Minutes of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers in the City Hall, in said
City on April 12, 1946.
President Lemmon called the meeting to order at 5:00 o'clock P.M., the
following members being present: President Lemmon, Aldermen Fryer, Kjerner,
Kennedy, McQuillan, Narveson, and Yaeger. Absent: None.
The call of the special meeting was read and President Lemmon ordered
that same be placed on file, the said meeting being called for the purpose of
considering the construction of a watermain from 3rd Avenue Southeast into the
fair grounds and a sanitary sewer from Graham Addition into the fair grounds, and
any other business the said Common Council may deem proper.
The City Engineer's preliminary estimate for the construction of a
watermain from 3rd Avenue Southeast into the fair grounds (for veteran's housing
project.) in the amount of $13,150.00 was read and upon motion by Yaeger, second
by Narveson, the same was accepted and ordered placed on file.
The following communication submitted by the Board of Public Health &
Welfare was read and the same was ordered placed on file:

Members of the Common Council
Rochester, Minnesota
Gentlemen:
The Board of Public Health and Welfare herewith resubmits
the salary schedule for the City Health Department and the
City Farm. There are no new employees not already authorized
by the Common Council, but the public health engineer and
sanitation secretary are new since the beginning of the last
fiscal year. As previously agreed to, the Board will pay the
entire salaries of the Social Welfare Worker and her secretary.
These additions plus a uniform raise of $25.06 in all
salaries with the exception of the Health Officer and City Farm
Superintendent, will account for the increase in the salary
budget over the est.ima.tes of last October.
The Board would also like authorization for the employement
of -temporary farm laborers at prevailing wages during the summer
months when the work of collecting garbage reaches a peak. This
has been done in previous years.
The development of the Health Department has brought about
new problems of adjustment from time to time and members of the
Board of Health and Welfare wish to express their appreciation
for the understanding and sympathetic help the Council has always
been ready to give.
The salary schedule is as follows:
