D e c e'mb e r 19� Minutes of a regular meeting of the Common Council of the City of i Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City,; on December 3, 1945- President Lemmon called the meeting to order at 2:00 o'clock P.M., the Ifollowing members being present: President Lemmon, Aldermen Fryer, Kennedy, ' Kjerner, McQuillan, Narveson and Yaeger. Absent: None. Upon motion by Kjerner, second by Kennedy, the minutes of the meeting ,of November 26, 1945 were approved. fiPresident Lemmon stated this as being the time and place set for a ',second hearing on the construction of a sanitary sewer and watermain in 12th I Avenue Southeast from 8th Street Southeast to 200 feet South. There was no one j I' 'present wishing to be heard. President Lemmon stated this as being the time and place set for the first hearing on - the construction of a sanitary sewer and watermain to serve Lots ,I 12 and 3 in Block 6, and Lots 10 and 11 in Block 5, Sunnyside Addition to the City ', !of Rochester. Mr. Gus Harders was present and requested that the project be :'completed as soon as possible. President Lemmon stated this as being the time and place set for a ''hearing on the levying of special assessments for the construction of a curb and gutter on 5th Avenue Southeast from 12th Street Southeast to 13th Street Southeast,'. The report of the Police Committee and the Acting Chief .of Police that they had met with Mr. George Trenholm and.Ed.ward Branley in regard to bus service in the Southwest part of the City and their recommendation that no..tria.l run be m� I ci e at this ,time due_ to'. the'. fact .th�,.t a:dditional,. bus: eauipm:ent wo,.s-not-;a.vailable,was •read and upon motion by Kennedy, second. by 1dc0uiIlan, the report ryas accepted. The recommendation.of the Public Grounds Committee that the rental charge for the area in the Mill building now occupied by the Mayo Properties Association be set at $62.50 per month beginning January 1, 1946 was read and upon motion by McQuillan, second by Yaeger, the same was approved. A surveyor's certificate signed by John J. Kerr of a plot of land owned by Mr. Jno.. R. Brogan was read and the same was ordered placed on file. A recommendation by the Street & Alley Committee that a plat to be known as Armit's Replat of Outlot No. 2, Dura.nd'.s Subdivision be accepted was read and upon motion by Kjern-er, second by.Mcquillan, the same was approved. The report of the City Weighmaster for the month of November, 1945 showing 345 loads.weighed and receipts of $34.50, was read and President Lemmon referred same to the Finance Committee. t The report of the Clerk of the Municipal Court for the week ended December 1, 19,45,;showing total criminal fines and costs collected .$299.50, civil fees received $2.25, and conciliation court fees $2.00 was read and having been previously approved by the City Attorney, the same was ordered placed on file. The report of the Building and Plu*nbing Inspector for the month of November, 1945 showing.building permits issued.$162.00 and plumbing permits issuse $64.00 and the report. of, the Electrical Inspector showing electrical permits issu $42.75, were each read and President Lemmon referred the same to the Finance Committee. The application of Lyle W. Edgerton for a Master Electrician's License was.read and upon motion by Narveson, second by McQuillan, the same was granted. The application of B.P.O. Elk's Lodge No. 1091 for a license to sell soft drinks was read and upon motion by Kjerner, second by Yaeger, the license was granted. The surety bond of Lyle W. Upon motion by Yaeger, second by Kjerner, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the i said resolution duly passed and adopted. Alderman Fryer introduced a resolution levying special assessments for • I ;the construction of a sanitary sewer in 4th Avenue Southeast between 13th Street Southeast and 14th Street Southeast, which was read.. Upon motion by Kennedy, second by Narveson, that the said. resolution be, i ,adopted as read, and all voting in favor thereof, President Lemmoh declared the jsaid. resolution duly passed and adopted. j Alderman Fryer introduced a resolution levying special assessments for the construction of a curb and. gutter and driveways on 5th Avenue Southeast from I. 112th Street Southeast to 13th Street Southeast, which was read. I; Upon motion by Kjerner, second by Kennedy, that the said resolution be IIadopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kennedy introduced a resolution ordering the first hearing on I the grading of 12th Street Northwest -from 7th Avenue Northwest to Sth Avenue I (Northwest, which was read. Upon notion by Kennedy, second by Yaeger, that the said resolution be adopted as -read, and all voting in favor thereof, President Lemmon declared the ,said resolution duly passed an-d adopted. Alderman Kennedy introduced a resolution ordering the first hearing on the construction of a sanitary sewer and water -main in Sth Avenue Northwest from � ' • llth Street Northwest to 14th -Street Northwest and in 12th Street Northwest from 7th Avenue Northwest to Sth Avenue Northwest, which was read. Upon motion by Fryer, second by Kennedy, that the said resolution be- ladopted as read, and all voting in favor thereof, President Lemmon declared the i said resolution duly passed and adopted. Alderman Kennedy introduced a resolution adopting plans, specifications and estimate of cost for grading and construction- of a sanitary sewer and watermain in 12th Avenue Southeast from Sth Street Southeast to 200 feet South, which was read. Upon motion by Fryer, second by Kennedy, that the said resolution be I iadopted as read, and all voting in favor thereof, President Lemmon declared the 'said _resolution duly passed and adopted. Upon motion by Kjerner, second by L`cPuillan, that. the said resolution_ be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kjerner introduced.a resolution ordering a hearing on the vacation of the alley running North and South in Block 19, Northern Addition, which was read. Upon motion by Kennedy, second by Narveson, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Narveson introduced a resolution appropriating $505.12 from. the Park Improvement Fund and $99.20 from the Lighting Fund and ordering payment made to the City of Rochester, Public Utility Department, which was read. Upon motion by Kennedy, second by Kjerner, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Yaeger introduced a resolution appropriating $230.40 from the Park.Improvement Fund and ordering payment made to Burroughs Adding Machine Compaiy, which was read. Upon motion by Kennedy, second by Narveson, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said. resolution duly passed and adopted. Alderman McQuillan introduced a resolution granting a public dance permi to Mike Sternberg, which was read. Upon motion_ by Fryer, second by.McQuillan, that the said resolution be adopted as read, and all.voting in favor thereof, President Lemmon declared the said, resolution duly passed and adopted. The matter of constructing storm sewers to take care of drainage water at various places in the City ryas discussed and upon motion by Fryer, second by ?McQuillan, the City Engineer was instructed to make plans for such surface drain sewers as the finances in the Sewer Fund will permit. The following claims were read and upon motion by Yaeger, second by Narveson, the same were allowed and the Mayor and City Cl,:�rk.were authorized and directed to draw warrants on the City Treasurer and make payments accordingly: From the General Fund: Adams, $2.79; Austin A. An Ordinance entitled, "An Ordinance amending an ordinance entitled, An Ordinance regulating the operation and pates of fare of taxicabs and automobiles for carrying -passengers for hire, with a seating capacity of not to exceed seven ,persons, within the City of Rochester, ° was given its first reading. i Upon motion by McQuillan, second. by Kennedy, and unon roll call and all lI voting in favor thereof, the rules were suspended and the ordinance was given its I; second reading. The matter of further plans for'the F.E. Williams Estate business �Ibuilding was brought to the I attention of the Common Council and the.City Clerk i was instructed to notify the Park Board that they have the consent of the Common Council to advertise for bids for a lease on the said property and if bids are received to present same to the Common Council for their consideration. Alderman Kennedy introduced the following resolution levying taxes for 1945, which was read.
