Minutes of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers in the City Hall in said City,
i'on April 30, 1946.
President Lemmon called the meeting to order at 5:00 o'clock P. M., the,
Ilfollowin g members being present: President Lemmon, Aldermen Fryer, Kennedy,
,;Kjerner, McQuillan and Yaeger. Absent: Narveson.
The call of the special meeting was read and President Lemmon ordered

;that the same be placed on file, the meeting being called for the purpose of •

;considering the approval of the action of the Sinking Fund Commission in
I
i purchasing .$99,900.00 U. S. Savings Bonds, Series F and the authorization of the
!City Treasurer to install records for keeping account of rentals of housing units
being constructed for the Veteran's Housing Program at, the fair grounds and any
''other business the said Common Council may deem proper.

The following copies of resolutions adopted by the Sinking Fund Commission
were each read and upon motion by Kennedy, second. by Kjerner, the actions of the
jSinking Fund Commission were approved:
"That the sum of 3, 700.00 be and the same is hereby
appropriated from the Sinking Fund and ordered paid to the
First National Bank, Rochester, Minnesota for the purchase
of five United States Savings Bonds, Series F (issue price,
$740.00 each) for Sinking Fund investments, the same being
Ipu
purchased for the City Warehouse investment account."
"That the sum of $96,200.00 be and the said sum is hereby
appropriated from the Sinking Fund and ordered paid to the
First National Bank of Rochester, Minnesota for the purchase
of thirteen United States Savings Bonds, Series F (issue price
$7,400.00 each) fpr Sinking Fund investments, the same being
purchased for the following investment accounts:
Electric Light Depreciation Reserve, $88,800.00
Water Department Depreciation Reserve, 7,400.00"
The City Engineer's estimate of cost in the amount of $3080.00 for the
Iinstallation
of sewer and water laterals at the housing project in -the fair
grounds
was read and the same was ordered placed on file.

Alderman Kennedy introduced a resolution ordering bids for the install -I
,ation of
sewer and water laterals at the housing project in the fair grounds,
;which was read.
Upon motion by McQuillan, second by Yaeger, that the said resolution bei

adopted

as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Mayor Grassle recommended that Mr. E. A. Zuehlke be appointed as manager
Iof the
Veteran's Housing Project at the fair grounds and also that Mr. Zuehlke
l,go to Chicago and confer with authorities.in charge of Veterans Housing Projects.
Upon motion by Fryer, second by Kjerner, Mr. Zuehlke was appointed as

him to go :to Chicago to confer with the authorities on,Veterans Housing Projects,
expenses to. be paid.from City funds.
Upon motion by Kennedy, second by McQuillan, the Olmsted County.,Bank
-
and Trust Company of Rochester; Minnesota was designated as a depository for •:
funds collected, from the Veterans Housing Project.

Alderman Kennedy i,ntroduaed the following resolution which was read.:
"WHEREAS, on the 23rd day of April, 1946, the following resolution
was,duly passed and adopted by "the Common Council of the City.of Rochester,

Minnesota:
'WHEREAS, Section 7 of Ordinance No. 415 prodides•. that
the., Common Council of the City 'of Rochester, Minnesota, on
;the first Monday in April in each year, shall establish a
minimum wage scale for all public works for the ensu-ing
official year; '
SO THEREFORE, Be it resolved by the Common Council of
the City of Rochester, Minnesota:
That for and during the official year .following the
passage and adoption of this resolution all contracts here-
inafter,„entered into"for the purpose of performing any work
for -the City of: Rochester, involving either new construction
work: or repair -.,on-any roads, ',bridges, sewers, alleys, parkways,
buildings, streets, or any other public work involving the •
improvement of public property, shall be made upon the basis
that the wa.ge,s paid skilled'.•and ,unskilled labor . shall not be

Be it further resolved by the said Common Council:
That the above scale shall not be in force and effect unless the
number of hours of employment for the week shall be fixed at a maximum
of Forty (40) hours, except as otherwise provided in departmental schedules
already passed upon, I.E. Monthly Men.'
AND WHEREAS, at the time of the adoption of the said resolution
it was the intent of the Common Council of the City of Rochester, to
adopt a wage scale in which the various rates conformed to those
established by the.War Labor Board for this locality;
AND WHEREAS the Council adopted this foregoing resolution under
the impression that the rates established therein had been approved by
the War Labor Board for this locality, but on the contrary such rates had
not been approved by the War Labor Board to the knowledge of the Common
Council;
AND WHEREAS, it is the intent of the Common Council to adopt a
resolution establishing a wage scale as soon as a wage scale is submitted
by the Building and Trades Council, consisting of rates approved by the
War Labor Board for this locality;
NO.W THEREFORE, be it resolved by the Common Council that the said
resolution be and is hereby rescinded."
Upon motion by Fryer, second by Kennedy, that the said resolution be
!adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
