President Lemmon called the meeting to order at 2:00 o'clock P.M., the following members being present: President Lemmon, Aldermen Fryer, Kennedy, Kjerner, McQuillan, Narveson, and Yaeger. Absent: None. Upon motion by Kjerner, second by Kennedy, the minutes of the meetings I� li,of March lath and March lSth, 1946 were approved. • I� Mr. Ray Johnson, a representative of the F. B. I. from St. Paul, appeared at the meeting and explained a course given to police officers in I - ' Washington. ?Mayor Grassle then read a letter from Mr. M. B. Rhodes, special l,agent of the F. B. I. , stating that Mr. J. Edgar Hoover had issued an invitation for patrolman Harold Fitzpatrick to attend the next F. B. I. Academy Course which would begin April S, 19116. Upon motion by McQuillan, second by Kennedy, Mr. ,Harold Fitzpatrick was authorized to attend the F. B. I. National Academy Course beginning April S, 1946 at city expense. I President Lemmon addressed the Council briefly and thanked the members of the said Common Council for the cooperation he had enjoyed during the last jfiscal year. He also noted that this was the first time since he had held. offices ;that there had been no change in the membership of the Common Council. Brunsting was appointed as Chairman of the Board of Park Commissioners, Mr. Philip H. La.mpman was reappointed from the 3rd Ward and 'Mr. William Schahct was appointed from the Ward to serve on the Board of, Par_ Commissioners; th.e appointment of Dr. R. J. Jackman and the reappointment of Mrs. Agnes Gentling on the Board of Public Health and Welfare; the reappointment of Mr. Walter vasley and the appointment of Mr. Russell Sanders on the Board of Zoning; the reappointment of Dr. Walter G. Popp and Stanley Gerlicher on the .dusic and Band Committee; the reappointment of Harold W. Stewart on the Police Civil Service Commission and the reappointment of Peter F. Donovan as Weed Inspector. Upon motion by Fryer; secon� by Kjerner, the Mayor's appointments were approved. Alderman Fryer introduced the following resolution which was read: . "WHEREAS, It is deemed expedient and necessary that the Common Council of the City- of Rochester, 1!innesota., adopt rules of order for the conduct of its business, and WHEREAS, A copy of Robert's Pules of Order (revised) of the 1915 Copyright, is before,this Common Council: SO THERE -FORE, Be it resolved by the Common Council of the City of Rochester, Minnesota: That the said Robert's Pules of Order be adopted by this Common Council as rules of order for t__e conduct of its business." Upon motion by Kennedy, second by Narveson, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kjerner introduced the following resolution which was reed: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the said Common Council of the City of Rochester, Minnesota, herel adopts the following rules and regulations for the order of business of said Common Council: 1. Roll Call. The roll call of th— nnmmon Council shall be had and taken in its alphabetical order according to the names of the members, except that the name of the President of the Common Council shall be called only at the first roll call of each meeting and then after that, at that meeting, only in case of a tie vote when his name shall be called and vote taken after the expression_ of each of the other members of said Common Council, or when a 50 vote is required. 2. Reading and approval -of the minutes of the proceeding meeting. j. At first meeting, the appointment of officers and committees. 4. Public hearings. 5. Reading of petitions and communications. 6. Reports of committees. All reports of committees shall hereafter be made in writing, unless ordered otherwise by said .Common Council. 7. Unfinished business. 8. Resolutions and ordinances. 9. Bills and claims. 10. Adjournment." Upon motion by Fryer, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. The application of F. R. Finch for reappointment to the office of City Clerk was read and upon motion by Kjerner, second by Narveson, F. R. Hunt for reappointment as City Attorney I was read and upon motion by Yaeger, second by. Kennedy, and all voting in favor II thereof except Alderman McQuillan who voted "no", Desmond B. Marsh was appointed as City Plumbing and Heating JInspector. The applications of Paul W. Sandberg and Harry Loucks for rea.pnointment as assistant custodians of the City Hall and also the applications of Ivan B. Boyd Leo Fallon, Lawrence Wrucke and Leon Weber were each read and upon motion by Yaeger, second by Kjerner, Mr. Paul W. Sandberg, Mr. Harry Loucks a.nd ter. Ivan B. Boyd were appointed as assistant custodians of the City Hall for the ensuing official year. The application of Miss Arvilla Mitchell for reappointment as secretary for the Building, Plumbing, Heating and Electrical Inspectors was read and upon mmotion by Kennedy, second by Yaeger, Miss Arvilla Mitchell was appointed as (secretary for the Building, Plumbing, Heating and Electrical Inspectors for the ensuing official year. The application of C. E. Ginther for reappointment to the office of (Fire Warden was read and upon motion by Fryer, second by Yaeger, C: E. Ginther leas appointed Fire Warden for the ensuing official year. The recommendation of the City Engineer that 24 men be em-oloyed in the (City Engineer's Department and'that these men each work 2172 hours per year was read and upon motion by Fryer, second by Kennedy, the recommendation was approved. President Lemmon stated this as being the time and place set for a heari Dn the construction of a sanitary sewer and watermain in 15th Avenue Northeast from Second Street Northeast to Third Street Northeast. There was no one present ishing to be heard. President Lemmon stated this as being the time and place set for receiving and opening bids for furnishing of certain new parts and repairs on eagrave 1000 Gallon Pumper, Model 6 W.T., Serial No. 53070 for the Rochester Fire epartment. No bids were received and the matter was referred to the Fire ommittee and the Chief of the Fire Department. The request of H. A. The following communication from the Rochester and Olmsted County Public Safety Council was read and President Lemmon referred the same to the Police 'Committee j it I'. i the Chief of Police and the City Engineer: "Honorable Mayor and Common Council Rochester, Minnesota Dear Honorable Mayor and Members of the Common Council: At the regular meeting of the Rochester and Olmsted County Public Safety Council held Wednesday, March 20, 1946 resolutions were adopted recommending to the City Council as follows: 1. That parallel parkling be instituted on Second Avenue between First and Second Street Southwest. 