President Lemmon called the meeting to order at 2:00 o1cloc1k P.M.., the following members being present: President Lemmon, Aldermen Fryer, Kennedy, jerner, Hicquillan, Na.rveson, and Yaeger. Absent: None. Upon motion by Kjerner, second by Fryer, the minutes of the meetings Iof October 15th, 19th and 25th, 1945 were approved. President Lemmon stated this as bein6 the time and place set for a earing on the grading and construction of a sanitary sewer and waterma.in in 12th venue Southeast from Sth Street Southeast to 200 feet South. Mrs. Laura. Russell ppea.red at the meeting and spoke in favor of the improvements being made as soon s possible. President Lemmon stated this as being the time and place set%for a Tearing o•n the construction of a. sanitary sewer and watermain to serve Lots 2,3, 10 and 11 in Block 6, Sunnyside Addition on 101 Street Southeast. There wa.s no one present wishing to be heard. President Lemmon stated this as being the time and place set for a easing on the petition for the vacation of a portion of the alley abutted by ots 1, 2, 3, o, 7 and S in Block 19, Northern Addition to the City of Rochester. ld.erman McQuillan stated that Mr. Fordham was now in favor of having the alley acated to the street. President Lemmon stated this as being the time and place set for receiving and opening bids for grading, graveling, and installation of watermains, sanitary sewers and storm sewers in 15th Avenue Southeast from 4th Street Southeas to Durand. Court Southeast, in Berkman Court Southeast, Damon Court Southeast and in -Durand Court Southeast. The following bids were received and opened: L. M. Feller Company in the amount of $47,702.30 and Carlisle G. Fraser in the amount of 45, 30g. 90. The recommendation of the Street and Alley Committee, the Sewer Committee, nd- the Water Committee that the contract be awarded to Carlisle G. Fraser for the ra.ding, graveling and installation of watermains, sanitary sewers and storm sewers in 15th Avenue Southeast from Eith Street Southeast to Durand Court Southeasljt, n Berkman Court Southeast, Damon Court Southeast. and in Durand Court Southeast, aa.s read and upon motion by Yaeger, second by McQuillan, the report of the above Committees ;•ra.s accented. Mr. Joseph H. Kremer -representing the Yellow Cab Company and Mr. John C, IIIAdams representing the Town Taxi Company, presented requests to ha.ve the taxicab i/ licenses issued to them transferred to Mr. Harrell Eggers, N. J. Postier, Elmer • by Fryer, second by Kjerner, the j ,,Judd. and Joseph:. Kremer and upon motion i transfer of the taxi ca.b licenses was authorized. Mr. A. J. Lobb, representing the Mayo Properties Association, stated Ilthat they e•rished to use the barracks which were occupied by the Ferry Command ,,for temporary housing purposes, and upon motion by Fryer, second by ikicAuillan, I 1' the Building Inspector was authorized to grant a temporary permit for use of the I; barracks at the airport until housing conditions are adequate in the City. Mr. Frank Harrington appeared at the meeting and stated that his i � lease on' a part of the F. E. Williams Estate Business Property I expired -on June 1, 1946, and that he understood that a new lease would be based I on a long period of time I covering the entire properiZ% He was informed that no action by the Board of P?ri: Commissioners had been presented to the Common Council for their consideration , and upon motion by }Fryer, second by McQuillan, the City Clerk wes instructed to I I :ask the Park Board to -present a copy of the action, if a.ny, taken by their Board ,for the consideration of the Common Council. A motion was made by McQizilla.n, second by Kennedy, that the regl:.est be granted and upon roll call and all voting in favor thereof except Alderman Fryer, who voted "no", the recuest of Frank Adair was granted. The request of Ralph F. Books, who recently returned from active service in the United Stated Armed Forces, for reinstatement as a patrolman in the Rochester Police Department was read and upon motion by Fryer, second by Kennedy, the request was approved. The request of the Rochester Transfer and Storage Company to have the. �.11ey in Conley's Addition serving their location at 90.3 Sixth Street Hortht�Test improved was read and upon motion by Fryer, second by Kennedy, the sp.me yras referred to the Street a..nd Alle,ir Committee and the City Engineer. A request b,- the County Auditor t"nat the Common Council approve the. classification of certain forfeited lands a..s non -conservation lands was read and upon motion by Yaeger, second by Narveson, the same was approved and the City Clerlll Baas authorized to sign the certificate to that effect. The recommendation of the Police Civil Service Commission thatilma.n Vang and Raymond W. Wagoner be employed temporarily as -patrolman without revious experience was read and upon motion by Kjerner, second by Fryer, the same a.s approved. The Mayor I s appointments of William H. The statement of receints and. disbursemf.nts in the Park Imurovement Fund for the month of September, 1945 was read and President Lemmon ordered that the same be pl;:,.ced on file. j The report of the Building and Plumbing Inspector for the month of Cctober, 1945 showing building permits issued ;p'365.00 and plumbing permits issued, $194.50 and the report of the Electrical Inspector for the month of Cctober, 19Z!-5 showing electrical permits issued $114.25, were each read and President Lemmon referred same to the Finance Committee. The matter of unpaid license fees was discussed and upon motion by Fryer, second by Karveson, the same eras referred to the License Committee to wor'.: out some plan of checking licenses for unpaid fees. Goetting and Harry V. Purves, were each read and upon motion by Fryer, second by Yaeger, the bonds were approved, the surety thereon accepted, and it was ordered that the same be placed on file. Alderman Fryer introduced a resolution appropriating $995.90 from the General Fund, $937.12 from the Street and Alley Fund, and $95.29 from the Sewer Fund and ordering payment made to the Street & Alley Fund for use of equipment and stock used, which was read. Upon motion by Yaeger, second by Fryer, that the said resolution be adopted as read, anC all voting in favor thereof, President Lemmon declared the said. resolution duly passed and adopted. Alderman .Fryer introduced a resolution appropriating $199.53 from the General Fund, $2.00 from the Street and Alley Fi._nd, $9.40 from the Fire Protection Fund and $2402.20 from the,Lighting Fund and ordering payment made to the Public tility Departiment, which was read. Upon motion by Kjerner, second by Kennedy, that the said resolution be dopted as read, and all voting in favor thereof, President Lemmon declared the aid resolution duly passed. and adopted, Alderman Kennedy introduced a resolution appropriating $367.70 from the I.R. Fund and ordering payment made to Carlisle G. Fraser, which wa.s read. Upon motion by Fryer, second by Yaeger, that the said resolution be dopted as read, and all voting in favor thereof, President Lemmon declared the aid resolution duly passed and adopted. Alderman Kennedy introduced a, resolution appropriating V`55,60 from the . I.R. Fund a-nd ordering payment made to Carlisle G. Fraser, �,rhich was read. Upon motion by IrIcQuilla.n, second by Kjerner, that the said resolution be dopted as read, and all voting in favor thereof, President Lemmon declared the aid resolution duly passed and adopted. Alderman Kennedy introduced a, resolution appropriating $ls49.37 from the I.R. Fund and ordering payment made to C. M. Boutell.e, which was read. Upon motion by Fryer, second by Kjerner, that the said resolution be 3.dopted as read, and. all voting in favor thereof, President Lemmon declared the -aid resolution duly passed and :dopted. Alderman Kjerner introduced a resolution appropriating $937.SO from the F. E.
