Minutes of a regular meeting of the Common Council of the City of
(Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City,
JIon January 7, 1946.
President Lemmon called the meeting to order at 2:00 o'clock P.M., the

following members being present: President Lemmon, Aldermen Fryer, Kennedy,

,Kjerner, McQuillan, Narveson, and Yaeger. Absent: None.
Upon motion by Kjerner, second by Fryer, the minutes of the meetings of
1!December 19 and 26, 1945 were approved.

President Lemmon stated this as being the time and place set for the
(,second hearing on the construction of a sanitary sewer and watermain in Sth

(,Avenue Northwest from llth Street Northwest to 14th Street Northwest and in 12th
(Street Northwest from 7th Avenue Northwest to 8th Avenue Northwest. There was no'
lone present wishing to be heard.
President Lemmon stated this as being the time and place set for the
second hearing on -the grading of 12th Street Northwest from 7th Avenue Northwest
Ito Sth Avenue Northwest. There was no one present wishing to be heard.
President Lemmon stated this as being the time and place set for the
receiving and opening of bids for the construction of a sanitary sewer and
;watermain to serve Lots 2 and 3 in Block 6 and Lots 10 and 11 in Block 5,
Sunnyside Addition in 102 Street Southeast. The bid of Carlisle G. Fraser in the!
amount of $1,268.00 was opened and President Lemmon referred same to the Sewer & Water
Committees and the City Engineer for report.
The recommendation of the Sewer and Water Committees that the contract
,for laying a sanitary sewer and watermain in 102 Street Southeast be awarded to
I'Carliele G. Fraser for the sum of $1268.00 was read and upon motion by Fryer,
'second by Narveson, the same was accepted.

The request of Carl J. Briese for reinstatement as Desk Sargent in the

(,Rochester Police Department effective January 1, 1946 was read and upon motion byi

A communication from the City Engineer stating that plans, profiles and

'specifications for the grading of 12th Street Northwest from 7th to Sth Avenues
Northwest and also for a sanitary sewer and watermain in 8th Avenue Northwest

I1to 8th Avenues Northwest, were completed, was read and upon motion by McQuillan,
!second by Narveson, the same was accepted and ordered placed on file.

The report submitted by the City Engineer listing sanitary sewer and
,watermain installations, street grading and other miscellaneous projects completed

during the calendar year 1945, together with numerous'surveys and plans including
,surveys and preliminary plans for 34 miles of relief sewer in Southeast Rochester'

the estimated cost of same being approximately $193,000.00, was read and ordered
laced on file.
The following resolution adopted by the Sinking Fund Commission on
ecember 19, 1945 was read and upon motion by Kennedy, second by gjerner, the same
was approved: '
"Be it resolved by the Commissioners of the Sinking Fund
of the City of Rochester, Minnesota:
That the sum of $74,000.00 be and the said sum is hereby
appropriated from the Sinking Fund and ordered paid to the
First National Bank of Rochester, Minnesota for the purchase
of ten (10) United States Savings Bonds, Series F. (issue
price, $74,000.00 each) for Sinking Fund. investments, th-e
same being purchased for the following investm%nt accounts:
Electric Department Extensions Reserve, $51,900.00
Water Department Extensions Reserve, $22.,200:000
An application for an Airport License Renewal as submitted by the State
)f Minnesota, Department of Aeronautics and also a communication from the same
Department submitting a copy of a model airport zoning ordinance, were each read
nd President Lemmon referred same to the Public Grounds Committee, the Mayor,
he City Engineer and the City Attorney.
A petition for the construction of a sanitary sewer and watermain in
th Street Southeast from 12th Avenue Southeast to 13th Avenue Southeast was read

The recommendation of the Board of Zoning that the petition to have the
orth 584 feet of Lots 3 and 4 and all of Lot 5 in Block 86, Moe & Olds Addition
hanged from a multiple dwelling to a commercial zone be granted and further
ecommending that -'the balance of Block 86, Moe & Olds which is now zoned as
ultiple dwelling also be changed to a commercial -zone was read and upon motion by

instructed to draw an ordinance including the said change.

Specifications covering two cars for the Rochester Police Department was
read and upon motion by gjerner, second by Fryer, the City Clerk was instructed
to advertise for bids to be received on January 21, 1946 at 7:30 o'clock P. M.
The report of the City Weighmaster for the month of December, 1945
showing 248 loads weighed and receipts of $24.80 was read and President Lemmon
referred same to the Finance Committee.
The City Engineer's trial balance for the month of December, 1945 was

read and President Lemmon ordered that the same be placed on file.