2. That the inter -urban bus lines be requested to provide off the street terminals. • 3. That the City Ordinance restricting oil stations and other businesses to twenty-two foot driveways be enforced. 4. That electric traffic signals be installed at all Broadway intersections in the business district and at the corner of First Avenue and Second Street Southwest and St. Mary's Hospital. Respectfully submit ted, Erwin L. Briese, Secretary ROCHESTER AND OLMSTED COUNTY PUBLIC SAFETY COUNCIL" The request of the Rochester Dairy Cooperative for City water connections i and for the installation of four fire hydrants within 50 feet 'of their plant was (read and President Lemmon referred the same to the Water Committee, the City ;Engineer, and the Fire Chief to confer with the Public .Utility Department in regard to installing the said water -connections -and fire hydrants. I The resignation of Arnold G. Wil.ce from the Rochester Police -Department, effective April 15, 1946 was read and upon motion by Kjerner, second by Yaeger, the same was accepted and ordered placed on file. The two following resolutions adopted by the Public Utility Board were each read and the same were ordered placed on file: 1 1 0 1 • 7 L "Be it and it is hereby resolved by the Public Utility Board of the City of Rochester, Minnesota, that the Hon. Common' Council of the said City be and is hereby requested by the said Board to authorize the said Board to enter into a contract with the Westinghouse Electric Corporation for the furnishing, delivering, unloading and erecting a 7500 KW Turbine Generator Unit, in accordance with specifications at a price of $196,100.00 plus $2,250.00 for spare parts as specified, making a total contract price of ONE HUNDRED EIGHTY EIGHT THOUSAND THREE HUNDRED FIFTY DOLLARS ($1$8,350.00)- r • �I Record of Official 'Proceedings of the _Common Council tb� of the City. of Rochester, Minnesota, April 1 1946 0 Be it and it. is hereby further resolved by the said Board that the Hon. Common Council of the said City be and is hereby requested to authorize the said Board to enter into a contract with the Superior Sales and Service Comroa.ny of this city for the furnishing, in accords.nee with specifications of ONE-! Ton Studebaker Pickup Truck, equipped as per proposal of the bidder at a total price of 942.00 plus 31.54 for one additional tire and tube making a total contract price in the amount of NINE HUNDRED SEVENTY THREE DOLLARS AND FIFTY FOUR CENTS ($973.54),- and Be it and it is hereby further. resolved by the said Board that the said Council be further requested to authorize the said Board to enter into a contract with the Ellis Motor Company of this city for the furnishing, in accordance with specifications and with their proposal, of ONE 1946 a Ton Dodge Pickup Truck equipped as per bidder's proposal at a total price of ONE THOUSAND SEVENTY SEVEN DOLLARS AND FIFTY FIVE CENTS ($1,077.55)•" The petition of Maurice J. Alexander to have Lots 5 and S, Block 36, Morse and Sargents Addition changed from a residential zone to a commercial zone and a statement of acquiescence by eleven property owners in that locality and also a petition of Geo. Henke to have Lot 1, Block 29, Northern Addition changed to a commercial zone were each read and upon motion by Yaeger, second by Narveson, the same were referred to the Board of Zoning. The petition of Earl F. Cooke to have that portion of the ally in Block - Cummings Addition starting at the North line of the Chicago Northwestern ailway and running north to the north property line of the said Block 5 ummings Addition vacated was read and the same was referred to the Street & Alley ommittee and the City Engineer. The petition of Mr. & Mrs. Roy H. Gasmann, Elizabeth Bower Maclay, rthur E. Betts, Mr. & Mrs. W. J. Ketcham, H. 11. Shmidt, Mr. & Mrs. Glen L. sgood, Mr. & Mrs. W. E. Chamberlain and W. H. The recommendation of the Finance Committee that a loan from the Rochester Fire Department Relief -Association -in the amount of $1200.00 with interest at the rate of-5% be granted to Allen Unger on his property located in Olmsted County, Minnesota, was read and upon motion by Yarveson, second cy Fryer, the same was approved. The reports of the Clerk of the Iiunicipal Court for the week ended March 23, 1946 showing total criminal fines and costs collected $547.00 and conciliation court fees $1.00 and for -the week ended March 30, 1946 showing total criminal fines and costs collected $750.00 and conciliation court fees $3.�5, wer each read and having been previously approved by -the City Attorney, Bresident Lemmon ordered .that the same be nl-aced on file. The annual report of the City Engineer for the year ended April. 1, 1946 was presented and uponmotion by Fryer, second by Yaeger, the same was accepted and ordered placed on file. The report of the Electrical Inspector for the month of March, 1946 showing electrical permits issued $70.25 was read and President Lemmon referred the, same to the Finance Committee.. The" report of the Building and Plumbing Inspector for' the month of March,1946 showing building permits issued $1,130.00, plumbing permits issued $196.25; and heating permits issued $97.50 were each read and President Lemmon referred same to the Finance Committee. Said salary and compensation shall be paid from the Fire Protection Fund, semi-monthly; one-half of the monthly salary and compensation being payable on the 16th day and the balance thereof on the last day of each calendar month during the ensuing official year."
