Public Utility Board - of the City of Rochester, Minnesota that the Hon. Common Council of the said City be and is hereby requested to authorize the said Board to enter into a, contract with P. J. Thein of Clara City, Minnesota for the furnishing of all tools, equipment, material, and labor for the drilling, casing and testing of ONE ART SIAN WELL in accordance with plans and specifications on file, the amount of said contract, according to schedule of quantities in said specifications, to be NINE, THOUSAND FOUR HUNDRED AND FIFTY DOLLARS ($9, 50.00) and the said P. J. Thein being the lowest responsible bidder." "WIrIETEAS, the Public Utility Board on February 3rd' 1944 employeed Sargent and Lundy, Engineers of Chicago, Illinois to make a study and prepare for the said Board an Engineering Report outlining their conclusions and recommendations as to the best method along which the City of Rochester Power Plant, steam and electrical distribution system should_ be developed, and WHEREAS, said Engineering Report has been received and studied by the Public Utility Board, and WHEREAS, said Engineering Report recommends the con- struction of a NEW S^lEAtf ELECTRIC POWER GENERATING PLAINT, and WHEREAS, the Public Utility Board is of the opinion that the construction of a ne.w plant as recommended would be in the best interest of the City of Rochester and it's citizens, THEREFORE, be it ant it is hereby resolved by the said Public Utility Board that the Honorable Common Council of the. said City be and is hereby requested to authorize the said Board to enter into a, contract with SARGENT and LUNDY for the furnishing and -performing of the necessary architectural and engineering services in connection with the construction and completion of buildings and improvements and the installation of the equipment which will constitute integral parts of a. new steam electric power generating plant to be erected on a. plant site in the City of Rochester, and Be it and it is hereby further resolved by the said Board that the firm of Sargent and Lundy be paid a. fixed fee which shall be equal to two per cent (2%) of the mutually agreed upon estimate of cost of the rroject to completion plus such costs of Architects and Engineers on a r)er man-hour basis as enumerated in the contract, a copy of which is attached to this resolution, together e:7ith certain miscellaneous expenses as enumerated in the said contract. ti • The recommendation of the Board of Zoning that Lots 1 and 2 in Block 5, Sunnyside Addition be changed from residential to industrial zone was read and upon motion by Fryer, second by Kennedy, the same was approved. iSIONE RS • 546 Record of Official :Proceedigs , .of the Common.:; Council C.,? of the City of Rochester, Minnesota, October 15 - 19 L 5, ; ----------- ---------- ----------- The recommendation of the Board of Zoning that George B. The recommendation of the Finance Committee that a. loan be granted to I Al Charles Atkinson by the Rochester Fire Relief Association in the amount of l $150.00 with interest at 6% on his -property described as Lot 5, Block 10, Golden dill addition in the Southeast 1 Section 11, Township 106, Range 14 West was reads' and upon motion by Fryer, second by Narveson, the said loan was approved. j' A communication from sir. John T. Dresbach -regr.esting information as to istreet improvements in a proposed plat located between 7th and 9th Streets South- �I west and. 14th Avenue Southwest and the Belt Line, was read and President Lemmon referred the same to the Street & Alley Committee, the Sewer Committee and the j City Engineer. j. The City Engineers Trial Balance for the month. of October, 1945 was read. Land President Lemmon ordered that the same be placed on file. Upon motion by Mcquilla.n, second by Na.rveson, that the saia. resolution be adopted as -re.:.C, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kennedy introduced a resolution levying special assessments for grading of 5th ,Street Northwest from ath Avenue Northwest to llth Avenue Northwest, which was r ea.d. Upon motion by Kjerner, second by Fryer, that the said resolution be adopted as read, and all voting; in fa.vor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kennedy introduced a resolution levying special assessments for a sanitar,T sewer and waterma.in in 7th Street Southeast from 12th Avenue Southeast to 13th Avenue Southeast, which. was read. Upon motion by Kennedy, second by Kjerner, that the said resolution be adopted as read, and all voting in favor thereof, president Lemmon declared the said resolution duly p,�.ssed and adopted. Alderman Kjerner introduced a resolution appropriating $839.31 from the General Fund and ordering payment made to The Texas Company, which was read. Upon motion by Fryer, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kjerner introduced a, resolution appropriating $395.42 from the General Fund and ordering payment made to State of Minnesota, Department of Taxation, for inspection fee and gasoline tax, which was read. Upon motion by Kjerner, second,by Yaeger, that the said resolution be adopted as read, and all- voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman '3a.rveson introduced a resolution_ appropriating $961.90 from the General Fund, $1,99.90 from the Sewer Fund, $609.73 from the Street & Alley Fund and $39. 75 from the P.,I. R. Fund and ordering pat ment made to the Street & Alley Fund for use of equipment and stock used, which was read. Upon motion by Fryer, second by Narveson, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted.