The report of the Board of Park Commissioners of Receipts and Disbursements
;during the month of November, 1945 was read and President Lemmon ordered that them

The report of the Building and Plumbing Inspector for the month"of

December, 1945 showing building permits issued $90.00 and plumbing permits issued;
144-75, and the report of the Electrical Inspector showing electrical permits

issued $16.75, were each read and President Lemmon referred same to the Finance

The reports of the Clerk -of the Municipal Court for the week ended

December 22, 1945 showing total criminal fines and costs collected $452.00 and
!conciliation court fees, $.50; for the week ended December 29, 1945 showing
jtotal criminal fines and costs collected $110.00; and for the week ended January 5,

court fees $1.50, were each read and having been previously approved by the City
Attorney, President Lemmon ordered that the same be placed on file.

The application of the Wesleyan Methodist Church for a permit to place
and maintain a sign was read and upon motion by Yaeger, second by McQuillan, the
permit was granted.
The application .of E. A. Evjen.for a license to sell soft drinks was
read and upon motion by Narveson, second by Kjerner, the license was granted.
The application of the Yellow Cab Company for transfer of a taxicab
license No. 22 from a 5 passenger Cadillac sedan to a 5 passenger.Buick sedan
wa.s read and upon motion by Fryer, second by fequillan, the transfer was granted.
The application of Charles R. Briese for a Journeyman Electrician's
license was read and upon motion by Yaeger, second by Narveson, the license was
granted.
The application of Ray Benedict for a taxicab automobile license was
read and upon motion by "arveson, second by Yaeger, the same was referred to the
License Committee.
The surety bonds of Herman Dornack in the sum of $1.000.00 with the
American Surety Company of New York as surety; Wm. M. Hagedorn, Wm. J. Fischer,
Kris Nielsen and Obert Mestad each in the. sum of $1000.00 with the Western Surety
Company as surety; J. A. Daly and John G. Leng each in the sum of $1000.00 with
the National Surety Corporation as surety; George E. Krudwig and Peter J. Brown
each in the sum of $1,000.00 with the Fidelity and Casualty Company of New York
as,surety; and Carlisle G. Fraser in the sum of $2,793.50 with the United States
Guarantee Company as surety, were each read and upon motion by Frier, second by
Yaeger, the bonds were approved, the surety thereon accepted, and it was ordered
that the same be placed on file.
Alderman Fryer introduced a resolution appropriating $70,000.00 from .
the General Fund and ordering payment made to Mayo Properties Association for
final payment on purchase of realestate for parking lot, which was read.
Upon motion by Yaeger, second by Kjerner, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and. adopted.
Alderman Fryer introduced a resolution appropriating $72.92 from the
General Fund, $5.04 from the St. & Alley Fund, $19.11 from the Fire Protection
Fund and $3,107.30 from the Lighting Fund and ordering payment made to the City
of Rochester, Public Utilities, which was _read.

adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Fryer -introduced a resolution appropriating $296.0o from the

Alderman Yaeger -introduced a resolution authorizing the Mayor and City
Clerk to execute a contract between the City of Rochester and the N. W. Bell

Alderman Yaeger introduced a resolution granting a public dance permit

From the F.E. Williams Estate Fund: City of Rochester, $10.56.
The following names were recommended to work as an advisory planning
committee in cooperation with the similar committee appointed by'the County Board:
Harold J. 1•4rachek, and Leonard Ekstrand, appointed at large, Oscar Allaiton from
Ithe First Ward, Fergus Hanson from the Third Ward and Amiel L. Glabe from the
Second Ward. Upon motion by Fryer, second by Kennedy, the said appointments were
approved.
Mayor Paul A. Grassle stated that he had received a formal application
for housing units from Mr. Orville Olmsted and that he and the City Attorney had
completed same and submitted them to the proper authorities. He also read a
telegram received from Congressman August H. Andresen stating the procedure to
be followed in making application for the said units and that he was also
contacting Mr. Olmsted in regard to the City's application.
Upon motion by Fryer, second by Kennedy, $100.00 was appropriated to
the County Auditor for payment of County and City Planning Committee expense.
Upon motion by Fryer, second by Narveson, $199.00 was appropriated to
the Charter Commission.
Upon motion by Yaeger, -second by Kennedy, $199.00 was appropriated for
the Mayor's Contingent Fund.
The matter of payment of two employees on the Rochester Fire Department
Ln addition to the 33 members now set up by Ordinance was discussed and the matter
as referred to the Fire Committee, Chief of the Fire Department and the City
ttorney.
An Ordinance entitled, "An Ordinance to regulate the transportation of
soline by trucks in the City of Rochester, Minnesota", was given its first
eading.
Upon motion by Fryer, second by Kennedy, the meeting was adjourned
tit-7:30 O'clock P. M.. on January 21, 1946.
