there was no storm sewer located at

corn.er of the
Southeast/intersection of Center Street and First Avenue Southey st and tl_P.t they
were having trouble wit_- the water which drained off the buildings at that location
,freezing in the gutters, and as.•-ed if a connection could be made to the storm

,sewer si�ciox$xx�sxdiagonally across Center Street. President Lemmon referred the
iimatter to the Street and Alley Committee and the City Engineer.
Mr. Harold Moody apnea -red at the Council meeting; and stated that it
might be possible for the City to obtain a grant from the Federal Government to
cover a. part or all of the architectural fees for the new Sewage Dispossl Plant.

A request by Albert K. Thompson, echo has been recently discliarged from

A communication from the State of Minnesota, Department of zighwa.ys,
transmitting an agreement for the maintenance of trunk highways -ithin the cor-oorpte
1,limits of the City of Rochester was read and President Lemmon ordered that the
same be placed on file.

The recommendation of the Board of Zoning that the petition of Addle
Van Schaick to have the East half of the Northeast quarter of Block 79, Original
Plat and that part of Lot 65 in the State Plat of' Section 36, Township 107, Range
14 West which lies North of the South line (if extended) of the North half of

Block, 79, 0-rigina.l Plat, changed from residential to industrial zone! eras read and
upon motion by Yaeger, second by Narveson, the recommendation -was *approved.
A -oetition for the construction of a curb a.nd gutter on both sides of
Sixth Avenue Southwest from 7th Street Southwest to 9th Street Scuthwest was read
and upon motion by Fryer, second by Yaeger, the same %-:as ordered placed on file
and the City Engineer was authorized to make a preliminary .survey and plan for th
project.
The following budgets as submitted were each read and ordered 7)la,ced o
file for reference at the time the City budget is set up: Board of Education,
$559, 595. 00; Board of Public Health & Welfare, $39,967.00; Band Committee,
$7, 333.00; Rochester Fire De-oa.rtment, $116,533.00; Police Department, $94, 392.75;
Rochester Public Library, $70,000.00; and the Board of. Park Commissioners, 4 milli
A certificate of insurance issued by the Fidelity & Casualty Company ofl
New York certifying that Foster Electric 8ompa.ny is insured under policy OC6003668'
and policy No. P267053 in the following amounts, Workemen's Comnensation,$50,000.b0
for one Tterson; $100, 000.00 for any one accident; and for property damage, $1 , 000
was read and the same was ordered -olaced on file.
• A plat to be knonw as Nielson's Sub -Division of Outlot 1, Nielson's
Subdivision of -Lands in Northwest 4i Section 35, Township 107., Range 14 West,
was presented to the Council and upon motion by Fryer, second by Kjerner, the
same was accepted.
The following resolution adopted by the Public Utility Board was read
and. the same was ordered placed on file:
"Be it and it is hereby resolved by the Public Utility
Board or the City of Rochester, P?innesota, that the
Honorable Common Council of the said City be and is hereby
requested to authorize the said Board to enter into a
contract wit', the American Cast Iron Pipe Company for the
furnis?Ying, in accordance with specifications, of SEVEN
THOUSAIN-D FEET (7,000) of 61, Class 150, B & S, Cast Iron
Pipe at a. price of NINETY CENTS ($.90) per foot together
with fittir_gs as specif ied totaling $45Q.02 making a.
total contract price of SIX TIHOUSAND SEVEN HUNDRED FIFTY
NI111h DOLLARS AND TWO CENTS ($6, 75g. 02) , the said American

The recommendation of the Fire Committee that an American La.France
truck with a. 100 foot aerial ladder be purchased at a. price of $20,000.00, the
new equipment to include 2-16 ft. and 2-14 ft. roof ladders of aluminum construct
and the size of the engine to be increased to 240 Brake H. P. Upon mo-tion by

Alderman Fryer introduced a resolution appropriating $32y.70 from the

Alderman Fryer introduced a resolution appropriating $319.60 fr-om the
General Fund and ordering -a.yment made to H. Dornack for re -()airs to heating syste
at the City Hall, which was read.

adopted as read-, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and a.don,ted.-
Alderman Fryer introduced a resolution appropriating '352.26 from the
Street and Alley Fund and ordering payment made to The Barrett Division for tl;o
tank trucks of tarvia., which was read.
Upon motion by Yaeger, second by Kjerner, that the said resolution be
adopted as read, and all voting in favor thereof, t resident Lemmon. declared the

Alderman Kennedy introduced a resolution appropriating $13,203.63 from
the Street and Alley Fund and ordering payment made to Carlisle G. Fraser for
estimate No. 1 for grading and construction of selfrer and waterma.in in Homestead
Addition, which was read.
Upon motion by Kennedy, second by McQuillan, that the said resolution
be adopted as read, and all voting in favor thereof, President Lemmon declared thl

Alderman Narveson introduced a, resolution accepting agreement with the
State of Minnesota, Department of Hi ghwa.ys for la46 maintenance of Trunk Highways

Alderman Narveson introduced a resolution assessing sidewalks constructi�ed
during 1945, which was read.

Alderman Narveson introduced. a._ resolution levying taxes for School
District No. o, which was read.
Upon motion by Kjerner, second by Yaeger, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution_ duly passed and adopted.
Alderman Kennedy introduced a resolution accepting the bid of American
LaFrance Company for the purchase of a four wheel trailor type tractor and 100 ft
aerial, which was read.
Upon motion by Kennedy,, second by Kjerner, that the said resolution be
adopted as read, and all voting in favor thereof except Alderman Fryer who voted
"no", President-Lemmon declared the said resolution duly passed and adopted.
Alderman Yaeger introduced a resolution fixing the salary of the
stenographer in the Building, Plumbing and Electrical Inspector's office at
$120.OQ per math; oihich was read.
Upon motion by Yaeger, second by Narveson, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Kennedy introduced a resolution appropriating $2,200.00 from
the Park Improvement Fund and ordering payment made to Joseph F. Mackey, which
was read.
Upon motion by Yaeger, second by Kjerner, that'the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly 'passed and a.do-oted.

From the Lighting Fund.: City of Rochester, P.U., $93.40,
Mayor Grassle requested that a committee be appointed to work with the
recently organized Olmsted County Planning Commission. The two Aldermen from
from each of their respective wards
each ward were requested to select one member/and the Mayor and Alderman at
Large to recommend two members.
Upon motion by Yaeger, second by Fryer, the City Electrical Inspector
was authorized to go to St. Paul to study an ordinance in effect in that City
of
covering the electrical wiring tra.ilor. camps.
A request to operate cars as, taxi cabs without meters for the reason
that meters could not be now nurchased and the meters which have been used in
old cars could not be installed in the cars which have been recently purchased
to be used as taxi cabs, was discussed and upon motion by Kennedy, second by
McQuillan, action on the matter was deferred until the next meeting.
Alderman Yaeger, Chairman of the Lighting Committee, stated that no
authorization had been made for the Cit,y's share of expense of erecting the
Christmas Street lighting, and upon motion by Fryer, second by Na-rveson, the
amount of $1,000.00 �.,ra.s authorized for Christmas Street Lighting.
The application of Lowell B. Yaeger for license to operate a, popcorn
wagon at the intersection of Broadway and first Street Southwest was presented
to the Council and. upon motion by Fryer, second by Narveson, the application was
granted.
Upon motion by Kjerner, second by Yaeger, $199.00 was a-o-oropriated to
'the Mayor's Contingent Fund.
Mr. Alvin Benike .and I.4r. Jno. R. Brogan appeared at the meeting and
asked for permission to temporarily connect with the City water on llth Avenue
Northwest, where Mr. Brogan is now constructing a new building. ?sir. Brogan
stated that he ex-oected to make an application at once to have the said property
annexed to the City of Rochester, Minnesota. Upon motion_ by McQuillan, second
